The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
building, Wednesday afternoon, September 30, 1953 at 1:00 o'clock f. M. fresent were Mayor Secor,
Commissioner Lowe, Commissioner Erwin, City Manager Henderson, City Attorney Lovelace and the Clerk
when the following proceedings were had:

Minutes of tLe last regular session were read, and it was moved by COI[\Jniss ioner Erwin, seconded
by Commissi oner Lowe, that the minutes be aT-proved as read, and the motion was carried by the following
Aye and No vote: those voting Aye being Mayor Secor, COlrumissioner Lowe, Commissioner Erwin; those
voting No, none.
Employment of Wilma Sandaker as FUll-Time City Employee
Wilma Sandaker. who has been employed b:y the City as stenographer since 1942. works part time as
an employee of the Bozeman Nursery School, and deductions are made from her salary as flert-time
stenograFher for the l'ublic Employees Retirement System. In order to have coverage on her total sa.lary
for retirement purposes, the City would have to pay her full salary. the Bozeman Nursery School could
then reimburse the City for that part of Miss Sandaker's time which is sFent on Nursery School work
or could pay rent to the City in an amount equal to the amount they now pay Miss Sandaker for her
services. The City Commission expressed apJ.:roval of doing this provided that it meets the an,roval
of the Board of Directors of the Bozeman Nursery School.
Recommendations of Chief of Jolice. Re: One-Way Alleys
Written recommendation from the Chief of 101ice Haas for the consideration of the Commission was
read as follows:

That the first alley south of Main Street be a one-way alley from Willson AVenue to
Bozeman Avenue, travel to be in a westerly direction.
That the first alley north of Main Street be a one-way alley between Grand Avenue
and Bozeman Avenue, travel to be in an easterly direction.
He also recommended that parking in alleys be permitted only for loeding and unloading, and
limited to twenty minutes.
No action was taken in this matter pending further investigation of Chief Haas' recommendations
and until further publicity is given to the proposal.
Recommendations of Chief of Police. He: School Crossings
Wri tten recommendation of Chief of Police Haas regarding additional school crossinGS were read
as follows:
That a school crossing be established at the interestion of College Street and Willson Avenue
That children crossing at F'ifth Avenue and Mendenhall Street be encouraged to use the crossing
at Seventh Avenue and Mendenhall Street, which is a I1Stop" for traffic.
It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that a School Crossing be
established at College and Willson Avenue and the motion wes carried by the following Aye and No vote:
those voting Aye being Mayor Secor, Commissioner Lowe. Commissioner Erwin; those voting No, none.
Leave of Absence -- D. C. Weir. Jr.. Patrolman

A communication from D. C. Weir, Jr. requesting a Ie ave of absence for two months, due to illness
of his father, was read. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the
request be granted. and the motion was carried by the following Aye and No vote: tllose voting Aye being
Mayor Secor. Commissioner Lowe. Commissioner Rrwin; those voting No, none.
Dues to Montana Section A. W. W. A.
The Manager stated that, in connection with the annual meeting of the Montana Section of the
A. W. W. A. and the Montana Sewage and Industrial Wastes Association to be held in Bozeman April 21 to 23,
1954, additional dues to these Associations will be necessary for the current year to fay for convention

expenses. The City Conunission expressed apl'roval of the payment of these additional dues.
Heat for Scout Cabin in Bogert's Grove
The matter of providing gas heat for the cabin in Bogert's Grove which is used by Boy Scout
Troops was discussed. No objection was expressed to installing gas heat in this building provided
the Boy Scouts or any other organization using the building pay for the installation and for the
amount of gas used from month to month.
Request to Remove Trees on North Seventh
A request of Mrs. Tilney Erhardt to have trees removed from the parking on North Seventh Avenue
was reI-_orted. It was decided thE't if apI-roval to remove the trees is obtained from the State Highway
Commission that the City would approve this request.
City Bus Line. Re: City Operation
Because of the recent death of L. C. Woodburn, owner end operator of the City Bus line, no bus
service has been operated in the City since the close of school in the spring of 1953. Suggestion
has been made that the City of Bozeman purchase busses and operate them in the City. It was the
opinion of the City Conunission, verified by the opinion of the City Attorney, that the City could not
enter into such an undertaking exce}t by authorization from a vote of the people.
ReI-ort
The re~ort of the Water Collector for the month of September, 1953 was presented. It was moved
by Commissioner Erwin, seconded by Conunissioner Lowe, that the reIcort be accel-ted and ordered filed
and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor,
Commissioner Lowe, Commissioner Erwin; those voting No, none.
Sewer & Water Cherge -- C. Francis frorerty North of Ci ty
The Manager reported that, at the residence of Clyde Francis, north of the city limits on House
Avenue, monthly charge has been made for sewer rental and charge for water used has been made at the
full commercial rate. This property is not connected to the city sewer and water, excel,t for ordine ry
household use, is used only durinG summer months for yard watering. It was moved by Commission Lowe,
seconded by Commissioner Erwin, that upon filing of proper claim by Mr. Francis, refund be made to him
of amounts he has :raid for sewer rental and that he be given the same rate on summer use of water as is
given to metered water services for residences within the city limits and the motion was carried by the
following Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Cormnissioner Erwin;
those voting No, ~one.
Flatting -- Water Service -- }roperty of' Hugo Eck
Questions relative to weter service for the residence of Hugo Eck, situated outside of and adjoin-
ing the city limits at the south end of Langohr's Addition, and as to platting and bringing this proI'erty
into the city were discussed. The City Attorney has previously informed the City Cormnission that, in
his opinion, the City has fulfilled all its obligation as to furnishing water for the Langohr property
and the Commission declined to make any chance in this case in the policy of the City in refusing to
furnish city water service for properties outside the City limits. Investigation has been made relative
to platting; this property and bringing it into the City and the Manager was instructed to inform Mr.
Eck that, if he has a proper plat prepared of his ground as required by law and presents it, together
with a petition thl3t his ground be taken into the City, the Ci ty Commission will not oppose such a petition
will
and/take the necessary action to make the tract in question a regula r part of the City.

sioner Lowe, seconded by Commissioner Erwin, that the meeting adjourn, and the motion was carried by the
