The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday afternoon. March 9, 1955 at 1;00 o'clock P. M. Present were Mayor Lowe,
Commissioner Erwin, Commissioner Swanson, City Manager Henderson, City Attorney Lovelace and the
Clerk, when the following proceedings were had:
I Minutes of the last session were read. and it was moved by Commissioner Erwin, seconded by
Commissioner Swanson, that the minutes be approved as read, and the motion was carried by the
following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner
Swanson; those voting No, none.
Pro~osals - Trash Cans on Streets - Reserved Parking Spaces
Mrs. Emil Dahl, Mrs. Effie Chauner and Miss Bess Fowler, representing the Business and
Professional Women's Club, appeared before the Commission to fresent two recommendations from their
club. First was that the City place trash cans on sidewalks at street corners in the main business
district and on parking lots. It was explained to these ladies that such cans had been tried out in
Bozeman for a number of years but were used so little that they were discontinued. Investigation
in other cities in recent years also shows that, in general. placing such cans on the streets is of
little value in added city cleanliness. The ladies were informed, however, that the matter would be
still further investigated. Second was that special parking space be provided at the Commercial
National Bank building and at similar places for use of crippled, ill or elderly persons who must
go to offices in such buildings. The policy of the City relative to providing special parking
privileges, the complications involved if such a policy was not followed, and the readiness of the
I Police Department to give special consideration and assistance to all persons in categories under
discussion, was explained to these ladies.
Drainage on North Ninth
Mr. E. W. Kurk, 120 North Ninth Avenue, appeared before the Commission to discuss a drainage
problem at his property. Mr. Kurk was informed that the situation would be checked by the Manager
and the City Engineer immediately to see what could be done to correct the problem.
Reports
The following reports were presented,
Report of State Examiner on Fire Relief Funds
Sanitary Inspector for the month of February. 1955
It was moved by Commissioner Erwin. seconded by Commissioner Swanson that the reports be accepted
and ordered filed, and the motion was oarried by the following Aye and No vote: those voting Aye
being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none.
Report on Northwest City Managers' Assooiation Meeting
The City Manager gave an extensive verbal report on the meeting of the Northwest City Managers'
Association which he attended in Astoria, Oregon on February 27, 28 and March 1, 1955. Particular
I stress in the meetings was on phases of city planning.
Claims
Claims Nos. 1827 to 1862 inclusive were presented on the various funds as follows,

The Manager stated that he has audited these claims and finds them to be true and lawful claims
against The City of Bozeman and recommends that warrants be drawn for their payment. After examina-
tion of the claims in detail by the City Commission and checking against the Claim Register, it was
moved by Commissioner Swanson. seconded by Commissioner Erwin, that the claims be approved and
warrants issued for their payment. and the motion was carried by the following Aye and No vote: those
voting Aye being Mayor Lowe. Commissioner Erwin. Commissioner Swanson; those voting No, none.
Investment of S. D. S. Revenue funds I
The-Director of Finance reported that, as of March 15, 1955, $20.000.00 of U. S. Government bonds,
in which S. D. S. Revenue Funds are now invested. will mature and that there is also sufficient cash
on hand of S. D. S. Revenue F'unds to permit an investment of $15.000.00 in addition to the $20,000.00
now ma turing. It was moved by Commissioner Erwin. seconded by Commissioner Swanson. that the Director
of Finance be authorized to re-invest the $20,000.00 now maturing and an additional $15.000.00, mak-
ing a total of $35,000.00 of S. D. S. Revenue FUnds in short term U. S. Government securities and the
motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe. Commissioner
Erwin, Commissioner Swanson; those voting No. none.
Planning Commission - Proposed Ordinance
The Manager and the City Attorney were instructed to have an outline ready for discussion at the
next Commission meeting of an ordinance which would establish 8 City Planning Board and outline the
duties thereof.
Renewal of Lease for American Legion Housing Project
A communication from the American Legion, Gallatin Post No. 14. asking for an extension of the
lease on city land for their housing project to November 1, 1955. was presented and read. It was moved
by Commissioner Swanson, seconded by Mayor Lowe, that the extension on the lease be granted to November I
1, 1955 as requested. and the motion was carried by the following Aye and No vote: those voting Aye
being Mayor Lowe, Commissioner Erwin. Commissioner Swanson; those voting No, none.
Painting and Other Needed Improvements at the City Hall
The Commiss ion made a general inspection of the City Hall building to look over interior and
exterior needs for painting and other renovation. The Manager was instructed to secure estimates of
oost for such painting as he recommends as the bare minimum which should be done in renovation and
maintenance of the building ti,is year and to confer with local architects to secure their reoommenda-
tions on what might be eoonomically practicable in the way of further renovation or remodeling of the
building to better meet present and future needs and to imFrove its efficient use and appearance.
Adjournment
There being no further business to come before the Commission at this time. it was moved by
Commissioner Erwin, seconded by Commissioner Swanson, that the meeting adjourn and the motion was
carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin.
