HomeMy WebLinkAbout1954-08-04 402 Bozeman, Montana August 4, 1954 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon. August 4. 1954 at 1:00 o'clock P. M. Present were Mayor Lowe, Commissioner Erwin, Commissioner Healy. City Manager Henderson. City Attorney Lovelace and the Clerk, when the following proceedings were had: Minutes of the last session were read, and it was moved by Commissioner Erwin, seconded by I Commissioner Healy, that the minutes be approved as read, and the motion was carried by the following .Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Claims for the Month Claims of the Bozeman Municipal Band for concerts played in July, 1954, at which there were band personnel billed for in excess of the forty members approved May 23, 1951, were discussed. After con- siderat ion, it was decided that the personnel to be paid for band concerts be set at not to exceed forty members plus a director, librarian and a custodian. that the claim as presented for the mOl1th of July be approved but that adjustment be made on the claim for concerts during the month of August so that the number of' personnel for wh ich pay is dra'WI1 would be reduced to t he authorized personneL Claims Nos. 9978 to 10000 inclusive and Nos. 1 to 233 inclusive were presented on the various funds as follows: Band $ 1,431-97 Cemetery 3,008.99 Cemetery Suspense 378.00 Fire Relief 7,619.14 Garbage 2,772.27 General 12,923.71 Library 1,303.99 I Park 4,180.73 Parking Meter 1,109.58 Police Reserve 1,586.15 SDS Revenue 4,191.48 S. T. D. 1377 1, 945. 55 Street 6,185.08 Withholding Tax 2.967.50 Water 6,295.60 Total $57.899.74 The Manager stated that he has audited these claims and finds them to be true and lawful claims against the City of Bozeman and recommends that warrants be drawn for their payment. After examination of the claims in detail by the City Commission, it was moved by Commissioner Healy, seconded by Commiss ioner Erwin, that the claims be approved and warrants drawn for their payment and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Blanket Liability Insurance Mr. Dana Myrick of the Valley Insurance Company appeared before the Commission and discussed a blanket liability insurance policy for the City of Bozeman. After explanation and answering questions, the City Attorney was instructed to look into the law relative to advertising the bids for such a policy and, if necessary to advertise for bids, the City Manager was instructed to prepare an advertisement I for bids for a bl~lket liability insurance policy. Public Hearing on 1954-55 Budget It was stated this was the time and place set for the public hearing on the budget for the fiscal year ending June 30th, 1955. The affidavit of publication of the Notice for Public Hearing was presented. There was no one present to be heard and no protests filed. The Ordinance was ordered published and August 25, 1954 was set as the da.te for final passage of the Appropriation Ordinance. Resolution No. 765 -- Tax Levy Resolution Resolution No. 765 setting the tax levy at 38 mills for the year 1954 and to meet the current 40a budget was presented, entitled: A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN DETERMINING THE AMOUNT OF' CITY TAXES FOR ALL PURPOSES, GENERAL AND SPEC IAL, TO BE LEVIED AND ASSESSED ON TAXABLE PROPERTY IN THg CITY OF BOZEMAN, STATE OF MONTANA, FOR THE FISCAL YEAR FlWING JUNE 30th, 1955. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the resolution be passed and adopted and -the motion was carried by the following Aye and No vote: those voting Aye being Mayor I Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Hesolut ion No. 767 -- Intention to Create S. 1. D. No. 380 The City Attorney as instructed has prepared the resolution of intention to create Srecial Improvement District No. 380, paving; on North Tracy from Short Street to Peach Street. Resolu tion No. 767 was presented, entitled: A RESOLlITION OF THE CITY COMMISSION OF THE CITY OF BOZEMlIN DECLARING IT TO BE THE INTENTION OF THE CITY OF BOZEMAN TO CREATE A SPECIAL IMFROVEMENT DISTRICT TO BE KNOWN AS SPECIAL IMPROVFMENT DISTRICT NO. 380 OF THE CITY OF BOZEMAN FOR THE PURPOSE OF CONSTRUCTING AND INSTALLING A PAVEMENT FROJECT ON NORI'H TRACY AVENUE FROM SHORT STREET TO PEACH STREET, SAID PAVEMENT PROJECT TO INCLUDE THE INSTALLATION OF CRUSHED GRAVEL BASE COURSE, CRUSHED GRAVEL CUSHION OOURSE AND BITUMINOUS SURFACE COURSE. It was moved by Commissioner Erwin, seconded by Commissioner Healy, that the Resolution be passed and adopted and August 25, 1954 be set as the date for the hearing of protests, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Sale of Bonds for S. I. D. N'J. 379 It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the Clerk of the Commission be authorized to sell bonds of Special Improvement District No. 379, paving on North Willson from Lamme Street to Villard Street, in the approximate amount of $8,000.00 to pay for the I construction of the district, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Fire Insurance Policy for City Vehicles The renewal insurance policy for fire insurance and comprehensive coverage on city vehicles was presented. It was moved by Commissioner Erwin, seconded by Commissioner Healy, that the policy be approved subject to the approval of the City Attorney, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin. Commissioner Healy; those voting No, none. ReI,orts The following reforts for the month of July, 1954 were presented: Water Collector Folice Judge Librarian Fire Chief Police Chief It was moved by Commissioner Healy. seconded by Commissioner Erwin, that the reports be accepted and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting N'J, none. Sale of Culvert Fipe to Recreation Association I The Bozeman State Park Recreation Association has requested that they be permitted to purchase some "war surplus" culvert which this City has on hand. After discussion, it was moved by Commissioner Healy, seconded by Commissioner Erwin, that the City Manager be authorized to sell not to exceed 100 feet of 42" sectional corrugated pipe to the Bozeman State Park Recreational Association at $1.00 per foot, and the motion was carried by the following Aye and No vote: those votinf", Aye being Mayor LC1we, Commissioner Erwin, Commissioner Healy; thos e vo ting No, none. Report of Managers' Meeting in Tacoma City Manager Henderson reported on the meeting of the Northwest City Managers' Association meeting which he attended in Tacoma, Washington on July 23, 24 and 25, 1954. " 4\\4 Request to Sell Food During 90th Anniversary Celebration A request to sell food and soft drinks in Bogert's Grove during the 90th Anniversary Celebration was reported. After consideration, it was thought this might establish a precedent that could not be followed in the future and, as the celebration is entirely free in every respect, it was decided that the request be denied. City to Co-operate with Teacher Training Frogrmn I The City Manager reported on a proposed Teacher Training Program set for this fall and stated he had reported to the Secretary of the Chamber of Commerce that the City would co-operate fully on such a progrem. Band Concert at Fair Grounds It was reported that the band concert for August 10th, 1954 would be held at the Fair Grounds in connection with the 90th Anniversary Celebration.
