HomeMy WebLinkAbout1947-08-24 Bozema n, Mon tans 21 August 27th, 1947 The Commission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, August 27th, 1947, at 1:00 o'clock P.M. Those being present were Mayor Healy, Commissioner Sorenson, Commissioner Lowe, City Manager Henderson, City Attorney Lovelace, Fred Quinnell, Engineer, and the Cle rk , when the following proceedings were had to-wit: 1 The minutes of the last regular session were read, and it was moved by Commissioner Sorenson, seconded by Commissioner Lowe tha t the minutes be approved as read, and the motion was carried by the following Aye and No vote; those vo ting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those vo ting No, none. Platting of Ground on North Seventh Avenue Mr. Paul Jones and J. H. Newha 11 were present regarding the pIa t ting of their property on North Seventh Avenue, and presented a proposed plat of all the unplatted ground in that vicini ty, which includes the land owned by them. After study of the pIa t, the City Manager stated that during the coming week, he would take this plat, as presented, to other local owners, showing them the proposed plat of this ground and see what can be done in order to have this land properly platted. Sidewalk at Legion Housing Project Mr. Howard Erwin, Manager of the American Legion Veteran's Housing Project, was present to disClJSS their request for lighting and the construction of sidewalks at this project. The City Manager recommended against the installa tion of an outside light in the project, I for the reason that such installation would establish a precedent which might effect future housing projects. The request that the City build sidewalks along the project for one block on Cottonwood. and one block on Tracy Avenue had previously been considered on the advisabili ty of building gravel walks instead of concrete walks. The City Manager presented estimates on the cost of concrete walks as compared to gravel walks. Mr. Erwin stated that the American Legion would co-operate in the installation of concrete walks by having such walks installed thus securing such favorable prices as the American Legion might be able to get on them and billing the City for the cost. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the City Manager be authorized to have the concrete sidewalk built for one block on Cottonwood on the south side of the project and for one block on Tracy Avenue along the east side of the housing pro.1ect; such construction to be made in co-operation with the American Legion and the cost of the same to be borne by The City of Bozeman, and the motion was carried by the following Aye and No vote; those voting ~ye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Report on F.B.I. School Chief of Police A. N. Haas, reported to the City Commission on the F.B.I. school he 1 attended in Missoula during the last week. Bond of City Manager Henderson The bond of M. E. Henderson, as City Manager in the amount of $2,000.00 was presented. The bond was approved as to form by the City Attorney, whereupon, it was moved by Commissioner Sorenson, seconded b;T Commissioner Lowe that the bond be accepted and approved and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Lowe and Commi~sioner Sorenson: those voting No, none. 22 Expiration of Cannery Agreement City Manager henderson called the attention of the City Commission to the fact that the extension of the agreement with the Bozeman Cannery to use the City's sanitary sewer would expire on September 30th, 1947. Canvass of Primary Election Copies of the canvass of the vote of the Primary Election held August 26th, 1947 were 1 presented. The examination of the poll books and tally sheets as presented by the judges and clerks of the election, showed as follows: J. Harry Healy 234 vo tes W. Gilbert Lowe 340 votes Peter J. Krudde 190 vo tes William ,T. Sullivan III votes Wayne E. Thompson 316 votes Clyde Cox 1 vo t e It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the canvass being found correct that J. Harry Healy, W. Gilbert Lowe, Peter J. Krudde, and Wayne E. Thompson, having received the highest number of votes be declared nominated and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those vo ting No, none. Application for City Licenses The following applications for City Licenses were presented and read: Thompson Bros. Robert Rodney & Harry Woods It was moved by Commissioner Lowe, seconded by Commissioner Sorens::> n tha t the applica- tions be approved and the licenses issued and the motion was carried by the following Aye and .' No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; thos e vo ting No, none. ..- Sub-Leasing of Armory Building The City Manager reported that during the past week he had been to Helena, to see the Chairman of the Montana Armory Board in regard to the lease that The City of Bozeman has with the said Armory Board. He stated that a proposed sub-lease had been prepared whereby the Armory Building would be taken over by the National Guard, who would then make the quarterly payments to the Montana Armory Board. The sub-lease was presented and after consideration, it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the Ci ty Commission approve such a sub-lease and that it be presented to the Adjutant-General and also to the Montana Armory Board for their con- sideration and the motion was carried by the following Aye and No vote; thos e voting Aye being Mayor Healy, Commisstoner Sorenson and Commissioner Lowe; those voting No, none. McDonnell A communication from Burns & McDonnell, Engineers, was read stating that bids should be received soon on the equipment to be used in the sewage treatment plant so that plans for 1 the construction work of the buildings could begin as soon as the equipment is decided upon. It was thereupon, moved by Commissioner Sorenson, seconded by Commis sioner Lowe the t Mr. Fred Quinnell resident engineer, be authorized to inform Burns & McDonnell that The City of Bozeman would like to advertise for bids for the equipment for the disposal plant as soon as is reasonably possible and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissiorer Sorenson and Commissioner ~owe; those voting No, none. 23 RESOLUTION NO. 610 -- Transfer of Water Funds The Manager stated that before taxes are collected and come into the General Fund this fall, and as contemplated in the annual budget, thgt funds should be transferred from the Water Fund to the General Fund, to meet necessary expenditures from the General Fund, and he presented Resolution No. 610, authorizing the transfer of $70,000.00 from the Water Fund to the General Fund, en ti tIed: I A RESOLUTION OF THE CITY COMMISSION OF BOZEMAN, MONTANA AUTHORIZING THE TRANSFER OF $70,000.00 T') THE GENERAL FUND FROM THE WATER FUND, AS CON- TEMPLATED FOR THE EXPENDITURES IN THE GENERAL FUND, FOR THE PERIOD ENDING JUNE 30th, 1948. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the resolution be passed and adopted and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those votlng No, none. Bids for Garbage Equipment Bids having been received on August 13th, 1947 for furnishing The City of Bozeman certain trucks wi th special grabage collec tion bodies and the bids having been taken under advisement on tha t da te , the matter was brought up for consideration at this time. The Commission agreed that equipment for this purpose should be of heavy duty type. Tabulation of the bids showed that the bid of Rolfe & Mest, Inc. on a Dodge WRA 68 truck and that of the Owenhouse Hardware Company on an International KBS truck, each of the trucks to be equipped with a Garwood Loader Packer body were so close that either bid might be accepted. Each of the s e firms were contacted and agreed that they would furnish one truck and body at the same price I per unit for the one truck and body as quoted in their bid for the two trucks and bodies and would guarantee the price as submi tted in the ir bid. Whereupon, it was moved by Cornmis- ,. s10ner'Lowe, seconded by Commissioner Sorenson that The City of Bozeman purchase an Inter- national KB8 truck with a Garwood Load Packer from the Owenhouse Hardware Company and a Dodge WRA 68 with a Garwood Loader from Rolfe & Mest, Inc., as quoted in each of their bids received August 13th, 1947, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none.
