The Commission of the City of Bozeman met in regular session in the Commissirm Room, City Hall
Building, Wednesday afternoon, September 8, 1954 at 1:00 o'clock P. M. Present were Mayor Lowe,
Commissioner Erwin, City Manager Henderson, City Attorney Lovelace and the Clerk, when the folIo""; ng
proceedings were had:
I Minutes of the last session were read, and it was moved by Commissioner Erwin, seconded by Mayor
Lowe, that the minutes be approved as read, end the mot:ion was cerried by the fnllowing Aye and No vote:
th ose voting Aye being Mayor Lowe, Commissioner Erwin; those voting No, none.
Special note was made of the vacancy on the City Commis::;ion caused by the death of J. H. Healy
which occurred on September 7. 1954. The City Atto mey was instructed to prepe re an appropriate
resolution to be presented at 1:he next meeting and the Commission directed that all City activities
cease on Friday morninr" September 10, 1954, unt il after the funeral services fnr Mr. Healy so that
all city employees may attend.
Bids for Bonds of S. I. D. No. 379
This being the time and place set for the opening of bids for the sa1 e 0f bonds of Special
Improvement District No. 379, the affidavit of publi cat ion of the notice WB s presented. It was moven
b:v MRyor Lowe, seconded bv Commissioner Erwin, that the bids be openei and rl'!8.d, and the motion WB.S
carried by the following Aye And No vote: those voti ng Aye being Mayor Lowe, Commissioner Erwin; those
voting No, none.
No written bids havinr been received, the Mayor called for oral bids. The bid of J. D. Street for
the Security Bank & Trust Company of pAr witn 4~ interest was heard. It was moved t,. Commissioner Erwin J

Parking OT' Main Street in 400'Bloc~ Discussed
Paul Anderson and Ronald Harrinrton, who operAte businesses in the 400 block on West Main Street,
were Iiresent to discuss parking problems in this block. They fointed out that, wi th high school in
sess ion, the block is parked solidly full all day and customers have no chance to park near their
businesses. They requested tha t some plan for 1 imited time rarking be ruo!-. into effp('+ in this block.
The O'entlemen were informed that an investi':Fltion wO'1Ie be mad~ to see wha t can be done regardi nr" t.lo!~.

4: . That parking be prohibited on both sides of Nortll Seventh Avenue from the north line

Parking Meters on Ma in Street between Third and Fifth Avenue
The matter of reg1l1e tinr parkinr~ on Main Street betweeY' Th.; rd Avenue and Fifth Avenue was
416 considered. It was moved by Commissioner Erwin, seconded by Mayor Lowe, the t the Ci ty Manager be
irlstructed to order 2-hollr parking meters and have them installed on the north side of MA~r Street
between Third Avenue and F'ifth Avenue and the motion was carried by the following Aye and No vote:
those voting Aye being Mayor Lowe, Commissioner Erwin; those voting No, none.
Contract -- Rental of Tractor
A proposed contract between Nash-Davis Machinery Company and the Ci ty of Bozeman on rental of a
used Caterpillar, D-6 Tractor with bulldo zer was presented. The contract provides for ten months I
rental at $300.00 per month wHh an option to the City to purchase the machine for $3,000.00, ell
rentals to be applied on the purchase price if the City desires to exercise the option.
It was moved by Commissioner Brwin, seconded by Mayor Lowe, the t the contract be aprroved Bnd the
Mayor end the Cle rk of the Commis::d on be authorized to si~;n the contract for the City of Bozeman, and
the motion was car ried by the followint; Aye and No vote: those voting Aye being Mayor Lowe. Corrnnissjoner
Erwin; those voting No, none.
Damage to Property North of ParkinE Lot orl Bleck & Olive
E. L. Bogart, rroperty owner just north of the parking lot at Black and Olive, has requested that
a barrier be erected by the City to prevent cars from backing across the alley and damaging the build-
ings on his lot. It was pointed out there is not sufficient room to place the barrier on his property,
such a precedent could not be established, and that Mr. Bogart should look to the car owner who damaged
his property for redress.
Claims for the Month
Claims Nos. 234 to 511 inclusive were presented on the various funds sa follows:

The Manager stated the t he has audited these claims and finds them to be true and lawful claims
against the City of Bozeman and recommends that warrants be drawn for their payment. After examination
of the claims in detail and checkinf", against the Claim Register, it was moved by Commissioner Erwin,
seconded by Mayor Lowe, the t the claims be a:pproved and warrants is sued for their payment and the
motion was carried by the following; Aye and No vote: those voting Aye being Mayor Lowe, Commissioner
Erwin; those votin~ No, none~
