City Hall Building, Wednesday afternoon, March 2nd, 1949 at 1;00 o'clock F. M. Those being present were Mayor Sorenson. Co~nissioner Lowe. Commissioner Healy. City ManaZer Henderson and the Clerk, when the following proceedings were had: The minutes of the last regular session were read, and it was moved by Commissioner Lowe. I seconded by Commissioner Healy that the minutes be approved as read, and the motion was carried by the iollowinE~ Aye end No vote: those voting Aye being Mayor Sorenson, Commissioner Lowe and Commis- sioner Healy; those voting No, none. Af'ter examine.- I tion of the claims in detail by the Ci t,y Commission, it was moved by Commissioner Healy. seconded by Commissioner Lowe that the claims be aj:proved and warrants drawn for their payment and the motion was carried by the f'ollowing Aye and No vote: those voting Aye beinz Mayor Sorenson. Reports The following reports for the month of February were presented: Water Collector Librarian Sani tary Inspector (Milk Count) Police Judge Fire Chief It was moved by Commissioner Healy, seconded by Commissioner Lowe that the reports be accepted and ordered file and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No. none. Flood Water Ditch South of Black Avenue The Manager presented and read a letter from Mr. Paul K. Dudley, 804 South Black Avenue, stat- ing that because of the dirt piled on the north side of the drainage ditch which was placed there wi thout his permission, he would hold the City of' Bozeman responsible for any damage susta~;Ied to his property resul tine.; from flooding caused by the di teh or embankment. I No action was taken on the matter. Bids f'or Redec8ratin~ Library The Manager stated that the estimated cost f'or redecorating the Library indicates that this work is of' such extent that it will be necessary to advertise f'or bids bef'ore the project can be undertaken. whereupon. it was moved by Connnissioner Lowe, seconded by Corrnnissioner Healy that the City Manager be authorized to advertise f'or bids for redecorating the Library and the motion was carried by the following Aye and No vote: those voting; Aye being Mayor Sorenson, Commissioner Lowe and Corrnnissioner Healy; those voting No. none. 22t ApIointment of Librarian City Manager Henderson announced that, upon the recommendation of the Library Board. Miss Myra Tice of Anderson, Indiana has been apFointed as Head Librarian f'or the Bozeman Public Library. Miss Tice is to arrive to take up her new duties on March 5. 1949. k'{jdeninc; of Babcock Street I The matter of widening Babcock Street was discussed. It was moved by Commissioner Lowe. seconded by Commissioner Healy that a program of widening this street between Bla ck Avenue and Grand Avenue should be set up, the work proposed to consist of' removing existing parkinGs, cutting sidewalk width to f'ive feet and widening the existing ravement to the five foot walks and that this work be undertaken in at least one block of the proposed area during the summer of 1949 and the motion was carried by the followinG Aye and No votet those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those votin('; No. none. Rerort of School at Berkeley Chief of llolice Haas and F'Dlice JudCe Johnson reported to the City Commission on the school they attended at the Universi ty of' California in Berkeley. California. City Attorney's Or-inion re S. I. D. Balances An opinion from the City Attorney was read stating that cash balance in special improvement dis- tricts prior to 1929 should be transferred to the Special Improvement District RevolvinG Fund. and V cannot be used to pay bonds of special improvement districts created prior to the establishment of the Special Improvement District Revolvinc Fund. without an election of taxpayers. Transf'er 01 City Taxi License I A request from L. C. Vloodburn and Fred E. Skoog requesting; that the City Taxi license for the operation of the taxjs be transf'erred to Fred E. Skoog wa.s presented end read. It was moved by Commissioner Healy, seconded by Commissioner Lowe that the request be [ranted and that Mr. Skooe; be permitted to operate the taxis under the license issued to L. C. [tequest for F armi t to Trail Banner A written request from the Lynch Flying Service was read, requesting a permit to trail advertisine; I banners from airplanes and to use en electric siren. After discussion. it was moved by Commissioner Lowe, seconded by Commissioner Healy that upon the Lynch Flyin~ Service obtaining the proper permit from the Civil Aeronautics Authority to trail barmers that a I)ermit be grented but that the request to use an electric siren be denied and the motion was carried by the following; Aye and No vote: those voting Aye being Mayor Sorenson. Corrnnissioner Lowe and Corrnnissioner Healy; those voting No, none. Request for Loading Zone The Manager stated that the Easy-Way Laundry, 24 South Willson, has requested a LoadinL Zone ~222 abutting their property. Chief of Police Haas stated that he has not observed the necessity for a loading zone at this property. and it was pointed out that there is a loading zone across tile alley to the south of their property that could be used by their customers. whereu:ron~ it was moved by Corrunis s ioner Lowe, seconded by Commissioner Healy that the request be denied and the motion was carried by the following Aye and No vote: tllose voting Aye being Mayor Sorenson, Corrnnissioner Lowe and Commissioner Healy; those votin:~ No, none.
