Montana March 2. 1955 The Commission of the City of Bozeman met in regular session in the Police Court Room, City Hall Building, Wednesd~ afternoon, March 2, 1955 at 1:00 o'olock P. M. Present were Mayor Lowe, Commissioner Erwin, Commissioner Swanson, City Manager Henderson, City Attorney Lovelace, City Engineer Waldorf and the Clerk. when the follo~ng prooeedings were had: 01 Minutes of the last session were read, and it was moved by Commissioner Swanson. seconded by Commissioner Erwin. that the minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe. Commissioner Erwin, Commissioner Swanson; those voting No, none. Plat of Van Horn Sub-Division Approved A proposed plat of the Van Horn Sub-Division WaS presented for approval. This sub-division is approximately one and one-half miles west of the city limits. It was moved by Commissioner Erwin, seoonded by Commissioner Swanson, that in order to comply with the Montana Statute the Director of Public Service be authorized to approve the plat. and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin. Commissioner Swanson; those voting No, none. Investment of Surplus Funds A communication from R. E. Towle, State Examiner, was read, stating that there is no provision in Montana Statutes under which their office can advise the City of Bozeman that surplus monies in any fund can be invested in short-term government securities. Reports I The following reports for the month of February, 1955 were presented: Water Collector Chief of Police Police Judge Sewage Plant Operator Librarian Fire Chief Building Inspeotor It was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the reports be accepted and ordered filed, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin. Commissioner Swanson; those voting No, none. Claims for Month Claims Nos. 1651 to 1826 inclusive were presented on the various funds as follows: Band $ 16.00 Cemetery 994.07 Garbage 1,864.66 General 11,130.66 Library 1.346.31 Park 1,989.70 Parking Meter 979.29 Police Reserve 86.15 BOO Revenue 2.823.09 B treet 3.226.24 W-H Tax 2,041.79 Water 4.368.48 Tot a 1 -- -- $30,865.44 The Manager stated that he has audited these claims end finds them to be true and lawful claims against I The City of Bozeman and recommends that warrants be issued for their payment. After examination of the cla ims in detail and checking against the Claim Register. it was moved by Commissioner Swanson. seconded by Commissioner Erwin, that the claims be approved and warrants drawn for their payment. and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Request of Mountain States T & T Co. to Lay Conduit Approved A written request of the Mountain States Telephone and Telegraph Company, by F. S. Mueller, Manager. to lay underground conduit in certain streets of this city was presented and read. It was moved by 47R Commissioner Erwin. seoonded by Commissioner Swanson, that the application be apptQved and granted, subject to the installation being made according to rules and regulations to be completed by the City Engineer. and the City Manager be authorized to so advise the Company. and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe. Commissioner Erwin, Commissioner Swanson; those voting No. none. Relocation of Highway #191 and Truck By-fass Discussed I This was the time and place set for a review of a proposal by the State Highway Department to relocate U. S. Highway #191 extending west and south from Bozeman and of a survey of a suggested route for this re-location which had been made by the State Highway Department last year. Fred Quinnell, Jr., Administrative and Preoonstruction Engineer. and Tom Ratchford, Distriot Construction Engineer, of the Montana Highway Department and Max Wilcomb, Engineer from the Missoula Office of U. S. Bureau of Publio Roads, were present and there were approximately 55 looal residents also at this meeting. There was lengthy discussion on all phases of the proposal by the Highway Department to locate "No. 191" one mile south of the present Huffine Lane. After all present had been given an opportunity to be heard, there was a motion that the Highway Department be requested to review this matter, secure adequate estimates of cost. and, unless costs were entirely prohibitive, relocate "191" so that it would extend west on Main Street. projected, to what may be considered the distance to whioh the City Limits of Bozeman may be extended within the next few years, that it turn southwest from this point and extend to the present "191" or Huffine Lana and extend thence west on Huffine Lane to the present "4-Corners" ~ miles west of Bozeman. A vote on this motion was unanimously in favor of it. Mr. Wilcornb stated that it had always been his belief a route suggested by this motion was the I most practicable and feasible. Mr. Quinnell infonned trose present that further study of the matter would be :r:re.de without delay and indicated that unless comparative cost estimates showed it to be too far out of line he believed that the Highway Department would look favorably on the recommendations of th is IllI!eting. In discussion of the prop~sed truck route through the north part of the City, M. W. Scott, Northern Pacific Superintendent a.nd Artie Thompson, N. P. Division Engineer were present and urged that this route not cross Blocks 104 and 105 of Northern Pacific Addition because of SpUr tracks presently located in these blocks and whioh blocks could best be used for industrial development. Possible traffic congestion on Tamarack Street when Gallatin County Fairgrounds are being used was also pointed out as an objection to the proposed location of this truck route. State Highwa.y officials present stated that a survey of this proposed IO ute is expected to be made within 30 days and matters pertaining to exact looation can best be considered after that survey is made.
