Anna Rosenberry, Assistant City Manager SUBJECT: Appointment to the Bozeman Parking Commission MEETING DATE: July 10, 2017
MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint one member to the Bozeman Parking Commission to a position expiring on June 30, 2019 or June 30, 2021.
BACKGROUND: The Bozeman Parking Commission currently has three vacant positions: 1. Expiring June 30, 2019 2. Expiring June 30, 2021
3. Expiring June 30, 2021 Three terms on the Bozeman Parking Commission expired on June 30, 2017. Terms on the Bozeman Parking Commission are for four years. The City Clerk’s Office has discovered a ministerial error and changed the end date of one term to two years out (2019) to more accurately
stagger the term expirations. One new application has been received for the Bozeman Parking Commission.
The Bozeman Parking Commission is responsible for managing and regulating public parking in the City's Parking Districts to best serve the needs of its customers: businesses, residents, employees, and visitors. The public parking garage in the city center is also under their authority.
The Parking Commission was created under Section 7-14-46, M.C.A., and Commission Resolution No. 1676, adopted by the City Commission on May 8, 1974, as amended by Commission Resolution No. 1839, adopted by the City Commission on November 24, 1976, and Commission Resolution No. 3803, adopted by the City Commission on June 6, 2005.
The Parking Commission is a seven-member administrative board and also advises the Commission regarding parking and fines in the "B-3" zoned area of the city. Under statutory provisions, members of the board are appointed by the Mayor, with the approval of the Commission, to staggered four-year terms. In the past, every effort has been made to appoint

business people who have been assessed for SID No. 565, which provided the funding for the four
off-street parking lots over which the Parking Commission has control. This commission has three vacancies. The City Clerk’s Office has received one application.

My organization owns a property in downtown Bozeman. I also was president of the Kalispell Downtown
Association and worked with Kalispell BID. Parking was a discussion item for our organization. I also worked
with the City of Kalispell on an agreement to monitor our bank lot for Glacier Bank. Shared parking.
