HomeMy WebLinkAbout1954-07-07 a~)B Bozeman, Montana July 7, 1964 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, July 7, 1954 at 1:00 o'clock P. M. Present were Mayor Lowe, Commissioner Erwin, Commissioner Healy, City Manager Henderson, City Attorney Lovelace and the Clerk, when the following proceedings were had: I Minutes of the last session were read, and it was moved by Commissioner Healy, seconded by Commissioner Erwin, that the minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Claims for the Month Claims Nos. 9719 to 9977 inclusive were presented on the various funds as follows: General $12,781.35 Library 1,969.15 Park 4,008.09 Street 5,904.33 Water 9,044.83 Cemetery 2,098.14 Garbage 2,394.92 Band 204.79 Police 'Reserve 86.15 W-H Tax 2,419.00 Parking Meter 1.477.92 SDS Revenue 2,507.44 Tot a 1 - - - $44,896.11 The Manager stated that he has audited these claims and finds them to be true and lawful against the City of Bozeman and recommends that warrants be drawn for their payment. After examination of the claims in detail and checking against the claim register, it was moved by Commissioner Erwin, seconded I by Commissioner Healy, that the claims be approved and warrants drawn for their payment and the motion was carried by the following Aye and No voter those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Resolution No. 764 -- Creating S. I. D. No. 379 Resolution No. 764, creating Special Improvement District No. 379, paving on North Willson Avenue from Lamme Street to Villard Street, as prepared by the City Attorney was presented, entitled: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN CREATING A SFECIAL IMPROVEMENT DISTRICT TO BE KNOWN AS SPECIAL IMPROVEMENT DISTRICT NUMBER 379 OF THE CITY OF BOZEMAN FOR THE PURFQSE OF CONSTRUCTING AND INSTALLING A PAVEMENT PROJECT ON NORTH WILLSON AVENUE FROM WEST LAMME STREET TO WEST VILLARD STREET IN SAID CITY. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the resolution be passed and adopted and July 21st, 1954 be set as the date for the opening of bids, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Reports The following reports for the month of June, 1964 were presented: Sanitary Inspector Chief of Police Fire Chief Cashier Librarian I It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the reports be accepted and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Traffic Light -- Corner Willson & Babcock Street In line with the recommendations made in the traffic survey completed by the Highway Commission, the City Commission stated that a traffic light should be installed at the intersection of Willson Avenue and Babcock Street. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the City Manager be authorized to order two steel poles and have a center suspension light installed aH4 at this intersection and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin and Commissioner Healy; those voting No, none. Furchase of Road Oil from State Highway The following resolution authorizing the City Manager to purchase from the State Highway Depart- ment approximately 26,000 gallons of road oil was presented: RESOLUTION I WHEREAS the City of Bozeman will have need during the fiscal year, July 1, 1954 - June 30, 1955, for road oils for use in repairing streets and for sealing certain sections of existing pavement within the City, and WHEREAS the City of Bozeman does not have proper facilities for handling and storing the needed quantities of such oils, and WHEREAS the Montana State Highway Department does have storage facilities and normally does have quantities of the required types of oils stored in Bozeman from whioh it can supply the quantities needed by the City of Bozeman. NOW, THEREFORE, BE IT RESOLVED: That an emergency does exist relative to the procurement of road oils by the City of Bozeman and the City Manager is hereby authorized to purchase from the Montana State Highway Department, from its stocks in storage in Bozeman, approximately twenty five thou- sand (25,000) gallons of road oil, this to be purchased from time to time during the fiscal year, July 1, 1954 - June 30, 1955, as needed by the City of Bozeman for repair and sealing of existing pavements, and these quantities of road oils to be purchased at cost plus normal handling charges. Manager Authorized to R'_m t Highway Equipment The following resolution authorizing the Ci~ Manager to rent maintenance equipment from the Montana State Highway Department was presented: RES 0 L UTI 0 N WHEREAS the City of Bozeman has need from time to time for use of maintenance equip- ment such as steam cleaning equipment, material mixing equipment, and so forth. and WHEREAS this need would be for short periods of time only and thus would not justify the City of Bozeman in purchasing such equipment, and WHEREAS the Montana State Highway Department does have such equipment at its District Headquarters in Bozeman which is not in use at all times; NOW, THEREFORE, BE IT RESOLVED: That the City Manager of the City of Bozeman is hereby authorized to verbally oon- tract from time to time, as needed, with the District Maintenance Engineer, Montana State High- way Department in Bozeman, for the use of maintenance equipment oYned by the Montana State I Highway Department and to obligate the City of Bozeman for rental payments on such equipment as may be agreed upon in the verbal contracts herein authorized. Manager to Northwest City Managers' Assoc iation Meeting It Was announced that the Northwest City Managers' Association will meet in Tacoma, Washington, July 22 to 24, 1954. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the I City Manager be authorized to attend this meeting and his expenses be paid from the General Fund. and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin and Commissioner Healy; those voting No, none. Encroachment Permit Af:f:roved - Durston Realty Co. An Encroachment Application and Permit from the Durston Realty Company to remove trees on North Seventh Avenue was presented. It was moved by Commissioner Erwin, seconded by Commissioner Healy, that the application be approved, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin and Commissioner Healy; those voting No, none. Letter Commending Condition of Water System A communication from the State Board of Health was read, stating that on June 15th. 1954, an inspection had been made of the water system of The City of Bozeman, and stating further that the Water Superintendent should receive special commendation on the condition of the water system. It was moved ~ Commissioner Healy, seconded by Commissioner Erwin, that the information contained in the letter from the State Board of Health be made a matter of reoord in the minutes of this meeting, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin and Commissioner Healy; those voting No. none. I Operation of Bus Line by City The Manager reported on an inquiry regarding possibility of this City subsidizing the operation of a city bus line. Since all available information is that it would require an affirmative vote of the people before the City could either operate or subsidize the operation of a bus line, no action was taken in the matter. Adjournment There being no further bus iness to come before the Commiss ion at this time, it was moved by Commissioner Healy, seconded by Commissioner Erwin, that the meeting adjourn and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin and Commiss ioner HealYJ those voting No, none.
