This is the time for individuals to comment on matters falling within the purview of the Committee. There will also be an opportunity in conjunction with each action item for comments pertaining to that item. Please limit your comments to three minutes. E. 05:33:23 PM (00:05:00) Action Items 1. 17040/17041 Bozeman Commons Master Site Plan and First Phase Office Building Site plan (Owens) 1107, 1113, 1117 East Main Street. A Master Site Plan with COA and Deviation Application to allow demolition of five (5) existing structures and addition of five (5) new office and mixed use structures and accessory uses across four (4) phases of construction, and the addition of circulation, parking for approximately 220 spaces, and related site improvements. The 4.29-acre (186,855-square foot) site is zoned B-2 and located in the E. Main Entryway Corridor. The deviation requests a 20% reduced entryway corridor setback. The first phase consists of the construction of an approximately 17,118 square foot 2-level office building, a second vehicle access from Main Street, parking for approximately 59 spaces, and associated site improvements. Consider the motion: “I move to recommend approval of master site plan and first phase site plan applications 17040 and 17041 with the findings provided in the staff report.” 05:38:45 PM (00:10:22) Owens reviewed the Master Site Plan for the project. 05:40:08 PM (00:11:45) Owens reviewed the Master Landscape Plan, Phase 1 Site Plan, Ph. 1 Landscape Plan, Elevations and some floor plan examples. 05:43:35 PM (00:15:12) Owens summarized the guideline findings, deviation request and recommended approval of the application with conditions. 05:48:00 PM (00:19:37) Design Review Board asked questions of Owens and the applicant regarding privacy screening, pedestrian access and open space. 05:53:43 PM (00:25:20) Owens and the applicant answered questions regarding the buildings that would be demolished. Mark Hufstetler asked whether the buildings have been looked at for historic significance since they are more than 50 years old. The applicant explained that they have taken pictures from every elevation. Owens explained that that is what is required since the structures are not within the conservation overlay. 06:00:44 PM (00:32:21) Design Review Board offered general comments regarding the project, largely supportive, but sure to indicate the importance of access to the trail that runs adjacent to the property. 06:04:55 PM (00:36:32) MOTION for application 17-040 & 17-041, The Bozeman Commons Master Plan and First Phase Office Building, recommending approval with the conditions set forth in the Planning Staff report: Charles Franklin MOTION SECONDED: Kiersten Iwai VOTE: All in Favor – Motion Passes F. 06:06:39 PM (00:38:15) FYI/Discussion G.
