Montana Sep temb er 1. 1954 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Build ing, Wednesday afternoon, September 1, 1954 at 1:00 o'clock P. M. Present were Mayor l.owe. Conunissioner Erwin, Commissioner Healy, City Manager Henderson. City Attorney Lovel ace and the Clerk, when the followinp; proceedings were had: Minutes of the last session were read, and it was moved by Commissioner Erwin, seconded by I Commissioner Healy, tha.t the minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwtn, Commissioner Healy; those voting No, none. Bids for Miscellflneous Walks & Curbs 1954 This being the time and place set for the opening of bids for the construction of and/or repair of sidewalks for the year 1954. the affidavit of publication of the Notice to Bidders was presented. It was moved by Commissioner Healy, seconded by Commissioner Erwin. that the bids be opened and read. and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, COl'lIllissi oner Erwin, Commissioner Healy; those voting No, none. Care of Alcoholics The matter of the care of alcohoUcs wa.s discussed and, based on information regarding costs I furnisher 1->y Rich8rd Lubben of the Bozeman Deaconess Hospi tal, it was recommended that the City Manager write Dr. A. L. Vadheim to inform him that the City of Bozeman is in no posi tion to assume the responsibil i ty for the care of alcoholics at the local hospital. Flar for Miracle Gas Plant A proposed gro und pI an for the construction of a build ing lac ated in Block 49, Northern Pacific Addition, in the Industrial District, for the storage of Miracle Gas was presented. It wa s moved by Conunissioner Erwin. seconded by Comrnissioner Healy. that a permit be issued for the construction of the building and tanks, and the motion was carried by the following Aye and No vote: those vo ting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Reports The following reports for the month of August, 1954 were presented: Water Collector Fire Chief Police Judge It was moved by Commissioner Erwin, seconded by Commissioner Healy, that the reports be accepted And ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin. Commissioner Healy; those voting No, none. Phillip Bulk Service Station on North Seventh - .. - ~ - ~ ~ I Jr. W. Tschache, Wayne Johnson and Mr. McFaul appeared before the City Commission in the interest of the Phillips "66" Oil Co. relative to a permit to construct a bulk service station on Lots 3, 4 and 5, in Block 3. North Seventh Addition. They stated that jt is proposed to have a service station with underground tanks of sufficient size to take care of retailing and the wholesaling of p;asoline and als 0 an addition to the service station building for the storage and wholesaling of other products in connection with the station. - The matter was taken under advisement and it was decided that a plan for the station, showing the size of proposed warehouse and the size of the tAnks, should be submitted before further action is taken. An application for an Encroachment Permit by Montana State College to cross under College Street with a conduit for electric wiring from the Montana Power Company substation to the control station on the campus was presehted. It was moved by Commiss ioner Heal y, seconded by Commissioner Erwin, that the application be approved and the Mayor and the Clerk of the Corrunission be authorized to sign the permit for the City of Bozeman, and the motion was carried by the following Aye and No vote: I tLose voting Aye being Mayor Lowe, ComrnisBio~r Erwin, Commissioner Healy; those voting No, none. Resolution No. 767A-- Creating S. 1. D. 380 ; The City Attorney as instructed has prepared the resolution, creating Special Imp rovement Di s tric-+: No. 380, paving on North Tracy Avenue from Peach Street to Short. Street. Resolution No. 767 A was presented, entitled: A RESOLUTION OF THE CITY COMMISSION OF THE CI'IT OF' BOZEMAN CREATING A SPECIAL IMPROVEMENT DISTRICT TO BE KNOWN AS SPECIAL IMPROVEMENT DISTRICT NUMBER 380 OF THE C TTY OF BOZEMAN FOR THE PURPOSE ()iF OONSTRUCTING AND INSTALLING A FAVEMENT PROJECT ON NOR'rH TRACY AVENUE FROM SHORT STREET TO PEACH STREET, SAID PAVEMENT PROJ~T TO INCLUDE 'T'HE INSTALLATION OF CRUSHED GRAVEL BASE COURSE, CRUSHED GRAVEL CUSHION COURSE AND BITUMINOUS SURFACE COURSE, IN SAID C TTY . It was moved by Commissioner Erwin, s ec onded by Conunis s ioner Heal y, that the resoluti on be passed and adopted and the motion was carried by the following Aye and No vote: those voting ~ye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Purchase of Pipe for Water Department It was reported the Water Department is in need of copper pipe and fittings. Tt was moved by Conunissioner Healy, seconded by Commissioner Erwin, that the City Manager be authorized to purchase 2040 feet of 3/4" copper pipe and fittings and also purchase 300 feet of lit pipe and fittin~;s, and ,I the motion was carried by the following Aye arrl No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Bids for Sodium Silicofluoride This being the time and plaoe set for the opening of bids for the purchase of silicofluoride, the affidavit of publication of the Notice to Bidders was presented. It was moved by Commissi oner Heal y, seconded by Commissioner Erwin, that the bids be opened and read, and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those vo ting No, none. I Tele~hone Booths in Parking Lots It was reported the Mountain States Telephone Company has made request to install publ ic phone booths in the city's parking lots as a publio service. After consideration, it was moved by Commissioner Erwin, seconded by Commissioner Healy, that permission be granted to install public phone booths in the parking lots provided the number of parking spaces is not decreased and the booths are installed at the expense and be the responsibility of the Telephone Compary, and the motion was carried by the follow- ing Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. 414 Operation of Autoettes Inquiry has been received from Mr. and Mrs. Charle s Goodrich regarding a permit or license for operating an electric-powered invalid's chair or autoette on the sidewalks of this city. A communica- tion from the City of Long Beach, California was read deal ing with this subj ect in which it was pointed out that, since the State of Califoniia retains full control on licensing of vehicles, the City of' Long Beach had no authority to license them. Similar law would be applicable in Montana, and it was therefore the opinion of the City Attorney that the City of Bozeman could not license them I and no action was taken in the matter. Traffic - Parking on West Babcock Street - ~orth Tracy - Cleveland Streets The parking problem between Fourth and Fifth Avenues on Babcock Street and on NOrth Tracy between Mendenhall and Lamme Streets was considered. It was decided that before any definite action is taken, the Folice Department should make a survey and inquire from the residents on these streets as to their desires on the limiting of parking. Parking on one side of Cleveland Street was discussed, mid it was decided that, if' it is the desire of the property owners on this street to have the parking reinstated on both sides of the street a petition should be filed making this request.
