The Commission of The City of Bozem::in met in regular session in the Commission Room,
City Hall Building, Wednesday afternoon, April 7th, 19h5, at 1:00 o'clock P.M. Those being
present were Mayor Sorenson, Commissioner Lowe, Commissioner Healy, City Mana&er Henderson,
City Attorney Lovelace and the Clerk, when the following proceedings were had:
The minutes of the last regular session/iere read, and it was Moved by Commissioner
I Healy, seconded by Commissioner LO'o^Ie that the minutes be approved as read, and the motion
was carried by the following Aye and No vote; those voting Aye being Mayor Sorenson, Com-
missioner Lowe and Commissioner Healy; those voting No, none.
PAVlNG in West Side &: West park Addition
A petition of property owners requesting that a Special Improvement District be created
to provide paving, storm se'"fer and curbing on Koch Street from Eighth to Fourteenth Avenue;
on Thirteenth Avenue from Koch to College Street; on Twelfth Avenue from Koch to Story
Street and on Ninth Avenue from Koch to Curtiss Street was presented and explained by Ed
Chauner. The petition representing over 50% of the property owners, it was moved by Com-
mi ssioner LO'ive, seconded by Commissioner Healy that the City Engineer be instructed to pre-
pare tentative plans and estimates ~nd the CityAttorney be instructed to prepare a resolu-
tion of intention to create the district and the motion was carried by the following Aye
and No vote; those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy;
those voting No, none.
Request for parking Limit on East B8bcock
Mr. William Lovelace, 32 East Babcock was present to ask that a time limit for parking
I be established in front of his property. He felt the parking restrictions which apply to
Main Street where businesses are located should also apply to his place of busirless on
Babcock Street. Mr. Lovelace was informed that the parking lot to be established by the
City at the corner of Tracy and Babcock would be a partial solution to his problem, but
that it is not considered practical or advisable to set up limited parking areas for in-
dividual businesses.
Bids for Automobile
The Manager stated that this was t~e time and place set for the opening of bids for an
automobile to be used by the City Manager and the Plumbing Inspector. He presented the
affidavit of publication of the Notice to Bidders, wrereu::;on, it was ~oved by Commissioner
Lowe, seconded by Commissioner Sorenson that the bids be opened and read, and the motion was
carried by the following Aye and No vote; those voting Aye being Mayor Sorenson, Commissioner
Lowe and Commissioner Healy; those voting No, none.
The following bids were thereupon opened and read:

After discussion, it was decided that the bids be tabulated and taken under advisement
until. the next regular meeting of the City Commission.

Claims Nos. 2860 to 3047 inclusive were presented on the various funds as follows:

The Manager stated that he has audited these claims and finds them to be true and law-
ful claims against The Ci ty of Bozeman, and recommends tha t "warrants be drawn for their
payment. Aft'T examination of the claims in detail by the Ci ty Commission, it was moved
by Commissioner Healy, seconded by Commissioner Lowe that the clai~s be approved and war-
rants be drawn for their payment and the motion was carried by the following Aye and No
vote; those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy;
those voting No, none.
Reports
The following reports for the month of March, 1948 were presented:

be accepted and ordered filed and the motion was carried by the following Aye and No vote; I
those voting Aye being Mayor Sorenson, Commissioner Healy and Commissioner Lowe; those

Report -- Fire School
Mr..v'illiam Penttila, Ass'tFire Chief, re,Jorted on the Naval Fire School he attended
in San Francisco. He also stated that other members attending Naval Train Schools did
not lose pay while attending such schools. It was moved by Commissioner Healy, seconded
by Commissioner Lowe that Mr. Penttila should not lose sick leave or vacation rights or
pay for the time while he was attending this fire school and the motion was carried by the
following Aye and No vote; those votinG Aye being Mayor 3arenson, Commissioner Lo~e and
Commissioner Healy; those voting No, none.
Applications for City Licenses
The following applications for City Licenees were presented:

It was moved by CommissiDner Healy, seconded by Commissioner Lowe that the applications
be approved and the licenses issued and the motion was carried by the following Aye and
No vote; those voting Aye being Mayor Sorenson, Commissioner Lowe andCommissioner Healy; I
those voting No, none.
Petition for Water Mains in Karp Addition
A petition of property owners was presented requesting a Special Improvement District
be created for the installing water mains as follo~s:
On Fourth and Fifth Avenues from Peach to Villard
On Peach 3trcet frorn Third Avenue to Fifth Avenue
On Villard from Fourth to Fifth Avenues.

It was moved by Commissioner Lowe, seconded by Commissioner Healy that the City Engi-
neer be instructed to prepare tentative plans and estimates and t~e City Attorney be in-

I Lease for Housing for'v1iater"'Shed Patrolman
A lease agreement betl'leerc The City of Bozeman, Ancel Portnell and Murray Nash, lea~3ing
approximately eight acres of land and buildings from Murray NasL for use of the water-sLed
patrolman was presented. The lea~'1e was approved as to form by the City Attorney, \lvhereupon
it was moved by Commissioner Healy, seconded by Commissioner Lowe that the lease be approved
and accepted and that the Mayor and the Clerk of the City Commission be authorized to sign
the lease for The City of Bozeman and the motion was carried by the following Aye and No
vote; those voting Aye being ]\~ayor SorensoL, Commissioner Lowe and Commissioner Healy;
those voting No, none.
Lease of Masonic Tract --, B8bcock & Tracy
The lease and contract for sale of the Masonic property at tLe corner of Babcock and
Tracy Avenue was presented. The lease was approved as to form by the City Attorney, where-
upon, it was moved by Commissioner Lowe, seconded by Commissioner Healy tba t trle 1 ease
be accepted and approved and that the Mayor and the Clerk of the Commission be authorized
to sign the lease for The City of Bozeman and the motiondas carried by the following Aye

V9catlng of Buildings on Masonic Tract
TLe vacating of the buildings on the J\1asonic propcrtYdas discussed, and it vvas
moved by Commissioner Lowe, seconded by Commissioner Healy that the City Manager be in-
structed to notify the occupants of the buildings that they should vacate the buildings
at the earliest date possible and in any event not later than July 1, 191+8, and that the
buildings be advertised for sale to be torn down or moved away and the motion was carried
by the following Aye and No vote; those voting Aye being Mayor Sorenson, Commissioner Lowe
&nd Commissioner Healy; those voting No, none.
Ordinance No. 746 -- Sewer Ordinance
Copies of the sewer ordinance relating to the establishing of a sewage disposal plant,
prescribing rates for the use thereof and for the administration of th0 moneys collected
and providing for the sale of the revenue bonds, was presented, entitled:

Removing Curb & Parking - West Mendenhall
The Manager stated that Mr. Lehman plans to open a grocery store at 416 West Menden-
hall, and that he would like to remove the curb and parking at this address to provide
better parking facilities. The Commission felt that this would be in line with general
plans for widening Mendenhall at some future time, it was decided that permifsion be
granted for the removal of said curb and parking. I

There being no further business to come before the Commission at this time, it was
moved by Commissioner Lowe, seconded by Commissioner Healy that the meeting adjourn and
the motion was carried by the following Aye and No vote; those voting Aye being Mayor
Sorenson, Commissioner Healy and Commissioner Lowe; thnse voting No, none.
