HomeMy WebLinkAbout1948-03-24 Bozeman, Mon ta na 97 March 24th, 1948 The Commission of The City of BozerrBn met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, Ma rch 24th, 1948, at 1:00 o'clock P.M. Those being present were Mayor Sorenson, Commissioner Lowe, Commissioner Healy, City Manager Henderson, City Attorney Lovelace, and the Clerk, when the following proceedings were had: The minu te s 0 f the last regular session were read, and it was moved by Commis s ioner I Lowe, seconded by Commissioner Healy that the minutes be approved as read, and the mot ion was ca rried by the following Aye and No vote; those voting Aye being Mayor Sorenson, Com- missioner Lowe and Commissioner Healy; thos e voUng No, none. Applications for City Licenses The following applications for City Licenses were presen ted: Franklin Fur Co. O'Neil Service Station Don's Barber Shop 'l'he Swap Shop It was moved by Commissioner Healy, seconded by Commissioner Lowe that the applica- tions be approved and the licenses issued and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Sorenson, Commiss ioner Lowe and Commissioner Rea ly; thos e vo ting No, non e . Communication -- Licensing Beauty parlors A communication was read from R. V. Bottomly, Attorney-General of Nontana, replying to an inquiry from the City Attorney regarding the Cit y' s right to collect a license from beauty parlors. Mr. Bot tonly stated tha t 11e does not ha ve any au thori ty to give opinions to City Attorneys; but his unofficial opinion is tha t the on 1 y wa y t ha t this question can be properly determined is by an ac tion in cour t. Dis cus s im on the ma tter was deferred un- I til a later meeting. Appointments ro Recreation Board Mayor Sorenson announced the following lJlPointments of new members to the Board 0 f Public Recreation: Elwood Railey for a 3-year term beginning, January 1, 1948 & expiring January 1, 1~51. Claire Cousins for a 3-year term beginning, ,Janua ry 1, 1948 & expiring January 1,1951. It was moved by Commissioner Lowe, seconded by Commissioner Healy that tbe appoin tments be a pproved and the moti on was ca rried by the fo llowing Aye an d No vo te ; those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissjoner Healy; those voting No, none. Chamber of Commerce Travel Bureau Mr. Tom Ellis, Secretary of the Chamber of Commerce and Ken Sullivan were pres2nt and stated that a House & Travel Information Bureau is to be set up at the Chamber Office this summer for the convenience of tourists. They asked that the meter in front of the Chamber Office be capped for out-of-state cars to use the pa rking space; tha t a ye llow s trip be painted on the curb on the Babcock Street side; that directional signs be placed at Tracy & Main Streets on the lamp posts and that courtesy tickets be given to out-of-state cars I instead of over-time parking tickets. These gentlemen were informed that there would be no objection to placing the direction- al signs; tha t the City does not favor the us e of "Courtes y Cards" in traffic control, but believes this question can best be handled by instruction and training of police officers and their use 0 f good judgment and proper leniency in tra ff ic controlc6ncerning out-of- state or tourist cars. On the matter of reserving parking space for tourists it was pointed out that the City will have a free parking lot across the street from the Chamber 98 of Commerce office which may be the best answer to the problem, but tha t limi ting parking time to fifteen minutes in front of the Chamber of Commerce office would also be tried out. Comparative Costs of Water Lines to Sewer Plant Mr. FIred Quinne 11, resident engineer for the sewage treatment plant presented three plans for extension of a water main to the plant, together with estimates of cost for I each plan. Action was deferred until a later meeting. Sale of Sewer Revenue Bonds The matter of completion of the sale of the issue of $300,000.00 of Sewer Revenue Bonds, authorized by the voters of Bozeman at a special e Ie c ti on he ld 0 n June 24th, 1947 was nex t ta ken up. Mr. Stanton Aby, representing Kalman & Company, MJnneapolis, Minn - esota was present. By an agreement between Kalman g,. Company and the City of Bozeman, made ~/a y 3rd, 1946, and by subsequent letter, Kalman & Company agreed to purchase this entjre IS.S1JA with interest on thope bonds maturing within ten years at 2% and those maturin~ after ten years and within twenty years at 2t%; but this interest to be raised or lowered in propor tion to the pri ce of U. S. Vic tory Bonds a t the time these revenue bonds were sold. Mr. Aby explained th8 t , from the price now quoted on Victory bonds, the ra te on the sewer revenue bonds should be not less than 2t% and 3% but, because of the "peg" on the price of Victory Bonds now set by the Federal Reserve Board, the presen t pri oe 0 f those bonds c0111d not be used as a falr basis. He proposed tha t this Issue of Sewer Revenue Bonds should bear 3% in teres t on thos e bonds ma turing the firs t ten years and I 3t% on the bonds maturing the last ten years. All phases of the matter were discussed in detail. The excellent financial condition of this City, the general increase on all interest rates, the immedia te financial obllga tions which the Ci ty of Bozeman has to meet in connection wi th the Sewage Trea tment Plant, the delay which would be entailed in advertising for bids on the bond issue and other details were considered. Mr. Aby then proposed to pur chase the bonds on the following basis: $56,000.00 @ 2t% maturing in one to five years, 69,000.00 @ 2-7/8%, ma turing in s Ix to ten years, 81,000.00 @ 2-7/8%, maturing in e}even to fifteen years, and 94,000.00 @ 3t,%, maturing in sixteen to twenty years.
