M. Present were Mayor Lowe, Commissioner Erwin, Commissioner Swensen, City Manager Henderson, City Attorney Lovelaoe and the Clerk, when the following proceedings were had: I Minutes of the last session were read, and it was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the minutes be approved as read, and the motion was oarried by the following ~e and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Appointment -- Geo. Bosoh to Adjustment Board Mayor Lowe announoed the appointment of George B080h as a member of the Board of Adjus tment to fill the unexpired term of C. A. Haeckel. It was moved by Commissioner Erwin, seconded by Commissioner Swanson, that the appointment be approved and the motion was oarried by the following Aye and No voteJ those voting Aye being Mayor Lowe, Comm188ioner Erwin, Commissioner Swanson; those voting No, none. Resolution No. 777 -- Protesting Suspension of Air Service A resolution protesting the application of Northwest Airlines, Inc., for suspension of service at Gallatin Field was presented, entitledJ A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN, MONTANA, PROTESTING THE APPLICATION OF NORTHWEST A:rntINES, INC., AS AMENDED, BEFORE THE crvn. AERONAUTICS BOARD, WASHINGTON, D. C., DOCKET NUMBER 4474, toR .AN ORDER AUTHORIZING THE ELIMINATION OF BOZEMAN, MONTANA, FROM ITS CERTIFICATE OR TEMFORARY SUSPENSION OF ITS SERVICE TO BOZEMAN, MONTANA, AND URGING THE CONTINUANCE OF SUCH SERVICE. It was moved qy Commissioner Erwin, 8econded by Commissioner Swanson, that the resolution be passed I and adopted and the motion was carried by the following Aye and No voteJ those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Airport Board to Officially Represent City in Protest It was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the Gallatin Field Board be designated as the official representative of the City of Bozeman to handle the formal protest against the discontinuanoe of air servioe by Northwest Airlines, Inc. to Gallatin Field, and the City Attorney be instructed to assist in formulating the petition of intervention, and the motion was ~ oarried by the following Aye and No voteJ those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Resolution No. 774 -- Final Passage - Garbage Assessment This being the time and plaoe set for hearing protests to the adoption of the resolution levying the garbage assessment for the year 1964, the affidavit of publioation of the notice was presented. There was no one present to protest and no protests having been filed, Resolution No. 774 was presented, entitledJ A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN, MONTANA, LEVYING AND ASSESSING A SPECIAL ASSESSMENT OF TAUS UPON .ALL REAL PROPERTY IN THE CITY OF BOZEMAN, COUNTY OF GALLATIN, STATE OF MONTANA, SERVICED AND FROM WHICH GARBAGE WAS COLLECTED MJD RPlloiOVED DURING THE YEAR 1964, TO DEFRAY THE COST AND EXPENSE OF COLLECTING AND DISPOSING OF I GARBAGE UNDER THE PROVISIONS OF ORDINANCE NO. 696 OF TEE CITY OF 00 ZEMAN . Bids on Bookkeeping Machine !h18 being the time and place set for opening of bids for a bookkeeping machine for the Water Department, the affidavit of publication of the Notice to Bidders was presented. It was moved by Commissioner Erwin, seoonded by Commissioner Swanson, that the bids be opened and read, and the motion was carried by the following Aye and No votea those voting Aye being Mayor Lowe, Commissioner 42R Erwin, Commassioner Swanson; those voting No, none. The bid of Burroughs Corporation being the only bid received was opened and read and found to be as foll OW81 One Burroughs Style F 401 Sensimatic Accounting Machine with stand . . . . . . $2,836.80 It was moved by Connnissioner Erwin, seconded by Connnissioner Swanson, that the bid of Burroughs be accepted subjeot to the approval and reoommendation of the Direotor ot Finance, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, I Commissioner Swanson; those voting No, none. Bids for Purchase or Rental of Police Cars It was reported the Chief of Police and the Police Captain have reoommended that bids be oalled for the rental or purchase of a