FINAL MEETING MINUTES
Thursday, May 11, 2017

4:32 Jennifer convened the meeting. Large conference room at the Library.

Eli moved to approve minutes, Jack seconded. All in favor. Minutes approved.
Introductions of NA reps because we have new members.

Growth Policy & UDC Update, Chris Saunders
UDC UPDATE
The UDC draft is available at the Planning Dept, City Hall in the Clerk's office, the Public Library
reference desk, MSU reference desk and online at www.bozeman.net by directing yourself to the top
right tab: Bozeman UDC Code update.
Goals of the project: user-friendliness, consistency, clarity, compatibility, flexibility, predictability,
better
Adoption Plan and Schedule is available online. Tuesday, May 23 - 6pm to 8pm - Neighborhoods Deep
Dive - City Hall, Commission Room
Big Change - reorganization to the whole document (still remains in Chapter 38 of the Municipal
Code)
Topics of Interest to Neighborhoods to discuss:
Infill Support - ADUs: specific standards for these - transition techniques, standards to respect privacy
and to make building form more predictable, ground level units are an option in some zoning
districts.
Greater Emphasis on Form
Review Procedure Improvement: site plan review improvements, addition of a special use permit to
reduce the number of conditional use permits (CUPs) - these would require the approval of the CD
director and others
Upcoming items that are not a part of this update - floodplain provision rewrite, review of sign
provisions, short term rentals, affordable housing, site lighting

GROWTH POLICY
Bozeman Community Plan is being reviewed. We plan within the City limits but also look outside of
our boundaries to better coordinate with the county.
Map dictates where things should go in the City - looking ahead - as the future land use map
Plan and Regulation Relationships - Strategic Plan and the Growth Policy talk back and forth. The
Growth Policy includes the 5 neighborhood plans. Also, the facility plans feed back and forth with the
Growth Policy. Facility Plans include LRTP, Sewer Plan, PROST, Water, Stormwater. The Growth Policy
gives direction to the Bozeman Municipal Code. The following documents of the Municipal Code
affect land development: Chapter 10: Building Codes, Chapter 34: Street Standards, Chapter 38:
Unified Development Code, Chapter 40: Utilities, Engineering Design Standards
Question from Jennifer Rockne to establish a neighborhood plan - request to the Commission to
direct staff, goes to zoning and planning, then later becomes adopted.
5:22 Police Update, Captain Andy Knight
Andy Knight has moved into the position of Support Services Captain from being the Detectives
Captain. He was the Support Services Sergeant a few years ago and has come to INC meetings before.
He will be attending many of the upcoming NA meetings on behalf of Police.
Encourages people to follow the Bozeman Police social media pages to learn about things that are
going on
Support Services Division is comprised of: Code Compliance, Animal Control, Community Resource
officer, officer hiring
New animal control officer will be starting soon. Have a PT animal control officer currently posted and
trying to fill.
Looking to start a new program. Coffee/Evening with the cop in your neighborhood.
Suggestion from Eli: park car and walk the neighborhood to meet the neighbors.
If something happens in your neighborhood and a lot of people are concerned, we can always invite
an officer out to talk to people about it.
Idea from JP: Invite police to the block parties. Submit request to Andy and he will try to get an officer
there to meet the neighbors.
5:45 FYI/Discussion
Review of noise ordinance, Jennifer Rockne
Looking for a working group to review the noise ordinance because it's been one of the goals of the
INC for a while.
Working group members: Suzanne Held of NENA, Leigh or Evette of MarLinN, Gail or alternate of
Bogert Park, Bob Wall of SENA (a maybe), Lisa Prugh, CPNA.
5:45 Commission Update from Mayor Taylor
Budget review and adoption will be happening over the next month. The budget will likely be at the
top of its allowed limit.
Gas tax was passed by the legislature - streets will be built on the West street and once the gas tax is
received it will cover those costs
Was just at a press conference with 250 people there talking the Hate Speech/Anti-Semitic flyers with
a message that in Bozeman that is not the way we work with one another. Hoping we don't see these
for a while. Is there a role for neighborhood associations to bring people together around these
issues - diversity, inclusion, tolerance? Carson asks INC to consider this.

