The Commission of the City of Bozeman met in regular session in the Commission Ro~m, City Hall
Building, Wednesday afternoon, August 11, 1954 at 1:00 o'clock P. M. Present were Mayor Lowe,
Commissioner Erwin, Commissioner Healy, Ci~ Manager Henderson, City Attorney Lovelace and the Clerk,
when the following proceedings were had:
I Minutes of the last session were read, and it was moved by Commissioner Healy, seconded by
Commissioner Erwin, that the minutes be approved as read, and the motion was carried by the following
Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those
voting No, none.
Manager to have Alley at Gallatin Valley Seed Company Fixed
The Gallatin Valley Seed Company has requested that the alley where their loading platform at
their seed plant is located be improved by doing some excavation and putting on gravel. It was moved
by Commissioner Erwin, seconded by Commissioner Healy, that the City Manager be authorized to have
the necessary excavation done in this alley and that the alley be gravelled with pit-run gravel on a
co-operative basis as is done in other alleys, the seed company to pay for the excavation and one-half
of the hauling of the gravel, and the motion was carried by the following Aye and No vote: thos e
voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none.
Building on Linfield Property Being Razed
The Manager reported that the building on the property being purchased from F. Bertil Linfield
is being torn down without cost to the City except that the City is hauling away the debris.
Light at 9th & Clevel and to be on Cleveland Lighting System
I The street light as now installed at the intersection of Ninth Avenue and Cleveland Street
requires eight light poles to furnish electric current for this one light. These poles could be
eliminated by running an underground cable from the most westerly light of the ornamental lights on
Clevel and Street and th e Montana Power Company has proposed that, if the City of Bozeman will furnish
the cable, they will lay it and thus eliminate seven of the eight poles. The City Commission stated
that the Montana Power Company should be asked to make this entire installation at their expense.
Water & Sewer for Proposed Thompson Addition
It was reported that the sponsors of the Thompson Addition have requested authority to start
installation of' sewer and water lines in this proposed Addition. The Commission stated that these
could not be connected to the city's sewer and water systems until such time as the property is brouEht
into the city. Before this can be done it is necessary that an arrangement, acceptable to the City,
be made for moving poles of the Montana Power Company off from what is proposed to be the traveled
portion of Lincoln Street, these poles to be moved without expense to the City.
Storm Sewer Connectior. for Women's Dormitory at College
It was reported that plans fo r the Women's Dormitory being constructed at Montana State College
shows a 12" storm sewer connection at 7th Avenue and Cleveland Street. As the present sewer line on
I Harrison between 7th and 6th Avenue is only an 8" line and on a relative flat grade, it would be
impractical to make this size connection on the storm sewer. The proposal made to Mr. Whalen,
Maintenance Engineer, of Montana State College for a storm sewer connection is as follows:
1. That a manhole be located at 7th and Cleveland just south of the property line. -
2. That this manhole be built with overflows to carry excess water across both sides of
Cleveland Street at 7th Avenue.
3. That the storm sewer to be constructed by the College from Cleveland to Harrison on
7th Avenue be of 6" pipe.
4. That special covers for the manholes be installed to prevent lifting in case of exces-
sive flows of storm water.

5. That the cost of this installation, except for the replacement of paving, be paid by
Montana State College.
Bond of M. E. Henderson, City Manager
The Bond of M. E. Henderson as City Menager in the amount of $20,000.00 was presented. The bond
was approved as to form by the City Attorney. It was moved by Commissioner Erwin, seconded by
Commissioner Healy, that the bond be approved and accepted, and the motion was carried by the follow-
ing Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; thos,e I'
voting No, none.
Bids for Sodium Silicoflouride
It was moved by Commissioner Erwin, seconded by Commissioner Healy, that the Clerk of the City
Commission be authorized to advertise for bids on a carload (30,000 to 40,000 Ibs) of Sodium Silico-
flouride, these bids to be opened September 1, 1954, and the motion was carried by the following Aye
and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those
voting No, none.
Bids for Miscellaneous Walks end Curbs 1954
It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the Clerk of the City
Cownission be authorized to advertise for bids, to be opened September 1, 1954, for the construotion
of Misoellaneous Walks & Curbs for 1954, which have been ordered repaired or constructed and on whioh
work has not been done, and th e motion was oarried by the following Aye and No vote: those voting
Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none.
Resolution No. 768 - Lighting Assessment
The resolution levying the assessment for ornamental street lighting for the various districts
for the year 1954 in the amount of $1.970.46, was presented, entitled: I

PROVISIONS OF SECTIONS 11-2252 R. C. M. 1947.
It was moved by Commissioner Healy, seoonded by Commissioner Erwin, the. t the resolution be pro-
visionally passed end August 18th, 1954 be set as the date for the he aring of protests, and the motion
was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin,
Commi 5 s ione r Healy; those voting No, none.
Liability Insurance
The City A tto mey repo rted tha t, in his opinion. it would not be necessary for the City of
Bo zeIlll. n to advertise for bids for liability insurance. The Manager stated that, before a policy is
taken out quotations should be secured on different limits of liability and also as to products
liabili ty. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the City Manager
be instructed to secure such quotations so that a blanket liability policy, with limits to be set
by the Commission, can be purchased by this City prior to September 23, 1954, the expiration date of
the present policy covering automotive equipment and the motion was carried by the following Aye and
No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No,

Bond & Contract -- S. I. D. No. 379
The bond and contract of the Standard Construction Company for the construction of Special
Improv ement Dis trict No. 379 were presented. The bond and contract were approved as to form by the
City Attorney. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the bond and
contract be approved and accepted and the motion was carried by the following Aye and No vote: those
voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none.

Plans for Conoco Station at 7th and Main Street
Plans for the construction of a service station by the Continental Oil Company at the comer
of Seventh Avenue and Main Street were presented. After examination of the plans, it was moved by
Commissioner Erwin, seconded by Commissioner Lowe, that the curb cuts for driveways as shown on the
plans be aI-proved subject to the combination sidewalk and driveway on North Seventh Avenue being
constructed according to grades set by the City Engineer, and the motion was carried by the following

Adjournment
There being no further business to come before the Commission at this time, it was moved by
Commissioner Healy, seconded by Commissioner Erwin, that the meeting adjourn and the motion was
carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin and
Commissioner Healy; those voting No, none.
