Bozeman Ave. Minutes BOARD MEMBERS PRESENT: Tony Thatcher, Vice Chair Stephanie Gray Jade Sobek Steve Roderick Richard Shanahan Steve Schnee Salal Huber-McGee Tommy Bass [Excused: Brian Close, Beth Thorsen, Matt Hausauer] STAFF PRESENT: Mitch Overton Mayor Carson Taylor Melanie Eubank A. Called meeting to order:Tony Thatcher,Vice Chair B. Changes to the Agenda: Tony moved Mitch's report up to be the first one because he needed to leave early. C. Public Comment: None D. Approval of Minutes:April 13, 2017 Meeting Minutes- Motioned: Steve Schnee,Seconded: Richard; Approved:All (8 present) E. Announcements: Steve Schnee publicly thanked the 3 other board members who participated with him in the board's Clean Up Day efforts along Oak Street.They collected over 20 bags of trash plus other items which took a long time, so he would like the board to review whether this would be something this board would want to do again since only a few attended. He requested the board give it some thought and decide well in advance of Earth Day next year if this was something they wanted to support. G. Committee Report,Discussion,and Action Items: 1) Parks &Cemetery Superintendent Report: Mitch Overton -- He explained that Thom was at the Gallatin Valley Softball Association board meeting tonight to lend his support for their July tournament. -- His crews are trying to stay on top of current maintenance needs. He doesn't have his full seasonal staff yet. --Working on the new playground installation at Beall Park,the old parts have been removed and the new equipment will be installed in the next few weeks. BOZEMANMT Parks & Recreation 2) Parks&Recreation Director Report: Mitch Overton -- Recreation has a lot happening this month,and he listed the programs and activities going on now. He also commented on the current Trails, Open Space and Parks activity.Aquatics awarded the bid for installation of the bulkhead,which will go in while the Swim Center is shut down the end of August. -- It's budget time for all the departments,and we'll have the first high level policy discussion with the Commission for the first go around,with a second meeting on June 51h. -- He spoke about the increase in graffiti which is indicative of the growth we are experiencing and how multiple departments are working together to combine efforts and determine a better, more efficient way to clean it up. --To give the board some background and be prepared for future presentations,he spoke about some projects that will be requesting Cash In Lieu. --Ground Breakings: 1. May 241h will be for the Sports Park at noon. Media will be there to learn we are ready to begin this project.The Sports Park Foundation with have some words to say.Once we get something built at the park,then that will help their fundraising efforts. 2.June 241h,a Saturday,will be for Story Mill Community Park. He didn't have additional information but will pass it along when he does. 3) Division&Gallatin Valley Land Trust Report:Jeff Hough --Jeff shared some of the recent work along trails to improve them:Tuckerman Trail in connection with Sacajawea 6th graders, E. Gallatin Rec Area with Thrive,and Painted Hills Trail. --June 3rd, National Trails Day,will be a fun day of improving and enhancing the Gallatin Regional Park. --Taking on an intern from the Montana Conservation Corps will be helping on trails for 3 months. --Trail Etiquette Training for the new Recreation leaders; will teach them how and what to teach the kids whenever they are on the trails. 4) Trails, Open Space and Parks Committee Report:Stephanie Gray -- Did not meet this month so she had some questions for Mitch,and he was able to share some of the timelines for the TOP projects. 5) City Commissioner Perspective: Carson Taylor -- He shared his idea for the open student representative,run the term from Sept.to Sept., and would give it additional thought for the next meeting. Discussion and questions continued on this topic. Mitch brought up this board's membership as written in the Code, up on the screen from the City's website, and read the exact wording out loud.Currently this board has 1 regular member position open that was Bob Wade's seat and has been tied to a School District representative and 2 student positions open. 6) FYI/Discussion -- Next meeting:June 8th -- Mentioned again that the July and August meetings are not set and may be cancelled, dependant on activity and the need for voting.
