Dear Mr. Kohtz:
I'm writing on behalf of the Flanders Creek Neighborhood Association to make a request regarding the
Rosa Apartments project that is currently under review.
Our Steering Committee would like to request a modification in the project's Construction Route Map.
The route submitted is overlaid on a dated satellite picture(see Attachment 1)and doesn't reflect the true
impact of the route requested by the developer. Attachment 2 shows the additional residential
development now in place(green+hash marks). The problems with the submitted route are:
—it uses the narrowest streets with just about the most residential presence a route could impact;as you
know,construction traffic is large,heavy,noisy and generates a good deal of dust
—two of the streets(Twin Lakes and Rosa Way)house children that play outside
—Twin Lakes and part of Rosa Way experience a lot of on-street parking, since the shared duplex units
have garages full of personal effects;the passage of large trucks and trailer beds is especially problematic
—there is a lot of delivery truck traffic on both Twin Lakes and Rosa Way(Fedex,UPS,LISPS,vendor
services,etc.)
We request the route be changed so that construction traffic exits the neighborhood the same way it comes
in: via Sherwood Way to Cottonwood Rd. This benefits the developer as well as the neighborhood
because:
—Cottonwood is the widest street in the neighborhood and best accommodates larger vehicles and the
intermixing of construction vehicles with delivery trucks and regular traffic
—Being a city street, Cottonwood is routinely plowed and sanded by a large City grader or plow truck,
providing better passage(for all vehicles)than the pick-up plow truck hired by the HOAs
—Cottonwood has no residences on its east side, so fewer residents overall will be disturbed
—Cottonwood has a signal intersection, a better departure point for a large, slow truck turning onto
Durston than the stop sign intersection of Durston with Rosa Way
We hope you will appreciate the rationale behind this request and respect the preferences of our
neighborhood,which is going to incur this project's disruptive traffic over four very long years. I `11 look
