M. Present were Mayor Lowe, Commissioner Erwin, City Manager Henderson, City Attorney Lovelace and the Clerk, when the following proceedings were had: I Minutes of the last session were read, and it was moved by Commissioner Erwin, seconded by Mayor Lowe, that the minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin; those voti ng No, none. Resolution No. 769 -- Memoriam to J. Harry Healy Resolution N0. 769, in Memoriam to J. Harry Healy, was presented entitled: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA IN MEMORIAM TO J. HARRY HEALY. was reBrJ. It was moved by Commissioner Erwin, seconded by Mayor Lowe, that the resolution be passed and adopted and the motion was carried by the following Aye and No vote: those vot ine; A,ye being Mayor Lowe, Commissioner Erwin; those voting No, none. Gas Fitter's Bond of Dyksterhouse The Gas F'i tter' s bond of Al Dyks terhouse, in the amount of $2,000 was presented. Claims Reference was made to the rental agreement with Nash-Davis Machinery Company on a tractor. The agreement ~rovides for a ten month rental at $300.00 per month with an option to rurchese and, if the option is taken up, the rental payments to apf!ly on the purchase price. It has now been learned that, if the entire rental is paid in advance, it would be subject to 2% discount. Claims Nos. 512 to 514 inclusive, covering these rentals, claims Nos. 515 and 516 to the Standard Construction Company for work completed in paving districts to date, and claim of Hines Motor Supply Co., which is also s~bject to a 2% cash discount, were presented. It was moved by Commissioner Erwin, seconded by Mayor Lowe, that the application be apI,roved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe. Commissioner Erwin; those voting No, none. Police Service for High School Activities Homer Anderson. Principal of Gallatin County High School, has made inquiry about special police service for high school athletic events and dances. Policy of this Ci ty has been that, where slecial police service is requested for events for which admission is charged, the actual amount paid to I special police should be collected from the party or agency requesting the service. By mutual agree- ment wi th the High School, special police service has been provided for their events under this arrangement for a number of years. Mr. Anderson now says that, because of increased costs, the High School ca.n no longer pay for such services and he suggests that it should be a responsibility of the City. The Commission, after consideration of the matter, decided that they should not change this policy as it applies to the Hig)l School unless they did the same with every other agency but, before taking finel action in the matter, they directed the City Manager to extend a special invi ta tion to Mr. Anderson and, through him, to members 0 f Gallatin High School Board to attend the next meeting of the Commission when it could be discussed further. Agreement to Move Power Poles -- Thompson Hereford Rar..ches An agreement between Thompson Hereford Ranches, Inc. , and the City of Bozeman rel ati ve to Montana Fower Company poles on the Thompson property adjacent to l"incoln Street between Willson Avenue and Third Avenue was presented. The agreement provides that, if the proposed Thompson Addition is brought into the city limits and if it becomes necessary to have these poles moved to grade or improve Lincoln Street, Thompson Hereford RAnches, Inc. , guarantees that the poles wi 11 be moved wi thout expense to I th e city. It was mov ed by Commissi one r Erwin, seconded by Mayor Lowe, that the agreement be aprroved, subject to the completion of the signatures on the Agreement, and th e Mayor and the Cle rk of the Commission be authorized to sign the agreement for The City of Bozemml , and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin; those vot- ing No, none. Resolution to Include Thompson Addition within the City It was moved by Mayor Lowe, seconded by Commissioner Erwin, that the City Attorney be instructed to prepare the necessary resolution of intention to extend the City Limits to include the proposed Thompson Addition. subject to the completion of the Agreement by Thompson Hereford Ranches, Inc. , and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin; those voting No, none. Furchasing; of Material for Water & Sewer L:i nes for Thompson Addition The matter of the City of Bozeman purchasing the pipe for water and sewer mains in the proposed Thompson Addition in order to expedite their installation was di scussed. After consideration, it was decided that the material should be ordered by the sponsors of the proposed addition unless undue delay I would be encountered by them in receiving the material. Restriction of farking at Court House The County Commissioners and County Attorney of Gallatin County were present to discuss the proposed installation of parking meters on the north side of West Main Street between Third and Fifth Avenues. They were concerned with parking at Gallatin County Court House and agreed that parking should be restricted around it but they thought that some other method of enforcing restrict ions shoul d be used r/J. ther than wi th pa.rking meters. Their suggestions were taken under advisement. Request to Close Street - Grand & Olive 419 A request from Rev. Lyle J. Onstad of tile Lutheran Church to have one block on Grmld Avenue between Olive Street and Curtiss closed during the dedication of their parsonage on October 6, 1954 was reported. It was moved by Commissioner Erwin, seconded by Mayor Lowe, that the City Manager be authorized to have this street blocked for the dedication, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commi s s j one r Erwi n; those voting No, none. I Rerorts The following reports for the month of August, 1954 were presented: Cemetery Board Ceshier end the annual audit of the Gallatin Field Board and the Gallatin Airport Board. It was moved by Mayor Lowe, seconded by Commissioner Erwin, that the reports be accepted and ordered filed and the motion was carried by the following Aye and No vote: those votine; Aye being Mayor Lowe, Commissioner Erwin; those voting No, none. Blanket Liability Insurance Policy 'I'he Manager presented the blanket liability insurance pol icy which was aut.horized to be ordered on Augus t 25, 1954 from the Valley Insurance & Realty Co. It was moved by Mayor Lowe, seconded by COlTlmissioner Erwin, tha t the policy be approved and accepted subject to the examination and approval by the City Attorney, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin; those voting No, none. Propane Gas Tank Installs hon -- V.
