BHPAB Appointments Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Robin Crough, City Clerk Anna Rosenberry, Assistant City Manager SUBJECT: Appointments to the Bozeman Historic Preservation Advisory Board (BHPAB) MEETING DATE: July 10, 2017 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint up to four members to the Bozeman Historic Preservation Advisory Board to the following positions and terms: One Bozeman historic district resident or owner term ending June 30, 2019, One architect holding state or NCARB registration term ending June 30, 2019, One professional term ending June 30, 2018, One at-large representative term ending June 30, 2018, and/or One at-large representative term ending June 30, 2019. BACKGROUND: The Bozeman Historic Preservation Advisory Board (BHPAB) currently has five vacant positions: 1. Lives in or owns property in a Bozeman historic district, expiring June 30, 2019. 2. Architect that holds state or NCARB registration, expiring June 30, 2019. 3. Meets the Secretary of the Interior’s Professional Qualification Standards, expiring June 30, 2018. 4. At-large representative that resides or owns property within the city limits, expiring June 30, 2018. 5. At-large representative that resides or owns property within the city limits, expiring June 30, 2019. The Bozeman Historic Preservation Advisory Board was created under Chapter 2, Article 5, and Division 6 of the Bozeman Municipal Code. This chapter is designed as a measure to establish a local historic preservation program designed to promote the preservation of historic and prehistoric sites, structures, objects, buildings, and historic districts by addressing historic preservation issues at the local level and integrating them into local, state, and federal planning and decision-making 242 processes. The historic preservation program includes identification, evaluation, and protection of historic resources within the city (Ordinance No. 1180, Section 2, 1985). The Bozeman Historic Preservation Advisory Board shall serve in an advisory capacity to the City Commission, Planning Board, Zoning Commission, and other staff members or boards seeking advice on historic preservation issues (Ordinance No. 1454, Section 2, 1998; Ordinance No. 1180, Section 3, 1985). Members are appointed to staggered two-year terms comprised of up to seven members per Ordinance 1927 via any combination of the following: 1. At least three members shall meet the Secretary of the Interior's Professional Qualification Standards in the disciplines of history, planning, archaeology, architecture, architectural history, historic archaeology, or other historic preservation-related disciplines such as cultural geography or cultural anthropology. 2. At least one member shall be an architect holding state or NCARB registration. Retired professionals shall be given consideration equal to that of practicing professionals. Residency within the city shall not be a prerequisite for membership as a professional representative. 3. At least one member shall live in or own property in a Bozeman historic district, on file at the city planning office. A member may be chosen from a locally or nationally designed district. 4. At least four members shall be at-large representatives who reside or own property within the city limits. This board currently has five vacancies. The City Clerk’s Office has received four applications, with their relevant qualifications indicated below. The professional qualifications have not been confirmed by the Clerk: 1. While I support density near the downtown core, I also believe it needs to be balanced. Unique, interesting places, like Bozeman's historic downtown and surrounding neighborhoods have the greatest staying power in a community and need to be prioritized. Bozeman's historic areas reflect the diverse values, culture and heritage of the people who live here. It is these unique features that attract new residents and visitors. At the same time, we need to support a vibrant community for the people who already live here. In the past two years I have become active with the ad hoc group, Bozeman Preservation Advocacy Group. In order to submit thoughtful comments on issues and projects that have arisen over this time, I studied and learned the various applicable plans, codes and guidelines. As a certified public accountant, reading complex guidelines and interpreting their application to every day life is what I do. I know the Bozeman Historic Preservation Advisory Board needs members. I value historic preservation and what it brings to a community and I value this board. Please accept this application. I would like to bring this passion to the board and help preserve Bozeman's history over the year's to come. It is imperative as cities grow and development 246 increases that we find a way to maintain a link to the history of our area. My family is fortunate enough to have an educational museum named after my great uncle in Puyallup, WA. The Karshner Museum and Center for Culture & Arts has been a long-standing educational facility for the Puyallup School District that connects children to the history of the Pacific Northwest and America. As a high school student, I participated in the museum through dedication speeches and frequently represented the family at new exhibits. Prior to moving to Bozeman, I lived in Park City, UT. Park City has experienced remarkable growth over the past twenty years and during that time they have done an exemplary job in preserving the mining history of the town. This was achieved through preservation of mines, city museums and a strict building code that retained this history in new homes and developments.
