Bozeman MT 59771 Dear Mr. Matsen: I am writing on behalf of the Flanders Creek Neighborhood Association to request a modification in the City's procedure for notifying those impacted by a new construction project, specifically the Rosa Apartments project. In discussing this project with Tom Rogers, we understand that notifying property owners within 200'of a planned project is normally a sufficient distance, e.g. when it's an infill project. The Rosa Apartments project however is quite different. The attachment is the developers dated satellite picture of the site but modified to show all the additional residential housing now in place (green+hash marks). As you can see,the project site is at the far NW corner of our Association's boundary of Oak St. When Mr. Rogers showed us by computer how the notification `reach'is actually determined by radial distance, it became obvious that only a very small percentage of the residents will receive a City notice. We are requesting you extend the notification distance in this case to 600', which will reach roughly half the resident population. This is a good deal more than is typical, we realize. However,we ask that you consider this neighborhood will be living with this project for four long years. In our experience,the more residents who hear about issues effecting their neighborhood upfront,the more they are willing to accept the inconveniences that might result. Moreover, we'd like to tell the residents via NextDoor that the City cooperatively made a notice accommodation in our case, because we think it will deflect some of the negative reaction the project will likely generate.
