HomeMy WebLinkAbout1954-08-18 408 Bozeman, Montana August 18, 1954 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, August 18, 1954 at 1:00 o'clock P. M. Present were Commissioner Erwin, Commissioner Healy, City Manager Henderson and the Clerk, when the following proceedings were had: Minutes of the last session were read, and it was moved by Commissioner Erwin, seconded by I Commissioner Healy, that the minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Erwin and Commissioner Healy; those voting No, none. Conunissioner Healy to Serve as ActinG Mayor In the absence of Mayor Lowe, it was moved by Commissioner Erwin, seconded by Commissioner Healy, that Commissioner Healy be the Mayor Pro Tempore and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Erwin and Commissioner Healy; those voting No, none. Resolution No. 768 -- Light Assessment It was stated this was the time and place set for public hearing on the final adoption of the resolution levying the assessment for lighting maintenance for the special lighting districts for the year 1954. There was no one present to protest and no protests were filed. The affidavit of publication of the Notice was presented together with Resolution No. 768, entitled: A R-gSOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN, MONTANA, LEVYING AND ASSESSING LIGHTING DISTRICT MAINTF,NANCE AND ELECTRICAL CTJRRENT COSTS FOR SnXIAL IMPROVEMENT LIGHTING DISTRICTS NUMBERS 361, 362, 284, 288, 289, 290, 295, AND 300 OF THE CITY OF BOZEMAN, PURSUANT TO THE J';ROVISIONS OF SECTIONS 11-2252R. C. M. 1947. It was moved by COlnmissioner Erwin, seconded by Commissioner Healy, that the resolution be finally passed and adopted and the motion was carried by the following Aye and No vote: those vot- I ing Aye being Commissioner Erwin and Commissioner Healy; those voting No, none. Delegates to Firemen's Convention It was announced that the State Firemen's Association will meet in Missoula September 1 to 3, 1954. It was moved by Commissioner Erwin, seconded by Commiss ioner Healy, that two delegates from the Bozeman Fire Department be authorized to attend this meeting and the expenses of one delegate be paid from the General Fund, and the motion was carried by the following Aye and No vote: those voting Aye being Comrnissioner Erwin and Commissioner Healy; those voting No, none. Reports The annual report of the Fire Chief for the year endi ng June 30th, 1954 and the reports of the Plumbing Inspector and the Building Inspector for the month of July, 1954 were presented. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the reports be accepted and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commis- sioner Erwin and Commissioner Healy; those voting No, none. Librarian to Attend Meeting in Tacoma A written request of Miss Hileman, Librarian, to attend the Northwest Librarian's Association meeting in Tacoma, Washington from August 31 to September 7, 1954 was read. It was moved by Commis- I sioner Erwin, seconded by Commissioner Healy, that the request of Miss Hileman be granted and her expenses be paid from the Library Fund, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Erwin and Commissioner Healy; those voting No, none. Request to Borrow Walkie-Talkie Approved It was reported that. due to the possibility of a copper strike in Butte, Monta.na, the Chief of Police of that City has requested to borrow the portable radios owned by this City. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that. if an emergency should arise in Butte, these portable radios be loaned to the Butte Police Department and the motion was carried by the 4()~) following Aye and No vote: those voting Aye being Commissioner Erwin and Commissioner Healyj thos e voting No, none. CIa ims for S. I. D. Nos. 375 & 377 Claims Nos. 234 and 235 of the Standard Construction Company for work completed in the construction of' Special Improvement District No. 375 in the amount of $3,040.43 and Special Improvement District No. I 377 in the amount of $272.64 were presented. After examination of the claims, it was moved by Commissioner Erwin, seconded by Commissioner Healy, that the claims be approved and warrants issued for their payment, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Erwin and Commissioner Healyj those voting No, none. Hosri talization of Alcol,olics The Manager reported that, during the past week, Dr. Vadheim and Louis True had been in to discuss problems pertaining to the hospitalization of alcoholics. The matter was discussed with the City Commission and it was decided that, before any action is taken, a report should be secured from the Hospital Superintendent as to the number of cases of alcoholism handled during the past year, and also a statement as to special detention facilities which are available or which can be supplied by the Hospital for such cases. The possibility of policemen or firemen acting as male nurses during their time off to handle these patients was el so discussed. Traffic Survey Presented The completed report of the State Highway Department on the traffic survey conducted jointly by them and the City of Boz eman in August, 1953, together with recommendations of the Highway Department relative to traffic and street problems in Bozeman as shown by the Traffic Survey and other studies of I the Highway Department, was presented. The rerort and the accompanying 1 etter took up numerous points amonp; which of major importance were: 1. Need for a truck route in Bozeman, other than on Main Street, was definitely established. TIle letter with the report stated that the State Highway Department will make a survey for such a route dur in!; the coming winter. 2. It was stated that definite plans have been made, including a preliminary survey, for relocat ing U. S. Highway #191 so that it will go di rectly west out of the City on West Main Street instead of south on Eighth Avenue and West on College Street as at present. 3. Under the 1954 Federal Highway Act, North Rouse Avenue can now be placed on the Federal System and thus be eligible for Federal and State aid when it is improved. 4. Long range plans for street construction on North Seventh Avenue were included in the report. 5. The present system of arterial streets in the City was reported to be adequate. 6. Numerous other lesser points and problems were discussed in detail. Copies of the rerort and accompanying letter were placed on file to make them a permanent record.
