G. Committee Report,Discussion,and Action Items:
1) Special Presentation:Annual Clean Up Day-Jessica Johnson, Neighborhood Coordinator
--Heather Higinbotham, City Sustainability Technician, filled in for Jessica to explain how it
will be run,very similar to last year,and Steve Schnee agreed to lead the group, email
everyone the plan,and pick up all the necessary supplies beforehand at the library.
2) Division&Gallatin Valley Land Trust Report:Jeff Hough
-- Bozeman 360 on April 29th,an informal, 20 mile trail run in connection with Big Sky
Windrinkers,has the potential to grow in numbers.
--The Corridor Study draft is online; final public meeting at the GranTree on the 181h
--This year's annual National Trails Day volunteer project will take place at the Gallatin
County Regional Park on June 3rd from 8:30 to noon.
3) Trails, Open Space and Parks Committee Report:Stephanie Gray
-- Final design proceeding for Story Mill Community Park; plan to bid out this summer with
a groundbreaking event tentatively scheduled for Sat.June 24
-- Phase I of the Sports Park will be bid out later this spring; exploring possible dates for a
groundbreaking-will send out options soon

-- Front Street Connector Trail project postponed until 2018 to coordinate with utility and
MDT work
--Third easement for Path to M project secured; will be meeting with MDT regarding
alignment in MDT ROW
-- Final work on Bozeman Creek Restoration at Bogert Park to be completed after spring
runoff subsides
4) Action Items: Carolyn Poissant
a) Westlake Park Conceptual Master Plan- Motion and Vote
-- Recommended Motion: Having considered all public input and information received to
date, I hereby move to recommend that the conceptual park master plan for Westlake Park
as presented by staff be utilized as the basis for further design development and funding
options,and for future submittals as required by applicable city codes and policies.
--Carolyn shared some of the information learned by the survey taken by users of the park.
-- Lauren Waterton from Sanderson Stewart explained the concept map, how the design
was developed,and reasons behind some of the features.
-- Recommended Motion by Tommy Bass,seconded by Steve Schnee.Approved by All (9)
b) East Gallatin Recreation Area Conceptual Master Plan- Motion and Vote (Includes
attachment)
-- Recommended Motion: Having considered all public input and information received to
date, I hereby recommend that the conceptual park master plan for East Gallatin Recreation
Area as presented by staff be utilized as the basis for further design development and
funding options, and for future submittals as required by applicable city codes and policies.
-- Carolyn explained the results of the survey taken by users of the park. Improvement to
the road was the most requested and also interest in boat rentals,extending the beach,
better ways to keep it clean,not over developing, more places for kids to play.
--Ted Campbell, a community service chair for the Bozeman Sunrise Rotary Club, spoke
about their conceptual plan. Providing a Power Point presentation, he stated there are 4
major projects that need to be done. 1) Improve roads, parking,and trails design; used
maps to explain- for both paved&handicapped areas 2) Create a second park entrance 3)
Convert ditch to meandering spawning stream 4) Kid's Learning Playground and Beach
-- Recommended Motion by Salal Huber-McGee,seconded by Stephanie Gray.Approved by

5) Subdivision Review Committee: Carolyn Poissant (Includes attachment)
-- Carolyn reviewed her attached memo.
6) Subcommittees and appointments for 2017: Brian Close
-- Discussion about setting up a Master Plan Subcommittee
- Mitch began the discussion on how it has been done in the past versus how it worked
tonight; how the parks need a master plan before any development or construction; and
Cash-In-Lieu provides new opportunity for park development.
-- Discussion about Adopt-A-Park
- Steve Schnee,Adopt-A-Park Chair,said he would be meeting with Thom White and Matt
Parsons tomorrow to learn what's been done prior to Matt leaving the board and get more
input from Thom to make some plans to move ahead again. Carolyn suggested to Steve to
work with Jessica Johnson,the City Neighborhood Coordinator,to connect with the
neighborhoods at their meetings to find groups willing to participate.

7) Parks&Cemetery Superintendent Report: Thom White-absent
8) Parks&Recreation Director Report: Mitch Overton
-- Mitch explained Thom had just finished an afternoon of short-term worker interviews so
he would not be at this meeting. He continued on with a brief description of the activities
the Parks Division is working on.
-- He added other activities going on in the department with internal work on the Park
Maintenance District,the Swim Center Bulkhead,the Easter Egg Hunt at Lindley Park.
-- He shared additional background information for what he felt would be potential public
comment or agenda items for this board.
1-The Friends of the Story Mansion has become more active.Their board member Jodi
Rasker spoke briefly that the board met with Mitch recently, and she would be glad to
report to the board in the near future about the group's activities.
2- Cooper Park has been mentioned in Letters to the Editor about dog activity and in
emails to Mitch.The minutes from the Commission meeting when Cooper Park was
designated as an Off-Leash Dog Park have been reviewed, and it said that if problems arise
in the future, it can be addressed at that time.
3- Had a request for some trails to be designated as"Equestrian-friendly."
4- Gallatin Valley Skatepark Association is increasing its activity again.Chris Schultz,who
is from the group,spoke about their current activity and support of smaller features in
parks for kids to learn.
9) City Commissioner Perspective: Carson Taylor
-- He spoke briefly about the City Manager and that the paper's account is fairly accurate.
-- Regarding Cash-In-Lieu,he asked that more creative ways be considered rather than
automatically accepting the CIL request.
-- He brought up the membership requirements for this board. Brian shared his idea to ask
ASMSU and the high school to chose someone to serve on the board.The mayor was glad to
hear another idea and will come back with more on this next time.
--They are working on a decent draft of the Strategic Plan and will have Mitch share the
Parks&Recreation perspective when the draft is done.
-- Mitch asked to give additional support of the smaller parks- plazas and parklettes.When
we don't create the smaller parks,then the larger parks get over used with all the activities.
Smaller parks provide benefits that we need to consider, such as creating an'urban oasis' or
place to get outdoors where there is dense infill development.
10)FYI/Discussion
-- Discussion about changes to the RPAB membership requirements as recommended by
Mayor Taylor.
-- Next meeting: May 11tn
- Brian explained he would not be at the May meeting and suggested skipping both July
and August meetings based on any possible actions items that may occur beforehand.
