The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday afternoon, June 2, 1954 at 1:00 o'olook P. M. Present were Mayor Lowe, Commissioner
Erwin, Commissioner Healy, City Manager Henderson, City Attorney Lovelace and the Clerk, when the follow-
ing prooeedings were had:
Minutes of the last session were read, and it was moved by Commissioner Erwin, seconded by I
Commissioner Healy, that the minutes be approved as read, and the motion was carried by the following
Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner He&YJ those
voting No, none.
Sale of S. 1. D. 375 Bonds
The Manager stated this was the time and plaoe set for the sale of Speoial Improvement Distriot
No. 375 bonds in the approximate amount of $6,700.00. He presented the affidavi t of publ ication of the
Notice to Bidders. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that written
bids be opened and oral bids received, and the motion was oarried by the following Aye and No vote:
those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none.
The written bid of Emma L. Cassidy was opened and read as follows:
Par 6% interest
The following oral bids were reoeived:

There being no further bids heard, it was moved by Commissioner Erwin, seconded by Commissioner
Healy, that the bid of C. H. Bell, Agent of par and 4% interest be accepted and the bid security be
returned to the unsuccessful bidders, and the motion was carried by the following Aye and No vote: those
voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none.
Sale of S. 1. D. 377 Bonds
This being the time and place set for the sale of Speoial Improvement District No. 377 bonds in the
approximate amount of $3,800.00, the affida~it of publioation of the Notice to Bidders was presented,
and it was moved by Commissioner Healy, seconded by Commissioner Erwin, that bids be received, and the
motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner
Erwin, Commissioner Healy; those voting No, none.
The following oral bids were heard:

There being no further bids heard, it was moved by Commissioner Healy, seconded by Commissioner
Erwin, that the bid of J. D. Street of par and 4!% interest be acoepted, and the bid seourities be
returned to the unsuooessful bidders, end the motion was oarried by the following Aye and No vote:
those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none.
Offer of B. Linfield to Sell Lot Aocepted
The offer of Bertil Linfield presented and read at the regular meeting of May 5th, 1954, whereby
he offers to lease to the City of Bozeman on an option to purchase agreement Lot 3 and the North five
feet of Lot 4, Block B, Alderson's Addition was further oonsidered.

It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the offer be accepted,
and Mr. Linfield be notified in writing of such acceptance, and the motion was carried by the following
Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those
voting No, none.
Offer of I. O. O. F. Lodge to Lease Lot Accepted
I The offer of the I. O. O. F. Lodge to lease their lot at the corner of Willson Avenue and Babcook
Street, presented at the regular meeting of April 28th, 1954,was given further consideration at this
time. After disoussion, it was moved by Commissioner Healy, seconded by Commissioner Erwin, that the
aotion of the Commission taken on May 5th, 1954 rejecting the offer of the I. O. O. F. Lodge be
rescinded and the offer of Western Star I. O. O. F. Lodge to lease Lots 1 & 2, Block B, Alderson's
Addition for a ten year period at a monthly rental of $75.00, with the option of renewing the lease
for another ten year period, be accepted and written notioe be given to the Board of Trustees of
Western Star Lodge #4, I. O. O. F. of such acceptanoe, and the motion was carried by the following
Aye and No vote: those Toting Aye being Mayor Lowe, Commissioner E~in, Commissioner Healy; those
voting No, none.
Fire Insurance on City Buildings
Appraisal of buildings owned by the City of Bozeman, made in March, 1964, by engineers represent-
ing two of the major fire insurance groups, and presented by the Bozeman Insurance Association as
recommended values to which to insure oity buildings and contents, was considered at this time. This
appraisal sets recommended insurable values on city buildingsof$22I,768.00 and on contents a value
of $74,831.00. This represents an increase of approximately $55,000.00 over the values on which
I buildings and contents are insured at this time. The new proposed sohedule having been studied in
detail by each of the City Commdssioners, it was moved by Commissioner Healy, seoonded by Commissioner
Erwin, that the City Manager be instruoted to submit the proposed new schedule of values to the
Montana Fire Rating Bureau as a basis for setting a new, blanket coverage. five year fire insurance
rate and that, upon receipt of this new rate, he have insurance on oity owned buildings and contents
inoreased in accordanoe with this new appraisal and the motion was carried by the following Aye and
No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting
No, none.

Claims Nos. 9463 to 9678 inclusive were presented on the various ~unds as follows:

The Manager stated that he has audited theSe claims and finds them to be true and lawful claims
against The City of Bozeman and reoommends that warrants be drawn for their payment. After examination
of the claims in detail by the City Commission and checking against the Claim Register, it was moved
by Commissioner Healy, seoonded byCommiasioner Erwin, that the claims be approved and warrants drawn
for their payment, and the motion was carried by the following Aye and No vote: those voting Aye being
Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none.

Reperts
The followin~ reports for the month of May. 1954 were presented:
Water Collector Police Judge Librarian
Sanitary Inspector Fire Chief
and the report of the Director of Finance for the month of April, 1954.
It was moved by Commissioner Erwin, seconded by Commissioner Healy, that the reports be accepted I
and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being
Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none.
Trailer House on North Seventh Avenue
The Manager reported that, at 441 No. Seventh Avenue, Virgil Muir has moved in a trailer house and,
wi th his fami ly, is occupying it as living quarters. The Manager stated that it is his intention to
serve immediate notice on Mr. Muir that this is in violation of city ordinances and such use and occupancy
of these premises must be discontinued. The Commission expressed the opinion that this was the proper
and only action which should be taken in this case.
Delegates to Municipal League Meeting
The Montana Municipal League will meet in Great Falls June 17 to 19, 1954. It was moved by
Commissioner Erwin, seconded by Commissioner Healy. that the members of the City Commission, the City
Manager, the City Attorney and the Director of Finance be authorized to attend this meeting and their
expmses be paid from the General Fund. and the motion was carried by the following Aye and No vote:
those voting ~e being Mayor Lowe. Commissioner Erwin, Commissioner Healy; those voting No, none.
Adjournment
There being no further business to come before the Commission at this time, it was moved by
Commissioner Erwin, seconded by Commissioner Healy. that the meeting adjourn and the motion was
carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin and I
