The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday afternoon, February 2, 1956 at 1:00 o'olock P. M. Present were Mayor Lowe,
Commissioner Erwin, Commissioner Swanson, City Manager Henderson. City Attorney Lovelaoe and the
Clerk, when the following prooeedings were had:
Minutes of the last session were read, and it was moved by Commissioner Erwin, seconded by I
Commissioner Swanson, that the minutes be approved as read, and the motion was carried by the follow-
ing Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson;
those voting No, none.
Application for Wholesale Beer Lioense
The application of the Cardinal Distributing Company of' Livingston, Montana for a wholesale beer
license was presented. It was moved by Commissioner Swanson, seoonded by Commissioner Erwin, that
the application be approved and the license issued and the motion was carried by the following Aye
and No vo tel those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those
voting No, none.
Parking Space for Auto Show
A request for restricted parking at the Armory Building durlng the Auto Show February 17th to
19th was reported. After discussion, the City Manager was instruoted to take such aotion as condi-
tions might warrant.
Reports
The following reports for the month of January, 1955 were presented:

Sewage Plant Operator Water Collector
and the minutes of the Board of Health meeting. It waS moved by Commissioner Swanson, seconded by
Commissioner Erwin, that the reports be accepted and ordered filed and the motion was carried by the
following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner
Swanson; those voting No, none.
Meeting Scheduled with Highway Commission & Bureau of Publio Roads
A communioation from Fred Quinnell, Jr., Administrative and Preconstruction Engineer of the
State Highway Department, was read, giving infornation as to necessary right-of-way for the proposed
relocation of Highway No. 191 extending west from this oi ty and requesting that a date be set for a
meeting with Highway and Bureau of Publio Roads officials to discuss mutual problems. Maroh 2. 1965,
at the regular neeting of the Commission. was proposed by the Commission as the date for this meeting.
Policy for Platting of Ground Outside City Limits
Problems relative to platting of ground wi thin three mile s of the oity limits, and approval of
suoh plats as required by Seotion 11-3305, R. C. M. 1947. were discussed. City Engineer Waldorf
presented a sketch to show that the present city limits of Bozeman embraoe an area of approximately
4 square miles but inclusion of all ground within three miles of the present city limits would inolude I
an area of more than 60 square miles and it appears impractical to attempt overall planning fOr such
an extensive area. All available data on planning indicates a primary necessity for setting a t~e
limit on which to project plans and recommends that the limit be not more than from 20 to 30 years.
From this viewpoint, and considering past growth of this city, it was suggested that growth of Bozeman
in area within such a projected time might average extension to a half mile beyond the present oity
limi ts . It was therefore moved by Commissioner Erwin, seoonded by Commissioner SWanson, the. t the
following policy be established for the guidance of the Director of Publio Service and information of

all persons who may plat g;round within three miles of the Bozeman city limits:
1. On any ground platted within one-half mile from the city limits, the plat shall
be made to conform to the general plan of this ci~ as to streets. alleys,
parks and all similar matters before the plan will be approved by the Director
of Public Service.
I 2. On any ground platted within three miles of the city limits, and when such
glQund is more than one-half mile from the city limits, the Director of Public
Service may a~prove such plat without special requirements as to dedication of
streets, alleys, and parks or playgrounds provided the plat is made as required
by Montana Statutes and is not obviously wrong in the way it is made up.
The motion was carried by the following Aye and No vote: those va ting Aye being Mayor Lowe, Commis-
sioner Erwin, Commissioner Swanson; those voting No. none.

The Manager stated that he has audited these claims and finds them to be true and lawful ola 1ms
against The City of Bozeman and recommends that warrants be drawn for their payment. After examina-
tion of the claims in detail and checking against the Claim Register qy the City Commission, it was
moved by Commissioner Erwin, seoonded by Commissioner Swanson, that the claims be approved and
warrants drawn for their payment. and the motion was carried by the following Aye and No vote: those
voting Aye being Mayor Lowe, Commissioner Erwin. Commissioner Swanson; those voting No, none.
City Manager to Attend Meeting in Astoria, Oregon
The annual meeting of the Northwestern City Managers' Association will be held in Astoria.
Oregon, February 26. 27 & 28, 1965. It was moved by Commissioner Swanson, seconded by Commissioner
Erwin, that the City Manager be authorized to attend this meeting, and his expenses be paid from the
General Fund, and the motion was carried by the following Aye and No vote: those voting Aye being
Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none.
Position of Administrative Assistant Reopened
On February 3, 1954 the position of Administrative Assistant was created. On March 31, 1954
action to hire a man for this position was indefinitely postponed. The matter was reopened at this

be instructed to take immediate action to secure a qualified men to fill this position, and the motion
was carried by the following Aye and No vote: those voting Aye being MaYOr Lowe, Commissioner Erwin,
Commissioner Swanson; those voting No, none.
Adjournment
There being no further business to come before the Commission at this time, it was moved by
Commissioner Erwin, seco~ded by Commissioner Swanson, that the meeting adjourn and the motion was
carried by the following Are and No vote: those voting Aye being Mayor Lowe. Commissioner Erwin,
