HomeMy WebLinkAbout1947-08-06 12 Bozeman, Mon tana Augus t 6th, 1947 The Commission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, Augu at 6th, 1947, at 1:00 o'clock P.M. Those being present were Mayor Healy, Commissioner Sorenson, Commissioner Lowe, City Attorney Lovelace, City Manager Quinnell, and the Clerk, when the following proceedings were had to-wit: The minutes of the last regular session were read, and it was moved by Commissioner 1 Sorenson, seconded by Commissioner Lowe that the minutes be approved as read, and the mo- tion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Misc. W & C 1946 -- 620 North Bozeman Mrs. Geo. Cline, 620 North Bozeman appeared before the Commission in regard to an order to construct a sidewalk in front of her property. She stated that construction had been de- layed last year because they could not ge~ cement to do the work, and now that the City contractor is ready to build the walk, Mr. Cline would like to have more time in which to move and replant the hedge now occupying the sidewalk space before the walk is built, as they do not want the hedge destroyed. Mrs. Cline was informed that sidewalk construction might be delayed if the owner would remove the hedge within a reasonable time, and a week was suggested as sufficient time in which to clear the sidewalk space. Mrs. Cline also requested that the street in front of her property be gravelled. Celebration of V-J Day Mr. N. E. Nelson and i10ward Nelson of the American Legion were present in the interest I. of a celebration for VT,J Day and made the following requests: 1. That they be allowed to use Lindley Park for a barbecue 2. Tha t the regular weekly band concert be played Thursday evening in. front of the Legion Club, instead of on Tuesady evening in the band shell. 3. That Main Street be "roped off" in front of the Legion Club for a street dance after the band concert. They were informed that the reouests could be granted, but that they should work with Park Superintendent Cloninger in regard to the use of Lindley Park for the barbecue. Construction of Building -- North Seventh Representatives of the Gallatin Implement Company appeared before the Commission with a plan for construction of a building in Block 3 of The Violett Addition. They s ta ted that the building did not conform with the Zoning requirements in regard to rear yard spa ce . The gentlemen were informed that they should first make application for the con- struction of the building, and that they then had the right of appeal to the Ad jus tmen t Board if the building did not meet the requirements of the Zoning Ordinance. Claims for the Month Claims Nos. 1085 to 1366 inclusive were presented on the various funds as follows: General $ 14,418.39 1 FWA 24-P-56 112.90 Water 4,344.45. After examination of the claims in detail by the City Commission, it was moved by \ Commissioner Lowe, seconded ,by Commissioner Sorenson the t the cla,ims be approved and war- rants drawn for their payme~t and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner ~orenson and Commissioner Lowe; those I voting No, none. A claim from the Montana Armory Board in the amount of $505.30 was presented. It was thought the claim should be mailed to the Armory Board for explanation. Application for City License The application of Leo Massman for a one-half year Ci ty License was presented and read. It wes moved by Commissioner Sorenson, seconded by Commissioner Lowe that the application be approved and the license issued end the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Reports The following reports for the month of July, 1947 were presented and read: Library Police Judge Sanitray Inspector Fire Chief and a report from street Superintendent Springer showing that 6000 cubic yards of gravel have been spread over 52 blocks in the City since June 6th. It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the reports be accepted and ordered filed and the motion was carried by the following Aye a nd No vote; those voting Aye being Mayor Healy -I Commissioner sorensonand Commissioner Lowe; those voting No, none. Resolution No. 609 - - Tax Levy " The Manager stated that the resolution setting the tax levy for the fiscal year ending June 30th, 1948 had been prepared. He stated further that the amount of the levy was the same as last year, i. e. 28 mills. He presented and read Resolution No. 609, en ti tIed: A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN DETERMINING THE AMOUNT TO BE LEVIED AND ASSESSED ON TAXABLE PROPERTY IN THE CITY OF BOZEMAN, STATE OF MONTANA, FOR THE FISCAL YEAR ENDING JUNE 30th, 1948 It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the resolu- tion be passed and adopted and the motion was carried by the following Aye and No vote; those voting Aye being Mayor healy, Commissioner Sorenson and Commissioner Lowe; those va ttng No, none. Contract for Gravel C~lshing The contract of Edens and Lee for the crushing of 5000 cubic yards of gravel for the City @ 83~ per cubic yard was presented. It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the Mayor and the Clerk of the Commission be authorized to sign 1 the contract for The City of Bozeman and the motion was carried by the following Aye and No vote; those voting aye being- Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. CommuniCAtions Extension of Time to Purchase Masonic Tract A communication from tne Trustees of the Masonic Lodge No. 18, stating they would make an extension of time, until October 1st, 1947, for TheCity of Bozeman to decide if they would purchase the lots now owned by the Masonic Lodge No. 18 at the northwest corner of Block A; Black's Addition. -.----- 14 A communication was read from the Bozeman Deaconess Hospital thanking The City of Bozeman for sprinkling the streets near the hospital during the Jaycee Roundup. Resident Engineer for Sewage Plant A communication addressed to Mayor Healy, from Burns & McDonnell, Consulting Engineers, was read stating they gave their unnualified approval to the intention of The City of Bozeman appointing Mr. Fred Quinnell as resident engineer on the proposed sewage disposal plant, and stating they were assuming that Mr. Quinnell would perform his duties in accordance with 1 the contrac t agreement the t Burns and McDnnnell now has wi th The Ci ty of Bozeman, da ted May 24th, 1946, and also in view of thelr acceptance of the City's suggestion that this communication could be accepted as modifylng said contract, and that the City so note their acceptance on the letter and return a copy to them. Whereupon, it was moved by Commissioner Sorenson, seconded b:. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the City of Bozeman offer a $200.00 reward for information leading to the arrest and conviction of the guilty person and the motion was carried by the following aye and No vote; those voting Aye being Ma yor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. 15 Purchase of Parking Meters The Manager called attention to the fact that the City has now had the parking meters installed in the City for a period of one year, and that during this time, the Farm Bureau of Gallatin Gateway has been the only organized protester. The Commission expressed themselves as not being in favor of cancelling the contract I with the Dual Parking Meter Company for the purchase of the parking meters as provided in the contract after the twelve months trial period, statin~ that they were of the opinion that the meters have not only helped the parking situation on Main Street but also the entire traffic regulation problem. Re~uest for Yellow Parking Strip The Manager reported that the Empire Auto & Equipment Company, 135 East Mendenhall, had made a request for a yellow parking strip in front of their property. It was decided tha t this request could not be granted, as such action would be unfair without granting similar requests received from many other business firms which would be impracticable. Budget for Period Ending June 30th, 1948 The Manager presented copies of the proposed budget for the period ending June 30th, 1948 . After explanation of the figures in the budget of estimated revenues and expenditures by the City Manager, it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the budget be approved and incorporated in an ordinance and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. I License fees for Beer, Liquor and Slot Machines The City Attorney read from the 1947 session laws, whereby the City might collect one- fourth of the amount of the state license fee for slot machines within the City, and that the fee for beer and liquor license within the city could be the same amount as the state license.
