HomeMy WebLinkAbout1947-08-20 Bozeman, Montana 19 August 20th, 1947 The Commission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, August 20th, 1947, at 1:00 o'clock P.M. Those being present were Mayor Healy, Commissioner Sorenson, Commissioner Lowe, City Manager Henderson, Walter Aitken, Attorney, Fred Quinnell, and the Clerk when the following proceed- 1 ings were had to-wit: The minutes of the last regular session were read, and it was moved by Commissioner Sorenson, seconded b" Commissioner Lowe that the minutes be approved as read, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Lowe and Commissioner Sorenson; those voting No, none. Henderson As City Manager This being the first Commission meeting for Mr. M. E. Henderson acting in the capacity as City Manager, the Commission welcomed him as City Manager, and it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that upon the filing of the proper bond and signing the oath of office that Mr. M. E. Henderson be officially installed as City Manager as pro- vided in the Commissioner's proceedings of June 30th, 1947, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson, and Commissioner Lowe; those voting No, non e . The City Commission also thanked Mr. Fred Quinnell for his valuable services and for carrying on the work as City Manager through the difficul t' times duri.ng Mr. Henderson's absence. I Platting On North Seventh. Mr. Paul Jones and J. H. Newhall appeared before the Commission in regard to the pIa t- ting of land north of Durston Road on North Seventh Avenue, stating that the several prop- erty owners could not agree on anyone plan for the platting of this property. They a ta ted they wished to plat their property with another owner, and it was suggested that they pre- pare a master plan showing all the unplatted property in this vicinity, with the streets and alleys platted and give the location of their property within this master plan. This they agreed to do and submit the plan to the City Commission at an early date. CPA Report Mr. C. E. Couls tDn, C.P.A. appeared and presented copies of his annual audit of the City's records for the period ending June 30 th, 1947. After explanation of parts of the audit, the Commission stated that after study of the report, if they had any questions or needed further explanations they would call on him, and it was moved by Commissioner Lowe, aeconded by Com- missioner Sorenson that the report be accepted and ordered filed and the motion WaS carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson, and Commissioner Lowe; those voting No, none. 1 Application for City License The applics t10n of Short's C&sh Grocery, 611 North Tracy, for a one-half year city license was presented and read. It was moved by Commissioner Sorenson, seconded by Commis-. sioner Lowe the t the applica t10n be approved and the licen se issued and the motion was carried by the following Aye and No vote; thos e voting Aye being Mayor Healy, Commi 8S loner Lowe and Commissioner Sorenson; those voting No, none. 20 Public Hearing On Budget The Manager stated that this was the tbe and place set for the public hearing on the annual budget for the period ending June 30th, 1948. He presented the affidavit of publica- tion of the Notice of the Public Hearing. There was no one present to protest and no pro- tests having been filed, the Appropriation Ordinance was ordered published as provided by law. Sewage Treatment for Pea Cannery Waste 1 Mr. Roy Spain, local manager and Walter Reline, Engineer, of the Pictsweet Foods, Inc. , were present to innuire regarding suggested trea tmen t of the sewage from their pea canning establishment. They asked about emptying the water used for cooling purposes into the Ci ty storm sewer and also about using their waste water and cooling water for irrigating pur- poses. They stated they would like to have tha t part of their sewage th t is connec ted to the wash rooms and toilets empty into the sewage treatment plant as this is on a separate sewer connection. They were told tha t this ma tter should be taken up wi th the Ci ty' s consulting engineers and with the state Board of Health, and were advised to prepare a written explanation of their plans for taking care of the cannery waste so that the problem could be submitted to the City's Engineers, and to the S ta t e Bo ard of Hea 1 th for stud y. It wes stated that the matter would be given .further consideration b7; the City Commission at some future meeting, and th8t t:'le city would co-operAte in an effort to r::;ach 8 satisfrJGtorJ'- solution to this problem. Bids for ~teel Building The bids submitted for prefabricated steel buildings at the meeting of August 13th, 1947 were given consideration at this time. The bid of the Armco Drainage & Metal Produc ts, I Inc. for a steelox building, being of a design more in keeping with the present shop build- ing, it was deemed the lowest and best bid for the particular purpose; thereupon, it was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the bid of the Armco Com:rany be accepted and the motion was carried by the following Aye and No vote; tho s e voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting NO,none. Resignation of D. S. Williams from Library Board The written resignation of D. S. Williams as a member of the Library Board was presented and read. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson tha t the resignation be accepted and a vote of thanks be extended to Mr. Williams for his long and faithful service on the Board and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none.
