Bozeman, Montana Deoember l4, 1949 The Commission of the City of Bozeman met in regular session in the Corrmission Room, City Hall Building, Wednesday afternoon, Deoember l4, 1949 at 1:00 o'clock i'. M. Those being present were Mayor Sorenson, Commissioner Lowe, Commissioner Healy, City Manager Henderson, City Attorney Lovelace, Commissioner-Elect Walter A. Secor, and the Cle rk when the following proceedings were had: The minutes of the last regular session were read, and it was moved by Commissioner Healy, seconded I by Commissioner Lowe, that the minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No, none. Application for City Lioense The application of Chet Chrisinger for a City License was presented. It was moved by Commissioner Healy, seconded by Commissioner Lowe, that the application be approved and the lioense issued and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sorenson, Commis- sioner LOWe and Conunissioner Healy; those voting No, none. Report The report of the Chief of Folice for the month of November, 1949 was presented. It was moved by Commissioner Lowe, seconded by Commissioner Healy, that the report be accepted and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No, none. Bids for S. I. D. No. 369 The Manager stated that this was the time and place set for the opening of bids for the oonstruo- tion of Special Improvement District No. 359, sanitary sewer on North Black Avenue from Cottonwood to I Ta.ma.rack Street. He presented the affidavit of publication of the Notioe to Contractors, whereupon, it was moved by Commissioner Lowe, seconded by Commissioner Healy, that the bids be opened and read, and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No# none. The following bids were opened and read: Standard Construction Company, Bozeman . . $Z,l27.68 Blacktop Construction Company, Billings . . 1,680.60 It was moved by Commissioner Healy, seoonded by Commissioner Lowe, that the bid of the Blacktop Construction Company be accepted providing a suitable bond and contract are furnished, and the certified check be returned to the Standard Construction Company, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No, none. Proposed Lighting for Main Street The Manager presented estimated costs for the installation and maintenance of new ornamental lights on Main Street from Broadway to Eighth Avenue as proposed by the l4.ontana lower Company and now being demonstrated on the west end of Main Street. I Proposed Paving on North Black The Manager stated that the City Engineer as instructed has prepared the estimates of the installa- tion of storm sewers, curbs and paving on ~orth Black Avenue from Mendenhall to Peach Street. It was pointed out that the proposed improvements on North Black to include storm sewers would be quite a costly installation and it was recommended that rather than to propose an improvement district based on such cost, a meeting be held with owners of proper~ in the proposed district to discuss all phases of the proposition. The Manager and the City Engineer were instructed to arrange for such a meeting of property owners sometime during January. 335 Operation of Sewage Plant Mr. Allan Wymore, Engineer from Burns & McDonnell Engineering Company was present to discuss condi- tions at the Sewage Treatment Plant and some of the difficulties which are being encountered in getting the plant into complete operation. Mr. wymore is in direct contact with the Dorr Company and stated that it was his intention to stay here until the difficulties have been entirely remedied. He stated I further that he would have a written report to present to the city upon completion of his present visit. Care of Alcoholics A communication from the Gallatin County Medical Society giving the following recommendations for medical aid and care of alcoholios was presented and read: 1. That the Board of Directors of the Deaconess Hospital make a room available in the old Nurses' Home for alcoholic patients. 2. That the City of Bozeman and Gallatin County pay all the hospital eX,pense, including room, board and medicine for alcoholics who are unable to pay f~r their care and who are committed to the hospital. 3. That the determination of an alcoholic should be decided by the medical doctor attending the patient. 4. That the City of Bozeman and Gallatin County should have male persons available at all times to attend and care for alcoholics who are committed to the hospital. 5. That the medical doctor will collect his fee from the patient or from a fund available for that purpose. 6. That the City of Bozeman, Gallatin County, Board of Directors of the Deaconess Hospital and the Gallatin Medical Society enter into a joint agreement before budget time covering the above points. The recommendations were turned over to the City Attorney for advice and recommendations on the City's legal rights and limits. I Appointment of Acting City Manager The Manager stated that in accordance with pe~ission previously given by the City Commission he proposes to be absent from the City on his annual vacation, commencing December lath and ending on or about January 3, 1950. He recommended that L. G. Shadoan, Director of Finance, in addition to his other duties be appointed as Acting City Manager to act during the absence of the City Manager. It WaS moved by Commissioner Healy, seconded by Commissioner Lowe, that L. G. Shadoan be appointed Acting City Manager during the absence of City Manager M. E. Henderson, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No, none. Adjournment There being no further business to come before the Commission at this time, it was moved by Commissioner Healy, seconded by Commissioner Lowe, that the meeting adjourn and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No, none.
