The Commif1sion of The City of Bozeman met in regular session in the Commission Room,
City Hall Building, Wednesday afternoon, October 8th, 1947, at 1:00 o'clock P.M. Those
being present were Mayor Healy, Commissioner Sorenson, Commissioner Lowe, City Mana ger
Henderson, City Attorney Lovelace, and the Cle rk, when the followln g proceed:i.ngs were had:

la s t week on Sewage Trea tmen t Equipmen t he d been taken to the state Board of Health, Helena,
Montana, on Thursda y to inforrT' them as to pro;:rress of the pro.iect, and also to see that
proposed equipment met their approval. Bids were then referred to the home office of Burns
& NfcDonnell for eXBlJ1ina tion, advice and recommendations to 'The City of Bozeman.

Ap:reement -- Sewer Construction - Park Side Addition
The Manager presented an agreement be tween The City of Bozeman, Florence Bolinger, and
E. P. Staley re~ardlng a sewer being constructed in the proposed alley of the Rearranrre-
men t of Pa rk Sid, Addi tion, Imd er the supprvision and specifications of the City Engineer.
The arrreement was accompanied by a cashier's check in the amount of $1,500.00 to hold the
City free of damage or liability that miD'bt OCC1Jr d11rjng the con s true tion . The agreement
was approved as to forrr by the Cit" Attorney, whereupon, it was moved by' Commiss.1oner

24th, 1947, to sell to the City, Block 12 of Norrrand7 Rearran~ement of West Side Addition,
for park purpOfles, for the sum of Fifteen Hundred Dolla rs, wa s brollrrht up for fur the r con-
sideration. It was pointed 011. t tha t this block is at the extreme western ed~e of the City;

Offer to Sell Lots -- Babcock & Tracy
A proposal from the trl) s tee s of the Galla tin Lod9:'e # l8, A.F. & A. ~f . to lease with an
option to purchase, to The City of Rozeman, Lots 3, 4, c; and Fractional Lot 2; Block A;

Black's Addition was presented and read. The proposal stated thnt the lease would be on
an annual basis, renewable from yepr to year for a term of 20 years at the o p ti on of The
City of Bozeman. The 1"1onthly rental w01Jld be $160.00, in advan ce. The lea se W01J Id provide
that the ptlrchase price of the propert;T wo"1d be $25,000.00 and, if the Ci ty a t any time
desired to exercise the option to purcha se the propert~l, all rentals paid up to the date
of exercising such option, after dedl1ci tng amounts paid by the Les sor for taxes, during the
term of the lease, and after deduc ti.ng in teres t on t.he unpaid part of the purchase price
at 4% per annum, the balance would be applied on t.he pur-'hase price of tbe property. The
I high desirability of the City acquiring this property for a free parking lot was discussed
by the City Commission and it was deciaed that this is a proposal of more tha n general
interest to the public that in order to Q'et public reaction on the proposal, the fulles t
possible publicity sbould be given it, and action was deferred nntil the re~111ar meeting
of the City Commission on October 22nd, 1947.

Willson Avenue. It W8S explained there are now two parking spaces set aside for a ItLoading
,snd TTnloading Zonelt bu t tha t they do not provide sufficient space for large trucks to park
parallel to the curb or for more than one truck to load or unload a t a ti me in this zone.
It was explained that under present conditj ons t~lcks are forced to park diagonal to
the curb and, because large t~Jcks extend so far out into the street, it causes a bad traffic I
hazard. The City Manarrer reqlJested alJthority to remove two parking meters to the sou th
of the present "Loading and Unloading Zonelt and to ex tend the present 70ne tot he alley at
the rear of the Bon Ton Bakery. Consideration was given to the preceden t which mip"ht be
established by permitting such a large "Loadjno: and TTnloadlng Zone". After full considera-
tion of the problem, it was moved b:v Commissioner T,OW8, seconded by Commissioner Sorenson,
that the City Manaryer be authorized to rep"01.ie the two parking meters and extend the "Load-
ing and TTnloadiD€ Zone" in accordance wltb his recommends tion, but that thie be done on a
50-day trial basis with the understanding tha t , if the t rafflc s i tua ti on wa s no t reas on-
ably corr8cted or if public reaction made ma Intenance of this zone impractical, t.he traffic
me ters won Id be replaced and the "Loading: and UnIon ding: Zone" would be reduced to its

Bids for Street Signs
The Manager stated th, t this was the time and place set for the opening of bids for
400 street signs and 200 brackets for the mounting the signs. He presented the affidavit I
of publicG tlon of the Notice to Bidders, whereupon, it was moved by Commi2sioner Sorenson,
seconded by Commissioner Lowe that the bi ds be opened and the motion was carrIed by the
