The Commission of the Gi ty of B02:sman met in regular session in the COJTun.ission Room, CHy Hall
Buildin[;, Wednesday afternoon, April 21, 1954 at 1:00 o'clock }. M. Present were Mayor Lowe,
Commiss ioner Erwin, Commissioner Heely, City Manager Henderson, City Attorney Lovelace aXcd tbe Clerk,
when the following proceedings were had:
I Minutes of the last regular session were read, and it was moved by Commissioner Erwin, seconded
by Commissioner Healy, that the minutes be approved as read, and the motion was carried by the follow-
ing Aye and No vote: those voting Aye being Mayor Lowe, CommissioI1er Erwin, Corrunissioner Healy; those
voting No, none.
Bids for S. T. D. Nos. 375 and 377
The Manager stated this was the time and place set for the opening; of bids for the construction

of Sped al Improvement District Nos. 375 and 377. He presented the affidavit of publication of the
Notice to Bidders. It was moved by Commissioner Heely, seconded by Commissioner Er~n, that the bids
be bpened and read, and tile motion was carried by the following Aye and No vote: those voting A:ie
being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none.

The bids were referred to the City Engineer for checking end recommendations.
Bids for Purchase of Truck for Water De:[.iartment
After checking the sIecifications and tabulating truck bids received at the lest meeting, it was
-the recommendati on of the City Manager and the Water Surerintendent that the bid of the Owenhouse
Hardware Comfiany for a 1954 International Truck, Model Rl-12 for $1.429.00 be accel-,ted as the lowest
and best bid. It was moved by Commissioner Erwin, seconded by Commissioner Healy, that this bid be
acce1- ted and the motion was carried by the following Aye and No vote: those votinG Aye being Mayor Lowe,
Commissioner Erwin, Commissioner Healy; those voting No, none.
Furchase of Copper Pipe and Pi ttings
It was reported that the Water Department is in need of cop1-er pil,e and fittings, and this
purchase would amou!:t to between $800.00 and $1.000.00. It was moved by Commissioner Healy, seconded
by Commissioner Erwin, that the City Mamger be authorized to make this purchase, and the motion was
carr ied by the following Aye and No vote: those voting Aye being; Mayor Lowe, Commissior;er Entin,
Commissioner Healy; those votinb No, none.
Al-pointment -- Ed Sterhenson to Police Commission
I Mayor Lowe romounced the re-ap!ointment of Ed Stefhenson as a member of the fol ice Commission for a
term ending May 1, 1957. It was moved by Commissioner Healy, seconded by Commiss ioner F;rwj. n. the t the

Petition for S. I. D. - Paving North Willson - Lamme to Villard
A petitio!: was presented, siLned by owners of 65% of the l-roperty abutting on Nortb \Hllson Avenue,
between Lawae and Villard Streets. requ es tinE t ha t a Speci al JmI.rovement District be established to
provide for paving these two blocks of ~orth Willson Avenue. City li;ngineer VJaldorf was l-,resent and

discussed the drainage rroblem as it sprEes Lo all streets in the north side of the city where there
is no storm sewer system. He pointed out that the only way to provide drainage across street inter-
sections where there is no storm sewer is by use of valley gutters and past eXlerience shows that the
latter system has undesirable features. He 13.1 so lointed out that, unless an extensive storm sewer is
installed on the North Side, it would. be im:fossible to Frovide a storm sewer for the two blocks
referred to ir. the above letition and, while it will make an installation with undesirable features,
he considered that the only way at present to comply with the wishes of owners involved would be to I
I,lan EHld install pavement with valley gutter drainage on this particulAr street.
After full consideration, it was moved by Commissioner Healy, seconded by Commissioner Erwin,
that the City Engineer be instructed to ITepare the necessary preliminary data and that, based upon
those data, the City Attorney be instructed to prepare a Resolution of Intention to create a Special
Improvement District to rrovide for paving; North Willson Avenue between Lamme and Villa rd Streets, and
the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe,
Commissioner Erwin and Commiss ioner Heal;y; those voting No, none.
Street Construction Discussed -- State Hichway & Bureau of Public Roads
The following representa ti ves of the State Highway Department and the Bureau of fublic Roads were
present to discuss street construction which would affect the City of Bozeman: Scott Bart, State
Highway Engineer, Carl Chamberlain, Enz;irieer representing the U. S. Bureau of Public Hoads, Henry
liellend, Fred ~uinnell, Paul Devine, and Tom Ratchford, EnGineers with the Montana State Highway
De:r:,artment. Al so lresent were Howard Nel son and Ced 1 Overfelt representil.g the Bozeman Chamber of
C'J'~ffi1erce.

Scott hart infor':ned the Commission that he and the engineers wi th him had gorJ.e over this
situation and had selected a tentative route on which to re-locate U. S. Highway No. 191 in
Eo zeman b,y going west on Main Street from Eighth Avenue to a Foint outside the city limits
where it would turn southwest and thus not be routed on eny city street except Main Street.
Mr. Hart stated that, as soon as a survey party from the State Highway Department is available,
a survey of this f,roposed route will be made, necessary action will be taken to secure required
right of way, and the project will be set up in the planned program of' hig;hway improvements.
Mr. Hart also stated that this initial survey would be made within the next few weeks.
b TRIJCK BY-PASS.

Mr. Hart stated that he and his party had looked over prospective locations for a truck
route through the north part of Bozeman but tha t, before any definite recommendation or proFosal
can be made by his departm8nt, he considers it necessary to have more detailed study and survey
made. He sta ted further that surveys and study will be made so that a proposal can be presented
to the City on this matter by early summer in 1954. I

The matter of' securing state and federal funds for improvement and construction on House
Avenue was discussed. Mr. Hart and his associates r-ointed out that the first step in this con-
nection would be to have Rouse Avenue placed on the Federal Highway System by making written
a.pplication to tile State Highway Department. The City W~na~er was instructed to prepare and
submit the required apllication at the earliest practicable date.

and similar matters pertaining to U. S. Highway No. ID on North Seventh Avenue were discussed.
It was agreed that an over-all plan for the eventualconstructior of this street should be
worked out now so that, as properties are built up along the street, such matters as sidewalk
grades, driveways, build ing level s, and so forth can be made to fit such an over-all plan. Mr.
Hart sucgested and extended an invitation to the City to send s. D. Waldorf', City Engineer,
to Helena for a day or two to work out these plans with the design section of the State Highway
I Depa rtment .
Montana Municipal League Meeting
It we,s announced that }lans for holding the annual meeting of the Montana M.unicipal League in
Missoula in June have been changed and the meeting will be held in Great Falls on June 17-18-19, 1954.
