HomeMy WebLinkAbout1954-10-13 430 Bozeman, Montana Ootober 13, 1954 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, Ootober 13, 1954 at 1:00 o'clook F. M. Present were Mayor Lowe, Commissioner Erwin, Commissioner Swanson, City Manager Henderson, City Attorney Lovelaoe and the Clerk, when the following prooeedings were had, Minutes of the last session were read, and it was moved by Commissioner E~in, seconded by I Commissioner Swanson, that the minutes be approved as read, and the motion was oarried by the follow- ing Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Final Passage Resolution No. 772 -- Sprinkling Assessment This being the time and plaoe set for hearing protests to the sprinkling assessment for 1954, the affidavit of publication of the Notioe was presented. No protests having been filed and no one was present to protest, Resolution No. 772, was presented, entitled: A RESOLDT ION OF THE COMMISSION OF THE CITY OF BOZEMAN LEVYING AND ASSESSING A SPECIAL ASSESS.. MENT OF TAXES UPON ALL !HE PROPERTY IN STREET SPRINKLING DISTRICTS OF THE CITY OF BOZEMAN, COUNTY OF GALLATIN, STATE OF MONTANA, TO DEFRAY SEVENTY..FIVE PERCENT OF TEE COST OF SPRINKLING STREETS WITHIN SAID STREET SPRINICLING DISTRICTS OF THE CITY OF BOZEMAN FOR THE YlB:AR 1954. It was moved by Commissioner Swanson, seoonded by Commissioner Erwin, that the resolution be finally passed and adopted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Final Passage Resolution No. 773 ..... Assessment S. I. D. 370 This being the time and plaoe set for publio hearing on the assessment of Speoial Improvement Distriot No. 370, sanitary sewer on South Churoh from Story Street south approximately 400 feet, the affidavit of publication of the Notice was presented. No protests having been tiled and no one was I present to protest, Resolution No. 773 was presented, entitled: A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN, MONTANA, LEVYING AND ASSESSING A SPECIAL ASSESSMENT OF TAXES UPON ALL THE PROPERTY IN SPECIAL IMPROVl!2.!ENT DISTRICT NO. 370 IN THE CITY OF BOZEMAN, COUNTY OF GALLATIN, STATE OF MONTANA, TODEF'RAY THE COST OF CONSTRUCTING AND MAKING THE IMPROVEMENTS WITHIN SAID SPECIAL IMFROVEMENT DISTRICT NO. 370. I Request to Adopt Model Milk Ordinance A oommunication from J. D. C. Wipf, of the Montana Livestock Sanitary Board, uring the adoption of the model and more up-to-date ordinanoe regulating the sale of milk and milk produots, as approved by the Sanitary Board, was read. It was decided that, before any action is taken, the reoommendations of the looal health office regarding ohanges to be made in the present ordinance and also a oopY of the model ordinance should be studied. Communication -- Re: Care of Alcoholics A communication from Louis True was read giving recommendations of a speoial oommittee composed of doctors and citizens for the care of alcoholics and mental patients in the City of Bozeman. fhey recommended that only acute alcoholics be admitted to the hospital for treatment; that a room be used in the old Nurses' Home at a flat charge of $10.00 per day and the City pay for the patients unable to pay and tumish male nurses <either policemen or firemen) for the care of unruly patients. After discu8sion, it was the opinion of the City Commission that the City is doing all they can do at the present time. Suspension Light at 11th and Alderson I A request for a street light at the corner of Eleventh Avenue and Alderson Street was reported. It was moved by Conmdssioner Erwin. seconded by Commissioner Swanson. that the City Manager be authorized to order the Montana Power Company to have a street light installed at this interseotion, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No. none. Installation of Phone Booth in Parking on Traoy Avenue The Manager reported on his investigation of the request of the Mountain States T. & T. Co. to in8tall public phone booths in the city's parking lots. On the lot at Mendenhall and Black it would be possible to install such a booth without inter- fering wi th parking but, on other lots where it is proposed to install booths, it would in all oa8es and to some extent out down parking space or lessen the present convenience of parking. At 80me locations the proposed booths could be installed in the "parking" adjacent to parking lots. As a means to give the installation of these booths a ~air and reasonable trial, it was moved qy Commissioner Swanson, seoonded by Commissioner Erwin. that, subject to the a~proval of the owner of the lot, the Mountain States Telephone & Telegraph Co. be permitted, at their expense, to install a public telephone booth ltth overhead wiring on the parking lot at Mendenhall Street and Black Avenue I and that they also be pennitted to install a similar booth on the .parking" between the sidewalk and ourb on Tracy Avenue adjaoent to the parking lot at Baboock Street and Tracy Avenue, all wiring for this booth to be plaoed underground and the motion W88 carried by the following Aye and No vote: those voting Aye being Mayor Lawe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Report The report of the Cemetery Board for the month of September, 1954 was presented. It was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the report be aocepted and ordered filed and the motion was carried by the following Aye and No votel those voting Aye being Mayor Lowe, 4:32 Commissioner Erwin, Commissioner Swanson; those voting No, none. Contract for S. I. D. No. 380 The contraot of the Standard Construotion Company for the oonstruotion of Special Improvement Distriot No. 380, paving on North Tracy Avenue fram Short Street to Peach Stree~was presented. The contract was a~proved as to form by the City Attorney. It was moved by Commissioner Erwin, seconded by Commissioner Swanson, that the contract be I afproved and aocepted and the Mayor and the Clerk of the Commission be authorized to sign the contract for the City of Bozeman, and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none.
