HomeMy WebLinkAbout1954-06-23 aS8 Bozeman, Montana June 23, 1954 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, June 23, 1954 at 1:00 o'clock P. M. Fresent were Mayor Lowe, Commissioner Erwin, Commissioner Healy, City Manager Henderson, City Attorney Lovelace and the Clerk, when the following proceedings were had: Minutes of the last session were read, and it was moved by Commissioner Erwin, seconded by I Commissioner Healy, that the minutes be approved as read, and the motion was carried by the follow- ing Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Encroachment Application for Gas Line -- North Seventh Avenue George Barrett, District Maintenance Engineer, Montana State Highway Department, met with the Commission and presented an application from the Montana Power Company for an encroachment permit which would permit them to install a gas line in NOrth Seventh Avenue from Durston Road to Hemlock Street. !he proposed line would be installed approximately 15 ft. west of the center line of Seventh Avenue. A tentative plan, prepared by the Montana Highway Department in connection with the traffic survey made in Bozeman in 1953, was also examined and discussed. This plan shows that, in the eventual development of this street, there would be a principal driving lane at the location where the Power Company now proposes to place their gas line but there would be a parking lane approximately 36 ft. on center from the street center line of Seventh Avenue. It was also pointed out that consider- able amount has been spent on the beautification project along this street during the past year because of the installation of a ci~ water main there last year. If another pipe line was installed at this time, at the location proposed by the Montana Power Co., it would interfere with the heavy movement I of traffic and would nullify much of the lawn building which has been done. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the Montana Power Co. be requested to submit a new application and plan under which the proposed gas line would be installed approximately 36 feet west of the center line of Seventh Avenue and that, unless emergency need for this gas line exists or arises, the installation of it be deferred until after the growing season in 1954, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Request for City to Take over Maintenance of Parking on North Seventh Mr. Barrett also discussed the possibilit,y of the City of Bozeman taking over the maintenance .. of the beautification project along North Seventh Avenue. Since there appears to be no possibility of establishing 8. parking maintenance district along this street, it was not considered feasible for the City to take over this work and no action was taken in the matter. City-County Health Unit The Board of County Commissioners of Gallatin County met with the City Commission to discuss the financing of the City-County Health Unit. It was pointed out that, by oontributions to the Health DeFfirtment by School District No.7 and the City of Bozeman and from Gallatin County, the residents I of the City of Bozeman are being taxed by three units for the operation of the Heal thDepartment. The possibili ~ of the City of Bozeman, as a first-class city, having to maintain its own Heal th Department if contributions were not made to a Ci~.County unit was also discussed. The matter was referred to the City Attorney and the County Attorney for their opinion as to whether or not the Cit,y of Bozeman would have to operate a separate Health Department if it should discontinue its present contributions to the operation of the City-Coun~ Health Unit. Oiling Sour Dough Road The County Commissioners reported that, through a co-operative program with proper~ owners, a aH~) portion of Sour Dough Road will be oiled during the coming season. They asked that the City oil the portion of this road from Story Street to the City Limits. The County Commissioners were asked for an estimate of the cost of this improvement for that portion within the city limits and if it would be possible, while they are doing the work with their equipment, for them to also do th.e oiling to Story Street and be reimbursed by the City through contributions by property owners and from street maintenanoe funds. They stated this matter would be given consideration and a reply given on the I question by the next meeting of the City Commission. Claim of Don Clayton - Damage to Car A olaim of Don Clayton. Billings, Montana, in the amount of $13.00 for wrecker service and damage to his car which was caused when he ran into a sunken sewer ditch on Hemlock Street was presented. The sewer ditch had become undermined by irrigating water being used in the vicinity having escaped and run underground along the sewer ditch. When Mr. Clayton drove his oar over the sewer ditoh, the ditch caved in without warning and it required a wrecker to get the car out. It was moved by Commissioner Erwin, seconded by Commissioner Healy, that the claim be approved and a warrant issued for its payment and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe. Commissioner Erwin, Commissioner Healy; those voting No, none. Request for Tag Day Denied A request from Jay Gleason, Livingston, Montana, State Commander of the Amvets, was presented in which he sought approval of the City of Bozeman for his organization to hold a /lWhi te Clover" tag sale on the streets of Bozeman on Saturday. June 26. 1954. The state convention of the Amerioan Legion will be in session in Bozeman on that date and, because of this conflict in dates. it was moved by Commissioner Healy. seconded by Commissioner Erwin, that the request be denied for June 26, I 1954 but that Mr. Gleason be informed that approval of this proposed sale would be given for any future date which may be agreed upon and the motion was oarried by the following Aye and No vote: those voting Aye being MEfor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Re:Fort on Municipal League Meeting City Manager Henderson reported on the meeting of the Montana Municipal League meeting held in Great Falls. Adjournment There being no further business to oome before the Commission at this time, it was moved by Commissioner Healy, seoonded by Commissioner Erwin, that the meeting adjourn and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe.
