The Commission of The City of Bozeman met in regular session in the Commission Hoom,
City Hall Building, Wednesday afternoon, March 31st, 1948, at 1:00 o'clock P.M. Those
being present were Mayor Sorenson, Commissioner Lowe, Commissioner Healy, Ci ty tJIanager
Henderson, City Attorney Lovelace and the Clerk, when the following proceedings were had:
I The minutes of the last regular session were read, and it was moved by Commissioner
Healy, seconded by Commissioner Sorenson that the minutes be approved as read, and the mo-
tion was carried by the following Aye and No vote; tnose voting Aye being ~llayor Sorenson,
Commissioner Lowe and Commissioner tIealy; those voting No, none.
Applications for City Licenses
The following applications for City Licenses were presented and read:
Milam Greenhouses H. L. Casey L. W. Keller
It was moved by Commissioner lowe, seconded by Commissioner Healy that the applica-
tions be approved and the licenses issued and t~e motion was carried by the following Aye
and No vote; those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner
Healy; those voting No, none.
Well Site to be used for parking Space
The City Manager recommended that the property O'Nned by the City of Bozeman on Rouse
Avenue between Mendenhall and Main Street be graded, gravelled and put in shape for an ad-
ditional parking lot. The Commission expressed approval of such action.
Request for Guest Rooms in Garage -- 495 West Cill veland
I The Manager reported tha t Mr. .Marvin Gjerde, 405 West Cleveland, had made inquiry
regarding the installation of a shower and toilet in the rooms above his garage so that
they could be used as guests rooms. It was explained that this property is located in the
"A" Residence District, as designated in the Zoning Ordinance and that it would not meet the
requirements for a single-family dwelling in this zone, and it was moved by Commissioner
Healy, seconded by Commissioner Lowe that the request be denied and tll e rnotion was card ed
by the following Aye and No vote; tllose voting Aye being Mayor Sorenson, Commissioner Lowe
and Commissioner Healy; those voting No, none.
Request for Oak Street to be opened
TIle Manager reported that Mr. Roy Spain, of the Pictsweet Foods, Inc., had asked that
Oak Street be opened from Rouse Avenue to North Seventh Avenue, to provide a truck route
to the cannery and the industrial section of the City. It was thought that, before open-
ing additional streets, the City should improve present streets, particularly North Rouse,
and no action "vas taken on the request at th is time.
Curb & Sidewalk to be replaced at 36 South Willson
The matter of driveways and tf;e traffic situation at the corner of Willson Avenue
-I and Babcock Street was brought up for discussion. It was brought out that the location
in question was originally built and used as a Service Station, but is now operated as a
Do-nut Shop, Ice Cream store, and a Cold Storage locker plant. Complaints have been re-
ceived on the fact that a large amount of street space is taken up by driveways into this
place of business while other businesses are not allowed the use of street or parking
space for such purposes. Complaints have also been received because traffic in and out
of the place is not properly controlled and Clrs park so as to obstruct the sidewalks.

It was moved by Commissioner Lowe, seconded by Commissioner Healy that the City
Manager be instructed to inform the owners that, since the use now being made of this
property is not the same as when the driveways were installed, the per"ii t for the dri ve-
way is hereby withdrawn and that the curbs and the sidewalk should be replaced, in ac-
cordance with city specifications, within ninety days, and the motion was carried by the
follofling Aye and No vote; those voting Aye being Mayor Sorenson, Commissioner LO'r;'e and I
Commissioner Healy; those voting No, none.
Reports
The following reports were presented:
Plumbing Inspector for the months of January and February, 1948,
Librarian, Police Judge, and Water Collector for the montil of March, 1948, and the
Director of Finance for the month of February, 1948.
It was moved by Commissioner Healy, seconded by Commissioner Lmve that the reports
be accepted and ordered filed and the motion was carried by the following Aye and No vote;
tbose voting Aye being Mayor Sorenson, Commissioner Healy and Commissioner Lowe; tho,,:e vot-
ing No, none.
Liability Insurance for City
An outline of proposed comprehensive liability insurance coverage for the City was
presented. It was decided that, because of the high premium, and because past records
have not shown neceSSity for this type of insurance, further investigation should be made
on securing liability insurance only on the swimming pool, skating rinks, or other facil-
ities where such insurance is needed.
Breeden Appolnted to Recreation Board I
Cousins
Mayor Sorenson stated that Claire/declined the appointment as a member of the Recrea-
tion Board because it will not be possible for him to attend meetings. The Mayor then
announced the appointment of John Breeden as a member of the Recreation Board for a term
to expire January 1, 1951. It was moved by Commissioner Lowe, seconded by Commissioner
Healy that the anpointment be approved and the motion was carried by the following Aye and
No vote; those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy;
those voting No, none.
Plans for Sewer Disposal Plant
A communication was read, from Burns & McDonnell, stating their engineer Mr. Wymore would
be in Bozeman by April 12th, 1948, with plans for the Sewerage Disposal Plant, and thatthe plans
will be in such shape that a call for bids can be made within a short time.
Licenses for Beauty Parlors
The state law exempting beauty parlors from the payment of a city license was dis-
cussed. The matter was tabled pending further investigation.
Adjournment I
There being no further business to come before the Commission at this time, it was
moved by Commissioner Lowe, seconded by Commissioner Healy that the meeting ad~ourn and
the motion was carried by the following Aye and No vote; those voting Aye being Hayor
Sorenson, Commissioner Lowe and Commissioner Healy; tl",ose voting No, none.
