City Hall Building, Wednesday afternoon, June 30, 1964 at 1:00 o'clock P. M. Present were Mayor Lowe, Commissioner Erwin, Commissioner Healy, City Manager Henderson, City Attorney Lovelace and the Clerk, when the following proceedings were had: Minutes of the last session were read, and it was moved by Commissioner Erwin, seconded by I Commissioner Healy, that the minutes be approved as read. and the motion was carried by the follow- ing Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No. none. Hearing - Srecia1 Imr;rovement District No. 379 This being the time and place set for public hearing of protests to the creation of Special Improvement District No. 379, paving on North Willson Avenue from Lamme Street to Villard Street, the affidavit of publioation of the Notioe and the Clerk's Mailing Certificate were presented. There were no protests filed and no one present to protest. It was moved by Commissioner Healy, seoonded by Commissioner Erwin, that the City Attorney be instructed to prepare a Resolution creating the distriot and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Fire Insurance on City Buildings 1954 The City Manager, as instructed, presented fire insurance rates for blanket coverage of city buildings and contents for an insurable value of $296,599.00. This represents an increase of $65.000.00 over the present coverage on city properties. It was moved by Commissioner Erwin, seconded by Commissioner Healy, that the City Manager be I authorized to have the fire insurance values increased in accordance with this new schedule, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. After examination by the City Commission, it was moved by Commissioner Erwin, seconded by Commissioner Healy, that the above list be approved and aocepted and entered in full in the minutes and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Request for Larger Water Main - Livestock Commission O. Berg, Arohitect, and Robert Ellerd of the Bozeman Livestook Auotion Company were present and presented a written request to have the water servioe at the Livestock Commission Yards increased from a 3/4" service to I!" service. As the supply main from the north reservoir runs across this property, and water is now furnished the livestock yards, it was moved by Commissioner Healy, seoonded by Commissioner Erwin, that the request be granted subject to the Bozeman Livestook Auotion Company paying for the new servioe and that it be installed under the supervision of the Water Department, and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Rerorts The following reports for the month of June, 1954 were presented: I Water Colleotor Police Judge It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the reports be accepted and ordered filed, and the motion was carried by the following Aye and No vote: those vo ting Aye being Mayor Lowe, Commissioner Erwin, Commissioner He~y; those voting No, none. Appointment of Bennett to Airport Board A communication from the Gallatin Airport Board stating that the term of Don Bennett will expire July 30th, 1954 was read. It was moved by Commissioner Erwin, seconded by Commissioner Healy, that Don Bennett be re-appointed to the Airport Board for a three-year term ending July 30th, 1957, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Miscellaneous W & C 1954 -- Requests to Defer Construction A request from Everett H. Fraser, 602 South 13th Avenue for an extension of time on an order which had been issued to him by the City to build a new sidewalk at the above address was read. The letter stated that he has planted corn in the area where the walk is to be built and that he will build the new walk as soon as the corn is removed early this fall. A request from Eric Wilson, owner of the property at 613 South 12th Avenue. for an extension of I time on an order which had been issued to him by the City to build a new sidewalk at the above address was read. The letter stated that he expeots to build a residence on this property in the summer of 1955 and it will be decidedly advantageous to him not to have to build the sidewalk until at the same time as the residenoe is built. It was moved by Commissioner Healy, seoonded by Commissioner Erwin, that the requests be granted, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Fence at North Side Ball Park to be Replaced It was reported that the wooden fence at the North Side Softball Park is in bad shape and falling 3B2 down . The cost to replace the fence would be between $500.00 and $600.00. It was moved by Commissioner Erwin, seconded by Commissioner Healy, that the City Manager be authorized to have the wooden fence at the Nortil Side Softball Park on the Grand Avenue side and on the Cottonwood Street side replaced with non-climbable, woven wire fence, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Street Light -- Will son and Cottonwood I A request for a street light at the intersection of Willson Avenue and Cottonwood Street was reported. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the City Manager be authorized to order the Montana Power Company to have a street light installed at this intersection and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Fire Insurance on City Vehicles It was reported the fire insurance on city vehicles would expire on July 1, 1954, and there was no change made in the values of the vehicles insured last year. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the City Manager be authorized to set the valuations on city vehicles for fire insurance purposes at approximately 10% lees than in 1953-54, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Operation of City-County Health Unit The City Attorney reported that the matter of cities of the first-class making contributions for a joint oity-county health unit has been discussed by the County Attorney and himSelf. The Ci ty I Attorney reviewed the seotions of the law relating to City-County Health Units and pointed out that the law states by mutual agreement a city of the first-class and the county may merge to form a city- county health unit. After discussion, the matter was tabled pending information from the County Commissioners regard- ing the operation of the present health unit. Adjournment There being no further business to come before the Commission at this time, it was moved by Commiss ioner Erwin, seconded by Mayor LOwe, that the meeting adjourn and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Lowe, Commissioner Erwin and Commissioner Healy; those voting No, none.
