M. Fresent were Mayor Secor. Commissioner Lowe. Commissioner Erwin, City Manager Henderson. City Attorney Lovelace and the Clerk when the following proceedings were had; I Minutes of the last regular session were read. and it was moved by Commissioner Erwin. seconded by Commissioner Lowe, that the minutes be approved as read, and the motion was oarried by the following Aye and No vote; those voting Aye being Mayor Seoor, Commissioner Lowe, Commissioner Erwin) those voting No, none. Shrine Club Will Not Sponsor Circus A oommunioation from the Gallatin Shrine Club was read. stating they will not sponsor a mrcus this year, and requesting that their applioation for a city license be oancelled. Reports The following reports for the month of January, 1953 were presented: Sanitary Inspector Chief of Pol ice Cemetery Board It was moved by Commissioner Lowe, seconded by Commissioner Erwin. that the reports be accepted and ordered filed and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Secor. Commissioner Lowe, Commissioner Erwin; those voting No. none. Gas Bond Discontinued The Owenhouse Hardware Company has reported they no longer do gas fitting and asked to be relieved of liability under their bond. It was moved by Commissioner Erwin. seconded by Commissioner I Lawe,that the Owenhous e Hardware Company be relieved of liability under their gas fitter's bond from and after the 14th day of "February, 1963, and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Seoor, Commissioner Lowe, Commissioner Erwin; those voting No, none. Claims Claims Nos. 6808 and 6809 were presented as follows: Fire Kelief Fund Parking XeterFund $1.450.39 844.55 After examination of the claims in detail by the City Commission. it wag moved by Commissioner Lowe, seconded by Commissioner Erwin, that the claims be approved and warrants drawn for their payment and the moti on was carried by the following .qe and No vote: those voting Aye being Mayor Secor. Commissioner Lowe, Commissioner Erwin; those voting No, none. Refort on Lake and Ditch Meeting City Manager Henderson reported on the meeting of the Bozeman Creek Reservoir Company and the Mystic Lake Di toh Company which was held February 9, 1963. Improvement of Eighth Avenue Discussed The following persons; I Howard Nelson Wm. Stutsman Geo. Stucky Nelson Story III Henry Gay Bert Griffi th Don Nash Dr. Asbury W. Hargrove WIn. Rolfe WillIs Johnson of Continental Oil Co. appeared before the Commission to discuss either improvement of South Eighth Avenue or relocation of U. S. Highway 1191. " Mr. Story spoke in opposition to any plan to re-looate U. S. Highway #191. He urged the rebuilding of Eighth Avenue with elimination of the present oenter parking. He also made extensive remarks relative to new traffic control lights, parallel parking on Main Street, a truck by-pass. one-way streets. and other street and traffic matters. Those present were informed that the State Highway Department gave unofficial information to the 210 City of Bozeman in April, 1952 that this street would be programmed for reconstruction in 1963 provided that the City or the property owners affeoted would pay 25% of the cost of suoh reconstruc- tion but nothing further of any official nature has been received from the Highway Department relative to the project. It was also pointed out to those present that. since the Highway Department has officially assumed responsibility for maintaining all Federal Highways within urban areas. they might now look with more favor on rebuilding Eighth Avenue. In general discussion. various of those present spoke on whether Eighth Avenue should be rebuilt on a 75% - 25% basis. whether it should be rebuilt entirely at Highway Department expense. or whether Highway #191 should be re-routed and Eighth Avenue left as is. The City Commission explained their position as being ready and willing to follow out and get whatever can be done on whioh ever of these plans would meet approval of the majority of the citizens and property owners affected. As a first step toward this end. Mr. Don Nash, representing Story Motor Supply, agreed that he would oonduct a survey among owners of properties which would be affected along Eighth Avenue to determine whether or not they favored improvement or rebuilding of this street and that he would report the results of his survey to the Commission at the earliest possible date. Adjournment There being no further business to come before the Commission at this time, it was moved by Commissioner Lowe. seconded by Commissioner Erwin, that the meeting adjourn, and the motion was oarried by the following ~e and No vote; those voting Aye being Mayor Secor.
