HomeMy WebLinkAbout1954-04-14 360 Bozeman, Montana April 14, 1954 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Build ing;, Wednesday afternoon, ArTil 14, 1954 at 1;00 o'clock F. M. Fresent were Mayor Lowe, Commissioner Erwin, Commissioner Healy, City Manager Henderson, City Attorney Lovelace and the Clerk, when the following; proceedings were had: Minutes of' the last regular session were read, and it was moved by Commissioner Healy, seconded I by Commissioner Erwin, that the minutes be ar~roved as read, and the motion was carried by the follow- ing Aye and No vote: those voting Aye being Mayor Lowe, Conunissioner Erwin, Co:mmissioner Healy; those voting No, none. Bids on Truck -- Water Department The Manager stated this was the time and place set for the opening of bids for a 3/4 ton truck for the Water Department. He presented the af'f'idavit of publication of the Notice to Bidders. It was moved by Commissioner Erwin, seconded by Commissioner Healy, that the bids be opened and read, and the motion was carried by the following Aye and No vote: those voting; Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. The following bids were opened and read, the pieces listed here being the net cost to the City after deduction of excise tax and taking into account the allowance to be made on the trade-in truck: 1954 Model 1953 Model Lundgren- Ford, InCl. - - - - $1,796.00 ~l,500.00 Owenhouse Hardware Co. - - - 1,429.00 Northern Auto Company - - - - 1, 567 .00 Rolfe &: Wood - - - - - 1,527.70 Action on the bids was deferred pending tabulation and study by the City Manager and the Water Superintendent. I Traffic -- One-Way Alley in Block A, Story's Addition -- Parking in Alleys -- All-Night Parking The Manager reported that the delegation, representing businesses in Block A, Story's Addition, who had appeared before the Commission last week relative to making the alley in said block a one-way alley, have interviewed the Northern Pacific Transport, Consol ide. ted Freightways and Northwest Freight Lines. The delegation requested that the ~ommiss ion be infonned that these trucking concerns have no objection to making this a one-wa;}' alley wi th travel to be from west to east. The delegation also recommended the f,arking in all alleys be prohibi ted except for vehicles during actual times of loading and unloading. After full consideration, it was moved by Commissioner Erwin, seconded by Commissioner Healy, that the City Manager be and is hereby authorized and instructed to issue the necessary order and have required signs posted to limit travel in Block A, Story's Addition, to one-way only, the direction of travel to be from west to east aEd the motion was carried by the following Aye and No vote: those voting .Aye being Mayor Lowe, c.ommissioner Erwin and Commissioner Healy; those voting No, none. No action was taken on the question of prohibiting parking in all alleys. On the question of "all nig;ht parking" the Manager recommended that no chan!;e be made in present regulations. He stated that this recommendation was made with the concurrence of the Folice and Street I DeFa rtmen ts . The question was discussed at ler..gth and it was decided that it should be given further study before any action is taken. Adjustment on Fee for Interment iermit An:.:roved It was rer,orted that, at the meeting of the Cemetery Board on April 8th, 1954, the Board set the fee for all adult interment permits at $25.00. It was moved by Commissioner Healy, seconded by Commis- sioner Erwin, that this action of the Cemetery Board be aprroved, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin and COmTIlissioner Healy; those voting No, none. Rider for Bond of Director of Finance 361. A rider on the bond of L. G. Shadoan, Director of Finance, increasinG the indemnity from $20,000.00 to $60,000.00 from March 30th, 1954 to April 28th, 1954 was presented. The rider was ePl- roved as to form by the City Attorney. It was moved by Commissioner Erwin, seconded by Commissioner Healy, that the rider be approved and accepted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin and Commissioner Healy; those votinG No, I none. Bond for Tenth Avenue Trunk Sewer The bond of Haggerty-Messmer Company covering the construction of the Tenth Avenue Trunk Sewer was presented. the bond was apFroved as to form by the City Attorney. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the bond be accepted and approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin and Corrunissioner Healy; those voting No, none. Rerorts The following reports for the month of March, 1954 were presented: Cemetery Board Sewage Plant Operator Chief of Police Recreation Director Director of Finance and the re:rorts of the Recreation Director and the Sewage Plant Operator for the morLth of February, 1954. It was moved by Commissioner Erwin, seconded by Corrunissioner Healy, that the rerorts be accerted and ordered filed and the motion was carried by the following .Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin and Commissioner Healy; those voting No, none. Recreation Director to Leader's Conference at Chatcolet, Idaho I The request of A. Glenn vYihite, Recreation Director, to attend the Recreation Leader's Conference in Chatcolet, Idaho, May 11th to 19th, 1954 was read. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the request be granted and his e:q.;enses be paid from the Park Fund, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin and Commissioner Healy; those voting No, none. Librarian to Attend Library Association Meeting The request of Margaret Rileman, Librarian, to attend the Library Association meeting in Helena, May 2nd to 4th was presented. It was moved by CommlssionerErwin, seconded by Commissioner Healy, that the request be grarlted and her expenses be paid from the Library Fund, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Corrunissioner Erwin and Commissioner Healy; those voting No, none. American Legion Fop}y Day May 29th A request of the American Legion Auxiliary to set May 29th, 1954 as American Legion POPlY Day was read. It was moved by Commissioner Healy, seconded by Commissioner Erwin, that the request be granted and the motion was carried by the following Aye ffild No vote: those voting Aye being Mayor Lowe, Commissioner Erwin and Commissioner Healy; those voting No, none. I Hearing on Zoning Ordinance It was announced that May 3rd, 1954 has been set as the date for public hearing on the revision of the Zoning Ordinance. City Officials and EmJ.-loyees to Attend Water & Sewer Meeting It was announced that the annual Water and Sewerage meeting for the State of Montana would be held in Bozeman, April 22nd to 24th. It was moved by Commissioner Erwin, seconded by COlrunissioner Healy, that the City Manager be authorized to register City Officials 9.nd employees not to exceed fifteen in number for this meeting, and the registration fee be paid from the Water FUnd and the S. D. S. Revenue 3\12 Fund, and the motion was carried by the following; Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin and Commissioner Healy; those voting No, none.
