The Commission of The City of Bozeman met in regular session in the Commission Rooml City Hall
Building, Wednesday afternoon, September 81 19481 at 1:00 o'clock P. M. Those being present were Mayor
Sorensonl Commissioner Lowel Commissioner Healy, City Manager Henderson, City Attorney Lovelace, and
'1 the Clerkl when the following proceedings were had:
The minutes of the last regular session were read, and it was moved by Commissioner towel seconded
by Commissioner Healy that the minutes be approved as readl and the motion was carried by the following
Aye and No vote: those voting Aye being Mayor Sorensonl Commissioner Lowe and Commissioner He~Yj those
voting No, none.
Offer to Sell Lots--Olive & Black
A proposal from K. J. and Jean Stimson to sell to The City of Bozeman Lots 13 to 17 inclusivei Block
Ai Black's Addition was presented and read. The proposal provided that the purchase price of the property
would be $251000.001 with a monthly rental of $250.00 per month for the first 5 yearsl and $150.00 per
month thereafter. The proposal is on the same terms as the leasel with option to purchasel Which the
City has with Bozeman Lodge #181 A. F. & A. M.1 on property in the same block except that the house
located on this property could not be moved until $3000.00 has been paid in rent. The Commission
expressed themselves as being definitely interested in this proposal and instructed the City Attorney to
examine the abstract of title before any action is taken.
Disposition of Alcoholics
Mr. Richard Lubbenl Manager of the Bozeman Deaconess Hospital, appeared before the Commission to
I discuss hospitalizing alcoholics. It was agreed. ill or injured alcoholics should receive hospital care.
For such patients who requ ire hospital ization but who are unable to pay for their care, it was agreed
that they come in the swne category as other indigent persons. The City levies no tax for poor or relief
funds and payments for such persons should be paid by the County from normal poor or relief funds. It
was further agreed that "alcoholics" who are not siok or injured but are sent to the hospital to "sober
up" should be sent to jail and that the Bozeman Folice would at any time, upon request from and proper
release by the hospital or attending physioianl remove suoh persons from the hospitall incarcerate them
and arraign them in Folice Court with the least possible delay.
Application for Federal Air1,ort Aid
Mr. Fred Willson was present and presented the project applications for federal aid and grant for
taxi strips and ap rons at the Gallatin Fie]d. He stated that the 9p plioation needs the signatures of the
Mayor and the City Attorney, whereupon it was moved by Commissioner He~YI seconded by Commissioner Lowe
that the Mayor and the City Attorney be authorized to sign the application forms for the City of Bozeman,
and the motion was oarried by the following Aye and No vote: tbose voting ~e being Mayor Sorensonl
Commissioner Lowe and Commissioner Healy; those voting NOI none.
Gas Fitter's Bond -- Oliver-Stout Hardware
I The Gas Fitter's Bond of the Oliver-Stout Hardware Company in the amount of $2000.00 was presented.
The bond was approved as to form by the City Attorney whereupon, it was moved by Commissioner Lowel
seconded by Commissioner Healy that the bond be accepted and approved and the motion was carried by the
followi.ng Aye and NQ votel those voting Aye being Mayor Sorensonl Commissioner Lowe and Commissioner
HealYi those voting NOI none.
Resolution No. 628 -- Final Passage
The Manager stated that this was the time and pIa ce set for the hearing of protests to the final
adoption of the resolution levying the assessment for street sprinkling for the year 1948. He presented

the affidavit of publioa tion of -the Notioe and stated that no one was present to protest and no protests
have been filed~ and presented Resolution No. 628~ entitled;

It was moved by Commissioner Healy, seoonded by Commissioner Lowe that the resolution be finally I
passed and adopted ani the motion was oarried by the following Aye end No vote: those voting Aye
being Mayor Sorenson~ Commissioner Lowe and Commissioner Healy; those voting No~ none.
Resolution No. 630 -- Final Passage
The Manager stated that this was the time and plaoe set for the hearing of protests to the final
adoption of the resolution levying the assessment for the removal of weeds for the year 1948. He
presented the affidavit of publication of the Notice and stated that no one was present to protest and
no protests have been filed, and presented Resolution No. 630~ entitled:

It was moved by Commissioner Healy, seconded by Commissioner Lowe that the resolution be finally
passed end adopted and the motion was oarried by the follo'Wi ng Aye and No vote: those voting Aye

Resolution No. 631 -- Assessment for S. I. D. No. 341
The Manager stated that the resolution levying the assessment in the amount of $21~200.00 for the
construction of Special Improvement District No. 34l~ water mains end sanitary sewer in the south part I
of the City, has been prepared. He presented Resolution No. 631~ entitled:

THE IMFROVEMENTS WITHIN SAID SPECIAL IMPROVEMENT DISTRICT NO. 341.
It was moved by Commissioner Lowe, seconded by Commissioner Healy that the resolution be provi-
sionally passed and September 15th, 1948 be set as the date for the hearing of protests and the motion
was carried by the following Aye and No vote: those voting Aye being Mayor Sorenson~ Commissioner
Lowe and Commissioner Healy; those voting No~ none.

The Manager stated that he has audited these claims and finds them to be true and lawful claims
against The City of Bozeman and recommends that warrants be drawn for their payment. Af'ter examina-
tion of the claims in detail by the Commission, it was moved by Commissioner Healy. seconded by
Commissioner Lowe that the claims be approved end warrants drawn for their payment and the motion was
carried by the following Aye and No vote: those voting Aye being Mayor Sorenson, Commissioner Lowe
I and Commissioner Healy; those voting No, none.
Applications for City Licenses
The following applications for City Licenses were presented and read:

It was moved by Commissioner Lowe, seconded by Commissioner Healy that the applications be
approved and the licenses issued and the motion was carried by the following Aye and No vote: those
voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No. none.
Fetition Opposing Faving on West Koch and on South Ninth
A petition of property owners was presented protesting paving on West Koch Street between Eighth
to Fourteenth AvenueS and on South Ninth Avenue between Koch and Curtiss Street. Since no proposal
is before the City Commission at the present time for paving these streets. no action was taken on
the petition and it was ordered filed.

There being no further business to come before the Commission at this time. it was moved by
Commissioner Lowe, seconded by Commissioner Healy that the meeting adjourn and the motion was
carried by the following Aye and No vote: those voting Aye being Mayor Sorenson. Commissioner Lowe
