A special meeting of the City Commission was held in the Commission Room, City Hall Building,
Tuesday evening, August 24th, 1948, at 8:30 o'clock P. M. Those being present were Mevor Sorenson,
Commissioner Lowe, Commissioner Healy, City Manager Henderson and the Clerk of the Commission. I
The Manager explained that this meeting was called at his request to meet with other share-
holders of the Bozeman Creek Reservoir Company to consider repairs and improvements at Mystic Lake.
Frank Wyatt, Harold Klumph and Alex Gaffke were present. They, together wi th the City of Bozemen,
represented thirteen of the twenty shares in the Bozeman Creek Reservoir Company.
A letter dated August 13th, 1948 from N. W. Blindauer, an engineer from the State Water Conser-
vation Board, was read. Mr. Blindauer and Mr. Ingebo, an engineer from the Regional Office of the
U. S. Forest Service in Missoula, had made an inspection of the Mystic Lake dam on August lOth, 1948.
Based on that inspection, the letter recommended two major items as tollows:
a. Reconstruction of the Operation or Valve Control Tower,
b. Construction of a new and enlarged spill-way.
After lengthy discussion, it was decided that as a first step in carrying out these recommenda-
tions, temporary repair should be made to the present valve tower to add to its safety. As a next
step, material should be obtained and moved to the site for rebuilding the tower and this construc-
tion should be done with the least possible delay. It was recommended that, since Ancel Fortnell
is familiar with the conditions at the site and is a qualified log builder, he should be employed
to, in addition to his other duties, be the superintendent for this proposed work. It was moved I
by Commissioner Healy, seconded by Commissioner Lowe that the City Manager be empowered to vote the
stock of the City of Bozeman in the Bozeman Creek Reservoir Company and that he take necessary action
to have these reoommendations adopted by that company, and the motion was carried by the following
Aye and No vote: those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy;
those voting No, none.
There being no further business to come before the Commission at this time, it was moved by
Commissioner Lowe, seconded by Commissioner Healy that the meeting adjourn and the motion was
carried by the following Aye and No vote: those voting Aye being Mayor Sorenson, Commissioner
Lowe and Commissioner Healy; those voting No, none.
