Wednesday afternoon, May 4, 1966 at 1;00 o'olock P. M. Present were Mayor Lowe, Commissioner Erwin, Commissioner Swanson, City Manager Henderson, City Attorney Lovelaoe and the Clerk, when the following prooeedings were had: Minutes of the last session were read, and it was moved by Commissioner Swanson, seconded by I Commissioner Erwin, that the minutes be approved as read, and the motion was oarried by the follow. ing ~e and No vote: those voting Aye being Mayor Lowe, Commiesioner Erwin, Commissioner Swanson; those voting No, none. Bids for Trunk Sewer - Unit 2 This was the time end plaoe set for opening bids for construotion of the Tenth Avenue Trunk Sewer, Uni t Two. Affidavit of publication of the Notice to Bidders was presented. It was moved by Commis- sioner Erwin, seconded by Commissioner Swanson, that the bids be opened and read, and the motion wa. oarried by the following Aye and No vote; those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. The following bids were opened and read: Haggerty-Messmer Company $16,866.00 Budd Plumbing &: Heating Co. 22,626.00 The City Engineer reported the bids to be over his estimate but recommended that, beoause of the lateness of the season and the necessity of having this sewer oompleted in the near future, the bid of Haggerty-Messmer Company be aocepted. It was moved by Commissioner Erwin, seoonded by Commissioner Swanson, that the bid of Haggerty-Messmer Company be aooepted and the bid oheok submitted by Budd Plumbing &: Heating Company be returned, end the motion was oarried by the following Aye and No votel I those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Clean-Up Week Disoussed Dr. Arnold Kiesse, President, and Richard Kuhl, Chairman of the Clean-up Fix.up Paint-up Committee of the Junior Chamber of Commerce, were present to disouss "Clean-up Week". The JCs wish to take an active part in this project this year. They were assured of full co-operation of the City and details as to dates, ete., were left to be worked out between them and the City Manager. Use of Parking Lot for Armed Forces Day A request from the Military Affairs Committee of the Chamber of Commerce to use the parking lot at the corner of Babcock and Tracy Avenue for the display of military equipment on Armed FOrces Day, May 20, 1965, was reported. It was moved by Commissioner Erwin, seoonded by Commissioner Swanson, that the request be grented end the parking lot be blockaded for that day, and the motion was oarried by the following Aye and No votel those voting Aye being :Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Extension of Employment of Willis Blair past Age 70 Willis E. Blair, who has been employed by this City for several summers, will reach 70 years of age in June, 1955. In order for him to be continued in the employ of the City, it is neoessary that I hie application for continued employment be approved by the City Commission and by the P. E. R. S. Board. It was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the Mayor and the Clerk of the Commission be authorized to sign the approval form on this application to cover continued employment of Mr. Blair for such time as he may be employed between July 1, 1965 and July 1, 1966 and the motion was carried by the following Aye and No votel those voting ~e being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. 4~'9 Bond of Shadoan as Director of Finance Surety bond of L. G. Shadoan, Director of Finance, in the amount of $60,000.00 was presented. Tbis was a new bond, written to replace the bond of like amount and of the same form, for the period April 28, 1954 - April 27, 1965. The new bond is for the one year period beginning April 28, 1955. Tbe Bond was approved 88 to form by the City Attorney. It was moved by Commissioner Erwin, seconded I by Commissioner Swanson, that the bond be approved and accepted, and the motion was carried by the following Aye and No vote; those voting Aye being :Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Reforts The following reports for the month of April, 1955 were presented; Librarian Building Inspector Plumbing & Gas Inspector Fire Chief Chief of Police Sewage Plant Operator Pol ice Judge Water Collector It was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the reports be accepted and ordered filed, and the motion was carried by the following Aye and No votel those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Public Hearing -- S. I. D. No. 382 This was the time and place set for public hearing on intention to create Special Improvement District No. 382, paving on North Willson from Villard to Short Street. Affidavit of publication of the Notice and the Clerk's Mailing Certificate that all property owners have been notified were . presented. there were no protests filed and no one was present to protest. It was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the City Attorney be instructed to prepare I a resolution creating the district, and the motion was carried by the following ~e and No votel those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Agreement -- High School to Pay Share of Cost for S. I. D. Water Main Extension An agreement between the Board of Trustees of Gallatin County High School and the City of Bozeman relative to water mains to serve the new High School tract at Eleventh Avenue and West Main Street was presented. The agreement had been prepared by the City Attorney. The proposal is to build approxi- mately 8 blocks of water main at an estimated cost of $15,900.00 of which the City is to pay approxi- mately $1,400.00. Of the remainder, the High School agrees to pay 75% provided the City will establish a Special Improvement District in which benefited properties will pay 25%. The ag reement having been discuased in detail, it was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the Mayor and the Clerk of the Commission be authorized to sign the agreement for the City of Bozeman, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Claims for the Month Claims Nos. 2072 to 2275 were presented on the various fUnds as follows. L. & P. 19,000.00 Police Reserve 86.15 W-H Tax 2,425.70 Tot a 1 $57,892.71 . 500 The Manager stated that he has audited these claims end finds them to, be true and lawful claims against The City of Bozeman. After examination of the claimsiu detail by the Commission and cheoking against the Claim Register, it was moved by Commissioner Erwin, seoonded by Commissioner Swanson, that the claims be approved and warrants issued for their payment, and the motion was oarried by the follow- ing Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Amendment to Garbage Ordinanoe I the matter of amending the present garbage ordinance to olarify some of the provisions making it compulsory that garbage be hauled from all residential property was disoussed. It was moved by Commissioner Erwin, seoonded by Commissioner Swanson, that the City Attorney be instruoted to prepare an amendment to the Garbage Ordinanoe along these lines end the motion was oarried by the following Aye and No voter those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none.
