January 19th, 1949 at 1:00 o'clock F. M. Those being present were Mayor Sorenson, Commissioner Lowe. Commissioner Healy. City ~~ager Henderson and the Crerk. when the following proceedings were hadt The minutes of' the last regular session were read, and it was moved by Commissioner Healy, seconded I by Commissioner Lowe the.t the minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sorenson. Corr~issioner Lowe and Commissioner Healy; those voting; No, none. Status of Froposed Favin;:; Districts The City Manager and the City Engineer reviewed for the City Commission the status of the six proposed sfecial improvement districts for improving apFroximately 36 blocks of streets within the City. City Engineer Babcock stated tllat within two weeks all estimates for costs should be ready and that resolutions of intention to create the improvement districts could then be prepared. frol,osed Treatment of Sewage l'lant Effluent Mr. Fred Quinnell, Resident Engineer f'or the sewage treatment plant, presented and explained a plan to obtain a loncer retention period for the treated effluent from the plant before it is discharged into the river. The proposed l'lan would take the treated effluent across the East Gallatin River by means of' a siphon and gain the required retention period by flow in a.n open ditch located on city property before discharging into the river at a point below the present outlet. Mr. quinnell also discussed disposition of garbage by the sanitary fill method. It was moved by Commissioner Lowe, seconded by Commissioner Healy that the profosal f'or extending I the out-f'low line of the sewer to cet a longer contact period f'or the treated effluent be tentatively approved and Mr. Quinnell be instructed to discuss the plan wi th the State Board of' Heal th and with Burns & McDonnell, and that, subject to their ap}roval, the l-'lan be accepted and put into effect, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sorenson, Corr~issioner Lowe and Commissioner Healy; those voting No, none. Uniforms for Policemen The matter of unif'orms for the members of the Police Department was discussed. The Ma.nager stated that the Chief of Police had investigated costs and materials, and it was his recorrnnendation that two pants and two shirts be purchased f'or each member of the f'orce, to cost aI,proximately $867.95. It was moved by Corrunissioner Lowe, seconded by Commissioner Healy that the City Manager be authorized to purchase police unif'orms for the Folice Department at a cost of ap};roximately $867.95 and the motion was carried by the f'ollowing Aye and No votet those votinc Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No, none. Sick Leave for Salaried Employees The Manager recommended a change in present policy to give additional sick leave to employees in pro- portion to the length of their city employment. The proposal was as follows: Regular, full- time empJ oyees I , who have been employed for I-year and less than two shall be entitled to I-week of sick leave, employees who have been employed for 2-years and less trmn three will be entitled to 2-weeks of sick leave and employees who have been employed for more than 2-years will be entitled to 2-weeks siok lerwe and. in addi- tion thereto, shall be entitled to 2-days sick leave for each year of employment over two. 2-weeks shall be considered the normal sick re ave period. The additional 2-days per year shall be cumulative but shall be allowable only once. For example, if an employee with la-years service suffered an extended illness, he would be entitled to the normal 2-weeks plus 2-days per year for 8-years or 16-days making a. t.otal of. 3O-days. If he used that full 30-days and again suffered an illness the following year he would be entitled to 2-weeks only of siok leave. For present employees the policy will aPI-,ly on the basis of the number of' 203 years they have been employed by the City. Sick Leave is defined as a period of time an employee is absent from his reGular duty by reason of illness or injury and during which time his regular pay is continued. On any claim for Sick Leave it shall be the full responsibility of the claimant to furnish a doctor's certifi- cate or other satisfactory evidence that absence from duty was caused by actual illness or injury. It was moved by Commissioner Lowe. seconded by Commissioner Healy that the foregoing policy of' Sick Leave be approved and made eff'ective as of this date, and the motion was carried by the following Aye and No vote: those vot- I ing Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No, none. Renewal of Gas }itter's Certificate A renewal certificate of the gas fitter's bond of the Owenhouse Hardware Company in the amount of $2,000.00 was presented. It was moved by Commissioner Lowe. seconded by Commissioner Healy that the renewal certificate be accepted and approved subject to the approval of' the City Attorney and the I motion was carried by the following Aye and No vote: those voting Aye being Mayor Sorenson. Commissioner Lowe and Commissioner Healy; those voting No, none. 1:'Iater 'Norks School The Manager read an announcement of the Water Works and Sewage System school to be held at the Montana State College. February 8 - II. 1949. The Manager was instructed to notify the State Board of Heal th and the Montana State College that the Ci ty of Bozeman of'fers their aid and co-operation in the conduct of this sohool. Furchase of Chip Spreader The Manager stated that in order to carry out the program for the maintenance of paved streets, it would be necessary to purchase a chip spreader. He stated that a spreader similar to the one used by the State Highway Department costs approximately $800.00, and would serve the City's needs. It was moved by Commissioner Lowe. seconded by Commissioner Healy that the City Manager be author- ized to purchase a chip spreader to cost approximately $800.00. and the motion was carried by the f'ollow- ing Aye and No vote: those voting Aye being Mayor Sorenson. Commissioner Lowe and Cornmissioner HealYi those votinr, No, none. Adjournment I There being no further business to come before the Corrunission at this time, it was moved by Commissioner Lowe, seconded by Commissioner Healy that the meetine adjourn and the motion was carried by the following Aye an4.No.vote: those voting Aye being Mayor Sorenson.