station wagon and a sedan for use in the Police Department. Proposed specifioations for such rental or purchase were presented and read. It was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the Clerk of the Commission be authorized to advertise for bids to be opened October 27th, 1964, according to the proposed specifications, and the motion was carried by the following Aye and No votel those voting Aye being Mayor Lowe, Commissioner Erwin, Commiesioner Swanson; those voting No, none. Cancelling of Fideli~ Bond of J. Harry Healy A form cancelling the public official bond of J. Harry Healy, deceased, as of September 22nd, 1954 was presented. It was moved by COIlDllissioner Erwin, seconded by Commissioner Swanson, that the :Mayor and the Clerk of the CoDm1ission be authorized to sign the form for The City of Bozeman, and the motion was carried by the fb llowing Aye and No vote: those voting Aye being :Mayor Lowe, Commissioner Erwin, Commissioner Swanson, those voting No, none. Specifications for Fire Truck I Mr. Wm. Lancaster and C. C. Rollins representing the Seagrave Corporation, manufacturers ot fire apparatus, were present to discuss specifications and answer problems regarding the proposed purchase ot a ladder-pumper truck for the Fire Department. Reports The following reports for the month of September, 1964 were presented: Sewage Plant Operator Librarian Water Collector Sanitary Inspector Police Judge Cashier Pi re Chief It was moved by Commissioner Erwin, seconded by Commissioner Swanson, that the reports be accepted and ordered filed, and the motion was carried by the following Aye and No vote: thos e voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson, those voting No, none. Offer to Purchase County Scales Property The Coun~ Commissioners of Gallatin County have closed down the operation of the county scales at the corner of Rouse Avenue and MendeDhall Street on the north half of lots the south half of which are now owned and used as a parking lot by the City of Bozeman and have made inquiry as to whether or not the City will make them an ofter for this ground. I After consideration, it was moved by Comndssioner Swanson, seconded by Commissioner Erwin, that the City Manager be authorized to make an otfer of $600.00 for the purchase of this tract of land, and the motion 'Was carried by the following Aye and No votel those voting Aye being Kayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Resolution No. 776 -- Assessment of S. I. D. 371 Resolution No. 776, levying the assessment 1br the construction ot Special Improvement District No. 371, in the amount of $28,368.90, was presented, entitled: (see next page) 42B A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN, MONTANA, LEVYING AND ASSESSING A SPECIAL .ASSESSMENT OF TAXES UPON ALL THE FROPERTY IN SPECIAL IMPROVEPlFJ-lT DISTRICT NO. 311 IN THE CITY OF BOZEMAN, COUNTY OF GALLATIN, STATE OF JroNTANA, TODEF'RAY THE COST OF CON- STRUCTING AND MAKING THE IMPROVEMENTS WITHIN SAID SPECIAL IMPROVEMENT DISTRICT NO. 371. D. 372 Resolution No. 776, levying the assessment for the oonstruotion of Speoial Improvement District No. 372, in the amount of .27,372.00 was presented entitledt A RESOLUTION OF THE COJl)(;rSSION OF THK CITY OF BOZEMAN, MONTANA, LEVYING AND ASSESSING A SPECIAL ASSESSMENT OF TAXES UPON .ALL THE PllOPERTY IN SPECIAL IMPROVEMENT DISTRICT NO. 372 IN THE CITY OF BOZEMAN, COUNTY OF GALLATIN, STATE OF MONTANA, TO DEFRAY THE COST OF CON- STRUCTING AND MAKING THE IMPROVEMENTS WITHIN SAID SPECIAL IMPROVEMENT DISTRICT NO. 372. It was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the resolution be provisionally adopted and October 13th, 1964 be set as the date for the hearing of protests, and the motion was carried by the following Aye end No votet those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. After examination of the claims in detail by the City Commission and checking against the Claim Register, it was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the claims be approved and warrants drawn for their pE\Yment, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none.
