The CommIssion of The Ci t;r of Bozeman met in ref':u18r session in the Commission Room,
City Hall Buildinp:, Wednesday afternoon, October 2~Hh, 1947 , at 1:00 o'clock P.M. Those
being present were Nayor Healy, Comm:i.s sioner SorenAon, Commissioner Lowe, Ci ty Attorney
Lovelace, City Manager Henderson, and the Clerk, when the following proceedings were had:
The "lnu tes of the last reglllar session were read, and it was moved by Commissioner I
Sorenson, seconded by Commissioner Lowe that the minutes be approved as read, and trle mo-
tion was c'~rried by the fOllowIng f\ye and Fa vote; those voting Aye being Mayor Healy,
Commissioner Sorenson and Commissioner Lowe; those voting No, none.

The matter of extra pay for policemen And firemen for overtime during special even ts
fHlch 88 athletic contests and parades was jiscussed. The City ~/Tana ger s ta ted tha tat hi s
request the Fire Chief and th e ChIef of Police were presen t to present their views on the
slJo,iect. The J'~an8 p:er recommended tha t, except for special duty such as police work at
Halloween, overtime pay should not be paid for attendance by policemen and firemen at
events such as basket-ball aames and parades. Attention was ca lled to the mimJ tes of the
Commis s ion mee t:i"ng of March 5th, 1947, when this matter was discussed and definite policy
established. The matter was further discussed as to the 1urisdiction of city policemen
and firem8n on Montana State CollpR'8 Cam~ls and the Ci ty Mana g,er was in s truc ted to confer
wi th ')r. Renne, President of Montana State College to attempt to ,R'e t informa tl on as to
this responsibility. ;
Traffic Survey in Bozeman for Feder'a 1 Highwa y Commie f'ion Flanning I

panied by ~lrr. Fred Brown, locgl resident engineer of the S ta te Hlphway Commission, were
present to discuss with the City Commission a propofied survey of traffic in Bozeman, to
be used as a ba s is for Fede 1'13 1 Highway Commipcj,on planning. l'tr. Steere explained that
uncier present regulations, the Federa 1 HiR'hwa:7 Commi'" s ion can alloc8 te funds in urban
areas for primary highways only and ths t as a first step in planning, it would be neces-
sary for the City Commissinn to approve a pleD sllowing the present location of primary
highwa Y8 in Bozeman ( Le. fT. S II lO & U.S. 191) . He presented maps slwwinQ; the loca ti,on -If
these highways and explained further that for any planning for possIble future allocation
of federal funds for secondary hiIThway constnlction or maintenance within the urban area
of 3ozerran, it wO~Ld be necessary to rw ve a complc te trAffic slJrvey. He proposed tha t

After consideration, it was moved by Commis~l~ner Lowe, seconded by Commissioner
Sorenson that The City of nozeman accept and anprove the plan presented by Wr. Steere show- I

Three different planA were prescnted, each of which provided for lifht at e8ch intersection
in residential area and for modernizing lights on Main Street and Eighth Avenue South. '1'].-18 s e
plans were f!on e over in SOTI'P de tn i 1 by the Comwis sion, but considerln~ tho size of the
pro,ipct, it W38 deemed th8 t the plans should be given further consideration and the cbanves
proposed be p'iven the widest ~]blicity possible before any action is taken in accepting
any of the three plans.

The Yana ge r s t.'J ted the) t this was the ti~e and place set for the final passa~e of the
resolution levying the assessment for ~arbage collection for the ~rcar lY47. lIe presented
the affidavit of publicntion of the Notice, and s ta ted that no one was present to protest
and no protests had been filed. He presented Resolution No. (116, entitled:
