HomeMy WebLinkAbout1948-02-04 82 Bozeman, MOD tana February 4th, 1948 The Commission of The City of Bozeman met in regular session in the Commission Room, Ci ty Hall Building, Wednesday afternoon, February 4th, 1948, at l:OU o'clock P.M. Those being present were Mayor Sorenson, Commissioner Healy, Commissioner Lowe, Ci ty Manager Henders'1n, City Attorney Lovelace, and the Clerk, when the following proceedings were had: The minutes of the last regular session were read, and it was moved by Commis sioner I Healy, seconded by Commissioner Sorenson that the minutes be approved as read, and the motion was carried by the following Aye a nd No vo te; those voting Aye being Mayor Soren- son and Commissioner Healy; those voting No, none. Sewer Rental Rates Commissioner Lowe entered and was noted present The City Manager presented and read a schedule of sewer rental rates which is pro- posed to be submitted to the Public Service Commission of Montana for approval. Upon receipt of such approval these rates will be incorporated into an ordinance governing the operations of the sewage disposal plant. Annual Meeting of Bcz eman Creek Reservoir Cor',pany The City Manager informed the Commission that the annual meeting of the stockholders of the Bozeman Creek Reservoir Company will be held February 9th, 1948 . He called atten- tion of the Commissioners to the need for building a road over which it would be possible to transport material to the Mystic Lake dam for needed repairs and improvemffits at the dam. After discussion, it was considered that the City Manager should make the position of the City clear at the stockholders meeting and urge that the repairs and necessary con- struction be completed at the earliest possible date. I Recreation Ordinance Further study was given to the proposed new recreation ordinance and the 01 t Y A t- torney was instructed to draw the ordinance in final form to be iT'torduced a t the next meeting of the City Commission. Claims for the Month Clairrs Nos. 2471 to 2672 inclusive were presented on the various funds as follows: I General $ 13,169.55 Garbage $ 1,417.79 Band 519.83 W-H Tax 1,186.7U Water 3,518.54 Cemy. Bond 3,379.33 Park 2 , 352 . 2 5 Parking Me ter 3,095.12 Cemetery 523.96 Total $ 33,856.77 The Manager stated that he has audited these claims and finds them to bE:: true and lawful claims against The Ci ty of Boz em an and recommended tha t warran ts be drawn for their pa ymen t . After examination of the claims in detail by the City Commissioners, it was 83 moved by Commissioner Lowe, seconded by Commissioner Healy too t the claims be approved and warrants drawn for their payment and the mo tion was carried by the following Aye and No, vo te ; those voting Aye being Mayor Sorenson, Commissioner Healy and Commissioner Lowe, those voting No, none. Resolution No. 619 -- Transfer Refund"ing Bond Fund to Genere.l Ftmd I The City ManAger brought to the attention of the Commission the fact that there is remaining in the Refunding Oity Bond Fund a balance of ~3,3q9.33 and that there will be future income to this fund from taxes to be collec ted, and there are no further obliga- tions against the fund for the payment of bonds or interest. He recommended that the balance in the fund and future income to the fund be transferred to the General Fund. He presented Resolution No. 619, authorizing such transfer, en ti tIed: A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN, MONTANA FOR THE TRANSFER OF FUNDS FROM THE REFUNDING CITY POND FlJND TO THE GENERAL FUND OF SAID CITY: AND ALSO PROVIDING TFIAT ANY ASSETS OR FUNDS ACQUIRED BY SAID REFUNDING CITY BOND FUND AFTER THE PASSAGE AND ADOPTION OF T HIS RESOLUTION SHALL BE TRANSFERRED TO THE GENERAL FUND AND BECOME A PART OF THE GENERAL FUND OF THE CITY OF BOZEMAN. It was moved by Conrrnis sioner Lowe, seconded by Commissioner Healy that the Resolu- tion be passed and adopted and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No, none. Applications for City Licenses The following applications for City Licenses were presented and read: Loy Laundry Mary'S Beauty Nook Larry's Welding & Repair Shop I M. L. Hultgren Cameo Beauty Shop Saunder's Store & Tire Service The Snack Shack Modern Barber Shop Empire Auto & Implement Company Shell Oil Company Uni versal Photographic La bra tories It was moved by Commissioner Lowe, seconded by Commissioner Healy th~t the applica- tions be approved and the licenses issued and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Sorenson, Comrnis sion er Heal y and Commis sioner Lowe; those voting No, none. Snow Removal from Sidewalks .. In the matter of removal of snow from sidewalks with city equipment, the Manager pointed out that this is a service which is rendered to the property owners as an aid to them in keeping sidewalks clean; but that the rendering of such service does not relieve the property owner of cleaning their individual sidewalks. The intent of the service is that it should be a general service by the City to the citizens which will assist them and make their cleaning of sidewalks easier. It was considered that this should be a def- inite policy in this matter and that proper publicity should be given so thst porperty owners would know that the primary responsibility for keeping sidewalks clean is theirs. Traffic on College Street I Hazardous traffic conditions on College Street were discussed. The Manager stated that he wOlJld instruct the pOlice to give special attention to patrolling in this area, and that he would immediately order special warning signs to be installed at the inter- sections of Sixth and Third Avenues with College Street. 84 Adjournment There being no further business to come before the Commission at th is ti me , i t wa s moved by Commissioner Healy, seconded by Commissioner Lowe that the meeting adjourn and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No, none.
