HomeMy WebLinkAbout1949-04-20 238 Bozeman, Montana April 20 th, 1949 The Commission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, April 20th. 1949 at 1:00 o'clock P. M. Those being present were Mayor Sorenson, Commissioner Lowe, Commissioner Healy, City Manager Henderson, City Attorney Lovelace and the Clerk, when the following proceedings were had: The minutes of the last regular session were read, and it was moved by Commissioner Healy, I seconded by Commissioner Lowe that the minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No, none. State Highway to Open Bids College Street Improvement A letter f'rom Scott F. Hart. Frogram Engineer of the Montana State Highway Commission, was read in which he stated that a contract for reoonstruotion of' College Street between 8th and 11th Avenues is expected to be let in June, 1949. Revenue from Six Percent Liquor Tax A communication from the Legislative Committee of the Montana Municipal League was read, in which it was estimated that. based on last year's sales on liquor in Gallatin County. the new 6% tax on liquor should bring a revenue to Gallatin County of $27,705.00. Approximately 55% of the voters registered at the last general election resided in the City of Bozeman so that it is estimated that Bozeman should receive approximately 55% of the $27,000.00 under this new liquor tax. Communication -- Montana Winter Fair A letter was read from the Manager of the Montana Winter Fair, thanking the City of Bozeman for their aid and co-operation during their annual fair. I Sewage Plant Chlorine Treatment A letter was read from H. B. Foote, Director, Division of Sanitary Engineering. State Board of Heal tho Mr. Foote stated that, in view of recent research. it is now believed unnecessary to build a chlorine contact tank at the Sewage Treatment Plant. He reoommended that the room in the oontrol house at the treatment plant, in whioh ohlorine is stored and used, should be separated by a partition. He also stated that actual needs as to pre-chlorination. post-chlorination for detention period. chlorine contact for the plant effluent will necessarily have to be determined from aotual practioe after the plant is put into operation. Bids -- Swimming Fool Heating Equipment The City Manager stated that he had received assurance from Mr. R. L. Prussing that plans and specifications for heating equipment proposed to be installed at the Swimming fool will be in his hands by April 23, 1949. Based on this information, it was moved by Commissioner Lowe, seoonded by Commissioner He&y that the Clerk of the City Commission be authorized to advertise for bids for swimming pool heating equipment to be opened May 11th, 1949, and the motion was carried by the follow- ing Aye and No vote 1 those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No, none. I Applications for City Licenses The Following applications for City Licenses were presented: - ~ - - ~ .. . . . Linfield's Sullivan Motors Cowan's Gift Shoppe^ _H Kaselnak's Ritter's Grocery Beatrice Cream Station Eddy's Bakery It was moved by Commissioner Healy, seoonded by Commissioner Lowe that the applications be approved and the licenses issued and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No, none. ')39 1... . Bids for S. I. D. 349, 351, 353, 354 The Manager stated that this was the time and place set for the opening of bids for Special Improvement Districts Nos. 349, 351, 353 and 354. He presented the affidavit of publication of the Notice to Contractors, whereupon it was moved by Commissioner Healy, seconded by Commissioner Lowe that the bids be opened and read. and the motion was carried. Mayor Sorenson. Commissioners Lo~and Healy voting Aye; these voting No, none. The following bids were thereupon opened: I SID 349 SID 351 SID 353 SID 354 Standard Construction Co., Bozeman $ 8,929.60 $53,076.00 $22,637.40 $22,145.00 BUacktop Construction Co., Billings 7,903.40 45,744.10 20,244.40 20,174.80 The bids of the Standard Construction Company were accompanied by certified checks in the amount of 10% of the bids, and the bids of the Blacktop Construction Company were accompanied by bid bonds for 10% of the bids. Mr. Roy Malsor, of the Standard Construction Company, stated that the state law 1935 and the specifications called for a certified check to accompany the bid, whereupon Section 5232 R. C. M.I was read stating that a certified check shall accompany the bid. After discussion, it was moved by Commissioner Healy, seconded by Commissioner Lowe that the bids be referred to the City Engineer for tabulation and checking and that further action on the matter be deferred until detailed tabulation and further check of the bids can be made, and the motion was carried. Commissioners Lowe and Healy and Mayor Sorenson voting Aye; those voting No, none. Peti tion for Faving -- Fourth &: Arthur A petition of property owners was presented and read requesting that a special improvement district be created to pave Fourth Avenue from Cleveland to Arthur Street and pave Arthur Street from Fourth Avenue to Fifth Avenue. It was moved by Commissioner Healy, seconded by Commissioner Lowe that the petition be referred to the City Egnineer for estimates and method of assessment and the City Attorney be instructed to prepare the resolution of intention to create the district and the motion was carried I by the following Aye and No vote: those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No, none. Petition for Sanitary Sewer A petition of property owners was presented and read requesting that a Special Improvement District be established for the purpose of installing a sanitary sewer on Beall Street between Third Avenue and Fifth Avenue. It was moved by Commissioner Lowe, seconded by Commissioner Healy that the City Engineer prepare the necessary estimates, and the City Attorney be instructed to prepare the resolution of intention to create the district and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No, none. Adjournment There being no further business to coma before the Commission at this time, it was moved by Commissioner Lowe, seconded by Commissioner Healy, that the meeting adjourn until Friday, April 22nd, at 5:00 o'clock P.
