HomeMy WebLinkAbout1954-01-06 :317 Bozeman, Montana January 6, 1954 The Commission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, January 6, 1954, at 1:00 o'clock F. M. Present were Mayor Lowe, Commissioner Erwin, COIT@issioner Healy, City Manager Henderson, City Attorney Lovelace and the Clerk, when the following proceedings were had: I Minutes of the organization of the City Commission meeting, held January 4, 1954 were read, and it was moved by Commissioner Erwin, seconded by Commissioner Healy, that the minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe. Commissioner Erwin. Commissioner Healy; those voting No, none. Letter to Commercial National Bank Re: Check #12003 -- $6,600.00 At the suggestion of D. R. Green. President of the Commercial National Bank, Geo. Horkan, Attorney for the St. Paul Mercury & Indemnity Company, who carry bands or insurance covering the First Bank Stock Corp. . including the Cornmercial National Bank, was present by special invitation to discuss the claim of the City of Bozeman against this bank for reimbursement on the City's check No. 12003, for $6,600. OC! which the bank paid on an unauthorized signature. Mr. Horkan read a letter from the company he represents in which they deny any liability in this claim. No reason was given in that letter for denial of liab il i ty bu t Mr. Horkan stated that, in his opinion, the denial was based first on the contention that no forgery is involved end second on the contention thet the actual cash which D. L. Henry received through his operations with this particular check has been traced and can be shown to have actually been restored to the City of Bozeman. Mr. Horkan pointed out that these contentiors were his and were not to be construed as statements from the St. Paul Mercury & Indemnity Company. I Action on One-Way Alleys Deferred The Commission discussed establishing one-way alleys north and south of Main Street. Information compiled to date on this proposal indicates: 1. That, with present volume of traffic in the alleys under consideration. need for making them "One-Way" is not well established and benefits which would be derived from such regula- tion would be doubtful. 2. Truckers and other users are not in accord on what should be the direction of travel in these alleys if they were made "One-Way" which tends to add confusion and impracticability to the proposal. 3. A mein factor in causing alleys to be blocked at the present time is cars which are parked . in them and, unless parking in alleys is prohibited, restricting travel in the alleys to "One-Way" would do little good. It was moved by Commissioner Erwin, seconded by Commissioner Healy. that action on the question of One-Way alleys be deferred and the petition of Eugene Graf and others, which was presented on September 9, 1953, be tabled and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin and Commissioner Healy; those voting No. none. Reports The following reports for the month of December, 1953 I Fi re Chief Chief of Folice Water Collector Librarian Police Judge and the reIort of the Director of Finance for the month of November, 1953 and the annual report of the Folice Judge, were presented. It was moved by Commissioner Erwin, seconded by Commissioner Healy, that the reports be accepted and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Claims for the Month Claims Nos. 8372 to 8594 inclusive were presented on the various funds as follows: Rand $ 15.00 Cemetery 947.85 Cemetery Suspense 240.00 Cemetery Perm. D. 2,103.99 Police Reserve 86.15 Tot a 1 - - $42,362.70 The Manager stated that he has audited these claims and finds them to be true and lawful claims against The City of Bozeman and recommends that warrants be drawn for their payment. After examina- tion of the claims in detail by the City Commission and checking against the claim register, it wa s moved by Commissioner Healy, seconded by Commissioner Erwin, that the claims be approved and warran ts drawn for their payment and the motion was carried by tile following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Healy; those voting No, none. Communication - Re: Slmding School Crossings A letter from Local No. 53, Teamsters' Union, R. L. Rampy, Business Agent, was read in which it was recommended that all school crossings, intersections and crosswalks be sanded when slippery or icy streets require it. The City Manager was instructed to reply to the letter and inform the writer that tile recommendation will be carried out to the fullest extent possible. Mayor Lowels Recommendations on Plans for City Mayor Lowe discussed a general program for operations of this city which he recommends for accomplishment during his current term as Mayor and stressing the following three major points: 1. Development of better over-all, long range city planning which may include appoint- I ment of a Planning; Board. 2. Improvement of administrative operations of the City with special stress on betterment of public relations in matters r~rtaining to zoning, building, inspections and related fiel ds. This may entail employment of an administrative assistant for the City Manager. 3. DeveloI,ment and training of men in each city department so that there will always be at least one qualified man to carryon in event a department superintendent or chief is absent or becomes incapacitated. at!-) Adjournment There being no further business to come before the Commission at this time, it was moved by Commissioner Healy, seconded ~ Commissioner Erwin, that the meeting adjourn and the motion was carried by the following Aye and No vote~ those voting Aye bein~ Mayor Lowe, Commissioner Erwin and Commissioner Healy; those voting No, none.
