The Commission of the City of Bozeman met in regular session in the Commission Room. City Hall
Building, Wednesday afternoon, March 23, 1955 at 1;00 o'clock P. M. Present were Mayor Lowe.
Commissioner Erwin. Commissioner Swanson. City Manager Henderson. City Attorney Lovelace and the
Clerk. when the following proceedings were had;
I Minutes of the last session were read, and it was moved by Commissioner Swanson, seconded by
Commissioner Erwin, that the minutes be approved as read. and the motion was carried by the
following Aye and No vote; those voting Aye being Mayor Lowe. Commissioner Erwin. Commissioner
Swanson; those voting No, none.
Extension of Trunk Sewer to Montana State College Campus
Conditions relative to sewage problems at MOntana State College were discussed. City Engineer
Waldorf reported on the present situation, pointed out the necessity of additional sewer line
capacity before any more Montana State College buildincs can be connected to the city's sewerage
system, and presented a plan of how this can best be accomplished. The plan calls for an extension
of a 12 inch trunk line, which now is built to Curtiss Street and Tenth Avenue, south on Tenth Avenue
to Harrison Street on the campus and thence east on Harrison Street to Sixth Avenue. This would
provide practically a direct trunk line from Montana State College to the City's disrosal plant and
would be of ample capacity to meet Montana State College needs for a considerable number of years.
The estimated cost of such a trunk line extension is approximately $19,000.00. Mr. Waldorf further
pointed out that. in view of proposed new construction on the campus this year. there is urgen t need
for this sewer to be built this year. The matter of Montana State College sharing; in this cost was
I discussed. It was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the City
Manager and the City Engineer confer with Montana State College authOrities to work out a proposal
under which Montana State College can share in this cost and that the City Engineer proceed with
preparation of detailed plans and specifications of the proposed trunk sewer line extension and the
motion was carried by the following Aye end No vote; those voting Aye being MaYOr Lowe, Commissioner
Erwin. Commissioner Swanson; thos e va ting No, none.
Bids for Jeep for Street DeI-artment Accepted
The Manager reported on the bids fOr 1955 Willys (Jeep) received at the meeting of March 16th.
1955. He stated that some items could be eliminated from the bid as [resented and recommended that
the bid for the 1955 Willys CJ5 in the net amount of $2,112.90 be accepted. It was moved by Commissioner
Erwin, seconded by Commissioner Swanson, that the bid of Border Motor Sales in this net amount be
acceFted, and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor

Request fOr Buddy Poppy Day Approved
Written request from the Veterans of Foreign Wars to have their Buddy Poppy Day on May 14th. 1955
was read. ..' It was moved by Commissioner Swanson, seconded by Commissioner Erwin. that the request be
I approved, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor
Lowe, Commissioner Erwin, Commissioner Swanson, those voting No. none.
Reports
The report of the Plumbing; and Gas Inspector for the month of February, 1955 was presented. It
was moved by Commissioner Erwin, seconded by Commissioner Swanson, that the report be accepted and
ordered filed, and the motion was carried by the following Aye and No vote: those voting Aye beint.

The retort of the State Examiner for the perioc. ending December 31st, 1955 was presented.

Comments in the report were discussed. and a letter to the State Examiner in reply to the comments
was read.
Rules & Regulations for Trenching and Backfilling
Rules and Regulations, as prepared by the City Engineer, for trenching and backfilling in streets,
alleys and other public places were presented. It was moved by Commissioner Swanson, seconded by
Commissioner Erwin. that the regulations be accepted and approved, and the local utility companies I
be furnished with a copy. and the motion was carried by the following Aye and No vote: those voting
Aye being Mayor Lowe. Commissioner Erwin, Commissioner Swanson; those voting; No, none.
Request for Road Approach
An application of E. F. Cass, on East Main Street. for a road approach from U. S. Highway 10,
which had been approved by the State Highway Department, was presented.
It was moved by Commissioner Swanson6 seconded by Commissioner Erwin, that the application be
approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor
Lowe6 Commissioner Erwin, Commissioner Swanson; those voting No, none.
Request to Install Gas Pumps and Tanks in Street Area Denied
The Manager reported that he had received a verbal request for a permit to install two gasoline
storage tanks under the sidewalk. to jnstall two gasoline pumps at the curb, and to install filler
pipes for the storage tanks in the sidewalk on South Grand Avenue at the building occupied by the
Northern Auto Co. In view of the policy of this city not to permit the use of any street or public
area for the operation of private business. it was moved by Mayor Lowe. seconded by Commissioner
Erwin, that the request be denied and that no part of the proposed installation be permitted to be
made in street area and the motion was carried by the following Aye and No vote: those voting Aye I
being Mayor Lowe, Commissioner Erwin6 Commissioner Swanson; those voting No, none.
Report on Truok By-Pass
Referring to a survey of a truck route through the City. for which the Montana State Highway
Department had agreed to make a survey during the past winter, Tom Ratchford, District Highway
Construction Engineer, has informed the City Manager of a recent meeting between Montana Highway
Department and Northern Pacific Railway officials. The Railway Company opposes such a truck route
crossing Blooks 104 and 105 of Northern Pacific Addition6 which they own, and the promised survey
has now been held up pending receipt of a written protest which is being prepared by the Northern
Pacific for presentation to the Montana Highway Department. In the meantime the highway Department
survey party is conducting a survey for re-looation of U. S. Highway #191 in accordance with recom-
mendations made at the City Commission meeting on February 23, 1955.
Ordinance -- Planning Board
A proposed ordinance to establish a Planning Board and outline their duties was reviewed. It
was moved by Commissioner Erwin. seconded by CJrnmissioner Swanson, that the City Attorney be
instructed to prepare an ordinance creating suoh a board, and the motion was carried by the following
Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin. Commissioner Swanson; those I
voting No, none.
Adjournment
There being no further business to come before the Co~nission at this time, it was moved by
Commissioner Swans OIl 6 seconded by Commissioner Erwin, that the rreeting adjourn and the motion was
