HomeMy WebLinkAboutE.6 Memo of Understanding Re MSU MONTANA STATE UNIVERSITY college of June 13,2017 ARTS U ARCHITECTURE TO: Community Affordable Housing Board (CAHAB)—City of Bozeman FIR: Ralph Johnson, Professor ARCH 594, Seminar on Affgr a Housing Fall Semester 2017 RE: Memo of Understanding Affordable Housing Research for CAHAB Professor Johnson agrees to have students enrolled in ARCH 594 conduct research and prepare the following documents for the City of Bozeman Community Affordable Housing Board (CAHAB) during the fall semester: Part I 1. Determine the boundaries of property managed by the City of Bozeman Cemetery Advisory Board adjacent to the baseball fields adjacent to Highland Blvd. 2. Develop a site analysis and evaluation plan a. Evaluate site to take topography into building plans b. Determine location and characteristics of existing utilities c. Determine points of egress to and from site d. Evaluate solar access potential 3. Prepare two scenarios for building on the site a. Scenario one-Optimizes the number of dwelling units without considering any limitations which may be a result of current City code b. Scenario two-optimize the number of dwelling units when all City codes are observed 4. For each scenario: a. Include a mix of 1, 2,and 3 bedroom units in both scenarios b. Provide options for the use of Solar energy for the units c. Provide a construction cost estimate for each scenario* d. Provide cost estimate for utility connections* e. Provide cost estimate for site development* f. Provide a cost of operation for each scenario to include:* i. Unit heating and cooling ii. Exterior building maintenance iii. Site maintenance *Note: Cost estimates are to be prepared by students and are not the work of professional estimators or contractors. Focus on small, low cost,efficient units constructed with durable but cost conscious materials and construction techniques b. Include exterior elements that make the units visually appealing but do not add significantly to the cost of the unit Part II (Contingent on an agreement with Bozeman Health Deaconess Hospital) 1. Develop a housing unit count conceived to meet the needs of Bozeman Health Deaconess Hospital workforce housing. 2. Evaluate the viability of affordable housing on land owned by Bozeman Heath Deaconess Hospital east of Highland Blvd. 3. Develop an inclusive master plan concept for land owned by Bozeman Health Deaconess Hospital. Part III 1. Funding for two (2)field trips will be provided by CAHAB (subject to city commission approval) to support students and members of CAHAB expertise in affordable housing: a. Missoula Montana day trip i. Interview Don MacArthur, architect and affordable housing expert • Visit"Gold Dust" affordable housing apartments • Visit"Orchard Gardens" affordable housing mix of unit types • Visit "Equinox-Solstice" affordable housing • If time permits visit"Point Six Place" housing, "Ninth Street" housing and "Garden District" affordable housing ii. Cost-2 rental vehicles+gas=$ b. Boulder Colorado three day trip i. Interview Boulder Housing Partners • Visit Holiday Neighborhood affordable housing mix of unit types • Visit Foothills Community affordable housing • Visit Broadway West affordable housing • Visit Red Oak Park affordable housing ii. Cost-2 rental vehicles+gas+2 nights motel=$ Part IV Schedule Members of the class and Prof.Johnson will attend the CAHAB meetings the second Wednesday of September,October, November and December to ensure coordination. At the December meeting,the research will be presented to the Board. The class will meet weekly(dates to be determined) and all members of the Board are encouraged to attend. Following the first class meeting in September a schedule of research activities throughout the semester will be forwarded to CAHAB. 2
