Building, Wednesday afternoon, July 14th, 1948, at 1&00 o'olook P. M. Those being present were Kayor
Sorenson, Commissioner Lowe,Commil8ioner Healy, City Kaneger Henderson, Clty Attorney Lovelace, and

The minutes of the last regular session were read, and it was moved by Commiuloner Healy, seconded I
by Commissioner Lowe that the minutes be approved as read, and the motion was oarried by the following

SEWAGE DISPOSAL PLANT ..- Elimination of Contact Tank
Fred Quinnell, Resident Engineer, Sew~e Treatment Plant, reported on a conference which he,
together with Dean W. M. Cobleigh, had in Helena on July 13, 1948 with Mr. Foote of the State Board
of Heal th, relative to elimination of the proposed chlorine oontaot chamber at the plant. Mr. Quinnell
stated that the cost of the plant as now estimated will be .16,689.00 in excess of the .300,000.00
available for construotion. llecommended detention per19d for the effluent from the plant can be easily
obtained by using one ot the present settling basins as 8 Mohlorine contact chamberM. Use of this
settling basin and elimination of the proposed oemcrete struoture for a contact chanber in the new plant
would save 19,376.00 in construction costs. He also pointed out that it ia not the intention to do
away with the present settling basins because they must be retained tor use in oase of emergen~. These
points, and others. were taken up wi th Kr. Foote but Mr. Foote atatect that the oontinued use of the
present settl1~ basins could not be approved by the Board ot Heel tho They would not object to emergency
use of these basins and lJOuld give oareful consideration to any plan which would give a fifteen minute I
detention to the plant effluent before it disoharges into the river. Mr. Quinnell stated that this
detention period oen be provided wi thout construoting the concrete detention chamber shown in the present
plans for the neW plant.
After disoussion and full oonsideration of Mr. Quinnell's recommendations, it was moved by Commissioner
Lowe, seconded by Commissioner Healy that the Resident Engineer issue a ohange order to Haggerty .. Messmer
Co. to eliminate the chlorine oontact chamber and to reduoe the total amount of their eontraot by
'9.376.00 as proposed in the alternate set forth in their original bid and the motion wa~ oarried by the
following Aye and Nn votel those votitlg Aye being }layor Sorenson, CODmissioner Lowe, and Commissioner
Healy; those voti~ No, none.

BOND &: CONTRACT FOR S. I. D. 347 I
The bond and contraot of Edens & Lee for the CQ18truction of S. I. D. No. 347, installation of
water mains on North Fifth, North Fourth, Villard and Dura ton Road, were presented. The bond and
oontract were approved 8.S to form by the City Attorney, whereupon. it was moved byCommi8sioner Lowe,
seconded by Commissioner Heely that the bond and contraot be approved and aooepted. and the motion 1'18.8
carried by the following Aye and No votel those votingAJe being Mayor Sorenson, Commissioner Lowe. and
Commissioner Healy; those voting No, none.

WATER .... Need for Repair Work at Mystio Lake
City Manager Henderson called attention to the urgent need of making plans for neoessary repair
work at Ifystic Lake dam, end stated that he ....ould contaot the Distriot Forest Engineer and Mr. Buck,
State Engineer. regarding a temporary road and plans for needed repair work.
BUDGET 1948-49
I City Manager Henderson presented and explained preliminary budget figures for the fiscal year ending
June 30th. 1949.
