December 16, 1953 at 1:00 o'clock P. M. Present were Mayor Secor, Commissioner Lowe, Commissioner Erwin, City Manager Henderson, City Attorney Lovelace and the Clerk when the following proceedings were had: Minutes of the last regular session were read, and it was moved by Commissioner Erwin, seconded I by Commissioner Lowe, that the minutes be approved as read, and the motion was carried by the fo110w- ing Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Commissioner Erwin; those voting No, none. Examination of Depository Bonds The City Commission proceeded to examine the receipts of the Federal Reserve Bank of Minneapolis for Depository Bonds held by the Director of Finance as securitJ for deposit of city funds in the several banks of Bozeman. The securities being found sufficient to cover the deposits in the several banks, the list was ordered entered in full in the minutes. M. 1947, have this day examined the reoeipts of the Federal Reserve Bank of Minneapolis for the Depository Bonds held by the Director of F'inance as security for the deposit of city funds held by the several banks of Bozeman and find them to be as above stated, end are hereby acoepted and approved. Lowe Commissioner s/ Howard Erwin Commissioner I Dated December 16th, 1953 Reports The following reports for the month of November, 1953 were presented: Cashier Cemetery Board and the report of the Director of finance for the month of Ootober, 1953. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the reports be accepted and ordered filed and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Commissioner Erwin; those voting No, none. Sanitary Sewer Connection for Men's Dormitory atl Messrs Cheever, Prussing, Hubbard, Whalen, Berg and Bradford, representing Montana State College and the architects and contractors for the new men IS dormitory at the college were present to discuss a sanitary sewer connection for that building. It was pointed out that several weeks ago. application had been made for an eight-inch sewer connection from the dormitory to the manhole on College Street at Ninth Avenue. and that the sewer I line from this manhole is only a six-inch sewer and Superintendent Border had informed someone at the College that such a connection would not be practicable and it was not made. The contractors had gone ahead with construction and laid an eight-inch sewer line from the east wing and a six-inch sewer line from the west wing of the dormitory before ~;plication was made for connection to the City's sewer main. Plans for the construction of the dormitory show the two sewers connected with a wye on the campus and connected into an eight-inch line to the manhole at College ~ld Ninth Avenue. The contractor and architect stated that it is necessary. in order that construction will not; be delayed.to have a sewer connection immediately. so that plumbing tests could be made as the building is being constructed. After consideration. it was agreed that a temporary sewer connection through the existing 6-inch line to the manhole on College between Eighth and Ninth Avenue could be made end used for testing and construction purposes only. but some solution for a permanent connection to serve this dormitory would have to be agreed upon and the date of July 1. 1954 was set as the latest date for a solution to this problem between the college and the city. The necessity of having an over-all plan for buildings to be constructed in the future on the campus and possible sewer loads for these buildings was discussed. Petition for Vacation of Hayes Street -- Willson to City Limits I A petition signed by Florence M. Bolinger and Edith M. Bill requesting that Hayes Street between Willson Avenue and the city limits be vacated was presented by H. A. Bolinger. He stated this street has never been used as a street and since some of the property east of the city limits is being sold and not platted, it is not likely that the street will ever be used as a street. The petition was acceJ:ted for further consideration. Bonds for City Employees The Manager reported that he has talked with the State Examiner in Helena regarding bonds for city employees and they do not have any recommendations to make. He stated he would write to the Management Information Service to see if some recommendation as to bond coverage could be obtained fro m them. Claims for S. I. D. Nos. 371 and 372 Claims Nos. 8369 and 8S70 of the Long Construction Company for work completed to date on Special Improvement Districts Nos. 371 and 372 were presented in the amounts of $358.60 and $1.745.69 respectively. It was moved by Commissioner Erwin. seconded by Commissioner Lowe, tha~ the claims be approved I and warrants drawn for their payment and the motion was carried by the following Aye and No vote: those voting Aye being Mayor SeCor. Commissioner Lowe. Commissioner Erwin; those voting No. none. Closing December 26th. 1953 The Comndssion stated that in observance of the proclamation of the Governor of the State of Montana. city offices will be closed December 26th, 1953. Adjournment There being no further business to come before the Commission at this time. it was moved by Commissioner Lowe. seconded by Commdssioner Erwin. that the meeting adjourn. and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor.
