The Commission of The City of Bozeman met in regular session in the Commission Room,
Ci ty Hall Building, Wednesday afternoon, January 28th, 1948, at l:UU o'clock P.M. Those
being present were Mayor Sorenson, Commissioner Lowe, Commissioner Healy, City Manag er
Henders on, City Attorney Lovelace, and the Clerk, when the following proceedings were had:
I The minutes of the last regular session were read, and it was moved by Commissioner
Healy, seconded by Commissioner Sorenson that the minutes be approved as read, and the
motion was carried by the following Aye and No vote; thos e vo ting Aye being Ma yor Sorenson,
Commissioner Healy; those voting No, none.
Commissioner Lowe Entered and was noted present.
Ord inerl ceRe: Recreation Board
A draft of an ordinance prepared by the City Attorney, as instructed, to repeal and
replace present ordinances on Recreation was presented to the City Commission for study.
Re si gna tion "'''' NIrs. W. O. Whitcomb, Recreat:ion Board
The resignation of Mrs. Abagail Whitcomb as a member of the Recreation Board was
~ presented and read. Appointment of a successor was deferred until the ordinance on Recre-
ation now under consideration is adopted or rejected.
Abstrect of Title to Paul Smith Property
The City Attorney presented his written opinion regarding the title to the Paul Smith
property, which the City has under option to purChase to be used for the sewage treatment
plant site. The City Attorney stated the title was merchantable, but called attention of
the Commission to the fact that the seven inches of water right that should go with the
I property had not been transferred to Paul Smith, and sugge s ted tha t Mr. Smith deed said
water to the City.

Joint Resolution City & County Re: Airnort Board
A joint resolution, amending Resolution No. 518, between the City Commission and the
Coun ty Connni ssion changing the name of the Airport Board to GBllatin Field Board, and elim-
inating the requirement that members of the Airport Bo.'3rd be bonded was presented, entitlted:

It was moved by Commissioner Healy, seconded by Commissioner Lowe that the Resolution be
passed and adopted subject to the adoption by the County COmmiss10n, and the motion was car-
80 ried. Commissioners Sorenson, Healy and Lowe voting Aye; those voting No, none.
Additional street Intersection Lights
The Manager reported that a resurvey of the locations for new lights at street in-
tersections within the City showed that 86 were needed. He ata ted tha t the 86 ligh ts
would increase the cost of street lighting $254.16 per year over the cost before the
voluntary reduction made by the Montana Power Company last year. A map showing existing -
lights and proposed new lights was presented and studied by the Commission. It was moved
by Commissioner Lowe, seconded by Commissioner Healy that the City Manager be authorized I
to place an order wlth the Montana Power Company for 86 additional lights for street
intersections and the motion was carried by the following Aye and No vote; those voting
Aye being Ma yor Sorenson, Commissioner Lowe and Commissioner Sorenson; tho se vo ting No, none.
Lights for Legion Houslng Project
The Manager stated that the Manager of the Amerlcna Legion Housing Project had again
requested that the City install area lighting units at their housing project on North
Trac y. It was stated that the housing project could pay for operation of the lights
from funds allotted in lieu of taxes, and it was decided to have the lights installed
by the Montana Power Company as part of the City street lighting system, or, if that is
not possible, to have installation of such lights made at City expense.
Ambulance Service for City
The Manager reported thAt Mr. Woodburn of the City Taxi Lines had given public
notice that he would not continue the ambulance service now operated by his organization
after February 1st, 1948. The Manager s ta ted furth cr tha t in his opinion, ambulance
service, was not a governmental function and should not be a part of government affairs.

relative to the City and/or the County, hospital or medical association or other organ.

Communication: Optimists Club
A communica tion from the Optimists Club of Bozeman was presented and read, com-
mending the action of the City Commission in considering a new recreation ordinance, and
offering their assistance with the recreational program.
Continuation Certificate= Gas Fitter's Bond I:: Owenhouse Hardware
The continuation certificate of the bond of the Owenhouse Hardware Company as a
Gas Fi tter was presented. The certificate was approved as to form by the City Attorney,
whereupon, it was moved by Commissioner Healy, seconded by Commissioner Lowe that the

Offic ial B"'lnd for the Ci ty.
A written request from the Bozeman Municipal Band was read asking that the City Com-
mission take necessary steps to designate and recognize their band, which is now organized, I
as the official band of The City of Bozeman. The reques t a Iso outlined their organiza tion
and listed the responsibilities of the City and the band in case they were named the
City's official band. After consideration, it was moved by Commissioner Healy, seconded
by Commissioner Lowe that the band now organized as the Bozeman Municipal Band be desig~
nated as the official band of The City of Bozeman, and the motion was carried by the
following Aye and No vote; those voting Aye being Mayor Sorenson, Commissioner Lowe and
Commissioner Healy; thos e vo ting No, none.

Unlforms for City Band
A request from the Bozeman Municipal Band for the City to provide uniforms for the
City band was discussed, and it was moved by Commissioner Healy, seconded by Commissioner
Lowe that the Clerk of the City Commission be authorized to advertise for bids for band
uniforms, bids to be opened February 18th, 1948, and the motion was carried by the follow-
ing Aye and No vo te ; those voting Aye being Mayor Sorenson, Commissioner Lowe and Commis-

Sewer Ra tes to be Submi t ted to Pu bIle Service Conmis sion
A letter from Stanton Aby, of Kalman & Company was read which stressed the importance
of securing the a pprova 1 of the Public Servi ce Commiss ion of the proposed surcharge of 80%
of water charges for sewer rentals. It was recommended that Mr. ~uinnell prepare a rate
schedule based on the 80% surcharge and it was moved by Commiss ioner Heal y, seconded by
Commissioner Lowe that, it being in the public interes t, City Manager Henderson and Fred
Quinnell, Resident Eng:lneer on the Sewage Treatment Plant project, be authorized to make
a trip to Helena, at the earliest possible date, to personally present the proposed
schedule to the Public Service Commission, and secure their tentative approval thereof,
and the motion was carried by the following Aye and No vote; tLose voting Aye being Ma yor
Sorenson, Commissioner Lowe and Commissioner Healy; those voting No, none.
Adjournment
There being no further business to come before the Commission at this time, it was
moved by Commissioner Lowe, seconded by Commissioner Healy that the meeting adjourn, and