Putting together a group to select a new City Manager next Thursday at a special meeting of the
Commission. There will be a community aspect to hiring the new City Manager - would INC like to
have a representative on the hiring?
You will see an article on Sunday, May 14 in the Chronicle on the City’s Strategic Plan. This is moving
ahead within the City. We will see another version in August - and a final plan a few months after
that. This will be for the next 3 years.
Short Term Rentals will be before the Commission on May 22.
6:05 Call for INC officers
Next month we will be electing our officers for the coming year of INC.
Jennifer is interested in running again as the INC Chair. Jack Tyler nominated Jennifer, JP seconded.
Jessica will bring a slate of candidates forward at the next meeting.
6:07 FYI from Neighborhood Coordinator
Dates to remember for Short Term Rentals: Friday, May 12 – noon – Information Session (City Hall,
Commission Room); Tuesday, May 15 – 6pm – Zoning Commission (City Hall, Commission Room);
Monday, May 22 – 6pm – City Commission (City Hall, Commission Room)
In the next few months, the Planning Department will have more information regarding development
projects available online. To include: narrative, site plan, notice, and elevational views.
Jessica will be out of the office from May 29 – June 2 at the International Town & Gown Conference
where she is presenting with Montana State University Dean of Students, Matt Caires, on
City/University Relations
There will be a budget workshop and strategic plan update at the Commission meeting on Monday,
May 15 at 6pm
INC meetings will be held in the Commission room starting in June so they can be streamed online
and on Channel 190.
Suzanne Held is the new INC rep for NENA
Make sure all Neighborhoods have an alternate INC rep – bring them to a meeting if you have not
done so already.
City Manager recruitment is underway. The Commission and staff have met 2 times already and their
next meeting will be Thursday, May 18 – 6pm – City Hall, Commission Room. These meetings are
open to the public.
Neighborhood Association Annual Reports will be due on June 30. To include: information regarding
any meetings held during FY 17, contact information for officers/steering committee members, plans
for FY 18, and goals for FY 18. Jessica will send out a form to complete this next week.
Jessica would like to see the INC host neighborhood conversation meetings on topics of interest. In
June, we will talk about topics and ideas for where and when these should be held.
On Friday, June 9 at Noon at City Hall in the Commission Room there will be a panel to discuss “The
Cost of Parking”. All are invited to learn more about parking, why there’s no silver bullet, and why it
dictates development in Bozeman.
There will be a Neighborhoods Related Deep Dive regarding the Unified Development Code on
Tuesday, May 23 from 6pm to 8pm at City Hall in the Commission room.
If any Neighborhood is interested in hosting a block party and would like to close off their street, let
Jessica know and she can assist with that request. Also, she has party materials if anyone would like
to borrow them.

Eli Anselmi, Loyal Garden: working on park improvements with 3 phases. Next association meeting in
Dec. Possibly a block party
Ginny Cowan, Bozeman Creek: just held their neighborhood meeting. Working on the history of the
Bozeman Neighborhoods program and will share everyone.
Amanda Griffith, Bozeman Ponds: just held their neighborhood meeting, planning potluck for the end
of June at the Ponds Park
Paul House, NENA: early April the R/UDAT was held and after neighborhood meeting, starting a
committee to review the report that was produced
Jennifer Rockne, SCAN: Annual meeting on 5/31 at Story Mansion. Plans to talk about Block parties.
Lisa Prugh, CPNA: Annual meeting on 5/24 at Irving at 6:30pm. Block party might happen on 6th.
Parking around Cooper Park is completely empty now that students are gone and since it abuts the
MSU parking district and near the University.
JP Pomnichowski, SENA: JP will help out with the history and she helped to form SENA. No restrictions
on placing a political sign in your yard.
Joe Genovese, NHVN: Annual meeting is next Thursday with set agenda.
Leigh Sturges, MarLinN: Discussions regarding noise. Scheduled a Christmas party at the Lindley
Center.
