HomeMy WebLinkAbout1954-06-16 Bozeman, Montana BH5 June 16, 1954 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, June 16, 1954 at 1:00 o'clock P. M. Present were Mayor Lowe, Commissioner Erwin, Commissioner Healy, City Manager Henderson, City Attorney Lovelace and the Clerk, when the follow- ing proceedings were had: I Minutes of the last session were read, and it was moved by Commissioner Healy, seconded by Commissioner Erwin, that the minutes be aFproved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Miscellaneous Walks & Curbs 1954 -- Order to Repair or Construct New Walk The City Engineer, under the provisions of Section 11-2226 R. C. M. 1947, relating to the construc- tion of Walks & Curbs without the formation of a Special Improvement District, the provisions and authority of Section 11-967, R. C. M. 1947, and the provisions of Ordinance No. 661 of the City of Bozeman, submitted his report for 1954 of inspection of walks and curbs in the City and his recommenda- tions in detail with reference to needed repairs and new installation, and the City Manager having stated that he has checked the report and made personal inspection as to the repairs and installations thereby recommended, and recommends the adoption of the report as made. It was moved by Commissioner Heal y, seconded by Commissioner Erwin, that the report of the City Engineer as to the repair and installation of Mhc. W & C for 1954 be and the same is hereby accepted, approved, adopted and ordered filed. Said adopted report of the City Engineer is hereby referred to and made a part of this minute entry by such adoption and reference for the purpose of designating I and identifying the streets and avenues on which such new installations or repairs are to be made and such new installations or repairs are hereby ordered to be made under and pursuant to the provisions of Sections 11-967, and 11-2226 B. C. M. 1947, and Ordinance No. 561 of the City of Bozeman and the City Manager is hereby instructed to give, or cause to be given, to each owner or agent of such owner, or either, of the property along which such new installation or repair is to be made, written or printed notice of such order, as required by the provisions of said Section 11-2226 R. C. M. 1947, and of Ordinance No. 661 of the City of Bozeman and such new installations or repairs are hereby ordered to be made within thirty days from the date of such notice, and the motion was carried by the following Aye and No vote: those Toting Aye being M~or Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Report -- Meeting of Board of Health The Mayor reported that, at the last meeting of the Board of Health, it was recommended that the County Commissioners make the full amount of allowable levy for health purposes in order that all towns receiving benefits from the City-County Health Department will pay their proportionate share. The action of the Board of Health was further to the effect that, if the maximum levy was made by Gallatin County and was insufficient to meet the budget of the City-County Health Unit, the City of I Bozeman and School District No. 7 should then consider making levies to raise the amount needed for this budget. The City Manager was instructed to secure detailed information from the County Commissioners on the proposed budget of the City-County Health Unit and on the Sources and amounts from which that budget is proposed to be raised. Ordinance No. 773 -- Vacating Portion of East Main Street The City Attorney as instructed has prepared an ordinance vacating a triangular strip of East Main Street west of vacated Aylsworth Street. Ordinance No. 773, entitled: AN ORDINANCE OF THE CITY OF BOZEMAN, MONTANA, VACATING A PORTION OF EAST MAIN STREET IN TIIE CITY OF BOZEMAN, MONTANA was presented. 886 It was moved by Commissioner Erwin, seconded by Commissioner Healy, that the Ordinance be passed and adopted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Agreement U. S. G. S. -- Gaging Station An agreement with the U. S. G. S. and the City of Bozeman for the operation of the gaging station on the East Gallatin River for a twelve months period was presented. Under the agreement the City of I Bozeman will pay the U. S. G. S. the sum of $200.00 for its share of the annual cost of this operation. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the agreement be approved and the City Manager authorized to sign the agreement for the City of Bozeman, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Repo rts The following reports for the month of May, 1954 were presented, Director of Finance Cemetery Board It was moved by Commissioner Erwin, seconded by Commissioner Healy, that the reports be accepted and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Oiling Driveway Around Swimming Pool It has been recommended by the Reoreation Director and thelecreation Board that the driveway around the Swimming Pool be oiled or hard-surfaced. The dust and dirt from this driveway makes it difficult to keep the pool clean. The Manager stated that it would require approximately 100 yards of oil mixed material to put a mat on the existing surface of this driveway. I It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the City Manager be authorized to have the driveway around the pool surfaced in accordanoe with this recommendation and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Installation of Storm Sewer & Inlets at Cleveland & 7th Avenue A request from Martin Whalen, Physical Plant Superintendent of Montana State College, to construct storm sewer inlets at the corner of Seventh Avenue and Cleveland Street and a storm sewer on Seventh Avenue from Cleveland to Harrison Street, was presented and read. Atter consideration, it was moved by Commissioner Erwin, seconded by Commissioner Healy, that the request be granted and that, if the sewer and inlets are installed at the expense of Montana State College and subject to approved plans of the City Engineer for pavement cuts, excavation, laying of the sewer, back-fill and pavement patching, the City of Bozeman would, as a matter of street maintenance, replace and repair pavement as required after this installation, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Driveway for Standard Station at Main & Grand Avenue A plan for curb cuts and driveways for the Standard Oil Company service station at the corner of I Grand Avenue and Main Street was presented. The plan shows two 40-foot driveways on Grand Avenue and one driveway on Main Street. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that these curb cuts and driveways be approved as presented and, if it is necessary to move the fire hydrant located on Grand Avenue, the hydrant be moved at the expense of the Standard Oil Company, and the motion was carried by the following Aye and No votel those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. - :387 Adjournment There being no further business to oome before the Commission at this time, it was moved by Commissioner Healy, seoonded by Commissioner Erwin, that the meeting adjourn and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Lowe, Commissioner Erwin and Commissioner HealYJ those voting No, none.
